A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO,
CALIFORNIA,AMENDING THE HOOVER COMMUNITY PLAN(PLAN
AMENDMENT NO. A-98-10)
WHEREAS,on July 1, 1980,by Resolution No. 80-397,the City Council adopted the Hoover
Park Community Plan; and,
WHEREAS, Robert Carter has filed an application to amend the land use designation of the
aforementioned plan from the office commercial to the neighborhood commercial plan designation
for .3 acre located on the south side of East Gettysburg Avenue between North Fresno Street and
Freeway 41; and,
WHEREAS, the environmental assessment conducted for the proposed plan amendment
resulted in the filing of a mitigated negative declaration; and,
WHEREAS, on August 5, 1998,the Fresno City Planning Commission held a public hearing
to consider Plan Amendment Application No.A-98-10 and the associated negative declaration for
Environmental Assessment Nos. A-98-10 and R-98-13; and,
WHEREAS,the Fresno City Planning Commission took action to recommend approval of the
Negative Declaration for Environmental Assessment No. A-98-10, which would amend the plan
designation for the subject site from office commercial to neighborhood commercial and,
WHEREAS, on August 18, 1998, the Fresno City Council held a public hearing to consider
Plan Amendment Application No. A-98-10 and determined, based upon the testimony and
information presented at the hearing and upon review and consideration of the environmental
documentation provided, that the adoption of the proposed amendment is in the bestinterestof the

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno as follows:
1. That Council finds that there is no substantial evidence in the record that Plan
Amendment Application No.A-98-10 may have a significant effect on the environment
and hereby adopts the negative declaration.
2. The Council of the City of Fresno hereby adopts Plan Amendment Application
No.A-98-10 amending the land use designation ofthe Hoover Community Plan from the
office commercial to the neighborhood commercial land use designation as depicted on
Exhibit A , attached hereto and incorporated herein by reference.
