A RESOLUTION OF THE COUNCIL OF THE CITY OF FRESNO
CALIFORNIA, AUTHORIZING THE PURCHASE OF AUTOMATIC VEHICLE LOCATION
EQUIPMENT WITHOUT ADVERTISED COMPETITIVE BIDDING
WHEREAS, the City of Fresno, Fresno Police Department requires Automatic Vehicle
Location (AVL)to facilitate the Field Automation System; and
WHEREAS, Federal grant monies have been previously allocated for this system; and,
WHEREAS, the AVL equipment is necessary to facilitate vehicle assignment
recommendations for the dispatchers and provide increased officer safety; and,
WHEREAS, after a complete investigation, it has been determined that AVL equipment is
available from a limited number of manufacturers; and,
WHEREAS, Data 911 requires the use of the AVL equipment manufactured by Trimble
Navigation; and,
WHEREAS, Trimble Navigation only sells their AVL equipment through distributors and
the distributor for the Fresno area is Tritek Solutions Inc.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fresno,
California, that:
1. The Council has received and considered the report of the City Manager;
2. Advertised competitive bidding for the purchase of the AVL equipment is hereby
suspended under the Sole Source Exception;
3. The purchasing Manager is authorized to enter into a contract for the purchase of the
Trimble Navigation AVL equipment with Tritek Solutions Inc.;
4. The cost of said contract shall not exceed $59,840 plus tax and freight; and,
5. Such contract is deemed to be of necessity to provide the Fresno Police Department
full functionality of the Field Automation System.
