The City of Fresno Planning Division has completed its review of the subject vesting tentative parcel
map dated March 10, 2009. Pursuant to Section 12-1205 of the Fresno Municipal Code,this letter is
written to advise you that the Conditions of Approval dated December 04,2009, are as noted on the
attached document.
Appeal: The divider or any aggrieved person may file an appeal regarding to conditions of approval
within fifteen (15) days from the date of approval.
To protest the Director's decision regarding the conditions of approval, you must appeal by filing a
written appeal with the Director of the Planning& Development Department. Appeals must include
the appellant's interest in/or relationship to the subject property,the decision or action appealed,and
specific reasons why the appellant believes the decision or action appealed should not be upheld.
Appeals must be submitted to the Director of the Planning and Development Department prior to 5
p.m. on December 21, 2009.
EXPIRATION: The approval or conditional approval of this tentative Parcel Map expires two years
from the date of approval. The expiration shall terminate all proceedings and a final Parcel Map
may not be filed without first processing a new Tentative Parcel Map.
Modification of a Tentative Parcel Map after approval or conditional approval does not extend the
two year time limit.
EXTENSION: The divider may request an extension of the tentative map expiration date by filing a
written application together with the fee set forth in the Master Fee Schedule at the time of the
request with the Director of the Planning & Development Department at least thirty days before the
expiration date of the map. The applicant must state the reasons for requesting the extension. New
conditions may be imposed if an extension is granted.
An extension may not exceed an aggregate of six years.

BACKGROUND
Vesting Tentative Parcel Map No. 2009-02 filed by Yamabe & Horn Engineering, Inc., on behalf of
Lennar Fresno, Inc., property owner, and accepted for processing on March 10, 2009, proposes to
record a 9-lot residential parcel map for approximately 2.00 acres of property located on the
southwest corner of the intersection of North Cornelia and West Simpson Avenues; between West
Shields and West Clinton Avenues.
The subject site is zoned R-1/UGM (Single Family Residential/Urban Growth Management) zone
district and is within the jurisdiction and boundaries of the 2025 Fresno General Plan and West Area
Community Plan. These plans designate the subject property for Medium Density Residential
planned land uses. The existing R-1/UGM (Single Family Residential/Urban Growth Management)
zone district may be found to be consistent with the Medium Density Residential planned land use
designation pursuant to Table 2 (Planned Land Use and Zone District Consistency Matrix) of the
2025 Fresno General Plan and applied within all community plans.
It is noted that Vesting Tentative Parcel Map No. 2009-02 is proposing to create five or more parcels
(nine parcels) through the parcel map process utilizing the exceptions provided within the
Subdivision Map Act(Section 66426[a])wherein the land division contains less than five acres,each
parcel created by the division abuts upon a maintained public street or highway, and no dedications
or improvements are required by the legislative body.
The approximately 2.0 acre site is currently vacant and is bounded by North Cornelia Avenue on the
west and is otherwise entirely surrounded by single family residential lots created by Tract 5406
"Harvest"on the north, south, and east sides of the subject property. Public streets and easements
adjacent to the parcels proposed to be created have been dedicated by separate instruments and
improved pursuant to Fresno Municipal Code requirements for undeveloped parcels and in
accordance with the Department of Public Works Standards, specifications, and policies. All

comments and requirements from the appropriate agencies have been addressed in the conditions
of approval dated July , 2008, for Vesting Tentative Parcel Map No. 2009-02. Approval of a
tentative parcel map is subject to the Planning and Development Department Director finding the
map is consistent with the officially adopted plans and policies of the City of Fresno. Staff has
reviewed the proposed design and improvement of Vesting Tentative Parcel Map No.2009-04 and
has determined that the map is consistent with adopted policies as described below.
REQUIRED FINDINGS
An environmental assessment initial study was prepared for this project in accordance with the
requirements of the California Environmental Quality Act (CEQA) Guidelines. This process
included the distribution of requests for comment from other responsible or affected agencies and
interested organizations.
The initial study prepared for Environmental Assessment No. TPM-2009-02 considered potential
environmental impacts associated with the tentative parcel map. The environmental assessment
resulted in a Class 32 Categorical Exemption (Section 15332/ln-Fill Development Projects of the
California Environmental Quality Act), filed on June 17, 2009 with the City Clerk. Staff determined
that a Class 32 Categorical Exemptions was appropriate given that the project: may be
characterized as infill development; is in conformance with the 2025 Fresno General Plan and
zoning;occurs within City limits on a project site of nor more than five acres substantially surrounded
by urban uses; the project site has no value as habitat for endangered, rare or threatened species;
approval of the project would not result in any significant effects relating to traffic, noise, air quality,
or water quality; and, the site can be adequately served by all required utilities and public services.
STATE SUBDIVISION MAP ACT
The Subdivision Map Act (California Government Code Section 66410 et. seq.) requires that a
proposed parcel map not be approved unless the map,together with its design and improvement, is
found to be consistent with the General Plan and any applicable specific plan (Finding No. 1 below).
State law further provides that the proposed parcel map be denied approval if any one of the Finding
Nos. 2-5, below, is made in the negative.
1. The proposed parcel map,together with its design and improvements are consistent with the
City's 2025 Fresno General Plan and West Area Community Plan, which designate the site
for Medium Density Residential planned land uses. The existing R-1/UGM (Single Family
Residential/Urban Growth Management)zone district may be found to be consistent with the
Medium Density Residential planned land use for the subject property as identified in Table
2 (Planned Land Use and Zone District Consistency Matrix) of the 2025 Fresno General
Plan and applied within all community plans.
2. The site is physically suitable for the proposed development because of the flat terrain of the
site and adequate access and drainage on and off the site. The Fresno Metropolitan Flood
Control District recommends temporary drainage facilities until permanent service available.
3. The proposed parcel map design and improvements are not likely to cause substantial and
considerable damage to the natural environment, including fish,wildlife or their habitat. The
site is located in an area that has been previously subdivided and approved for development
with urban uses. The area has been cleared and graded and does not and would not
provide value for wildlife.

4. The proposed parcel map design and improvements are not likely to cause serious public
health and safety problems, because the conditions of approval have shown and will insure
that the subdivision conforms to City health and safety standards.
5. The proposed parcel map design will not conflict with pubic easements within or through the
site because the conditions of approval will assure noninterference with any existing or
proposed public easements.
Staff, based on its own analysis, has determined that the parcel map, subject to the recommended
conditions of approval, otherwise complies with the design and property development standards of
the Zoning Ordinance and local Parcel Map Ordinance and recommends the approval of the parcel
map.
DIRECTOR DETERMINATION
1. Based upon the above analysis, the Planning and Development Director finds that Vesting
Tentative Parcel Map No. 2009-02 dated March 10, 2009, is consistent with the applicable
plans and policies of the City of Fresno.
2. The Planning and Development Director hereby grants approval of Vesting Tentative Parcel
Map No. 2009-02 dated March 10, 2009, subject to the conditions of approval.

NOTICE TO PROJECT APPLICANT
All tentative maps are subject to the applicable provisions of the State Subdivision Map Act(SMA),
Fresno Municipal Code (FMC), City policies, and City of Fresno Standard Specifications. The
following specific conditions are applicable to this tentative map.
In accordance with the provisions of Government Code §66020(d)(1), the imposition of fees,
dedications, reservations or exactions for this project are subject to protest by the project applicant
at the time of approval or conditional approval of the development or within 90 days after the date of
the imposition of the fees, dedications, reservations or exactions imposed on the development
project.
Upon conditional approval of Vesting Tentative Parcel Map No.2009-02,dated March 10,2009,the
subdivider may prepare a Parcel Map(Final) in accordance with the approved tentative map. Note
that a Parcel Map may not be filed until the appeal period has expired. Should an appeal be filed
pursuant to Section 12-1207 of the FMC, the application will be scheduled to be heard before the
City of Fresno Planning Commission. The appellant may withdraw their appeal pursuant to Section
12-1207.2 of the FMC.
Concurrent with the filing of a Parcel Map (Final) and when the provisions of Section §66436 of the
SMA apply,the subdivider is responsible to send, by certified mail, a sketch of the proposed Parcel
Map (Final), together with a copy of Section §66436(a)(3)(A) of the SMA, to any public entity or
public utility which has previously acquired a right-of-way easement.
LEGAL STATUS OF SITE TO BE SUBDIVIDED
1. The parcel map site is situated in the City of Fresno, County of Fresno, State of California,
and was legally created as:
Parcel 1 of Parcel Map No. 3798, according to the map thereof recorded in Book 24 Page
71 of Parcel Maps, records of said County.
Together with Outlots"A"and"B"of tract No.5406, "Harvest", according to the map thereof
recorded in Book 76, Pages 11 through 15 of Plats, records of said County.

PLAN CONSISTENCY
2. The subject site is located within the jurisdiction of the 2025 Fresno General Plan and West
Area Community Plan. These plans designate the subject property for development with
Medium Density Residential(4.99-10.37 dwelling units/acre)planned land uses. Pursuant to
Table 2 (Planned Land Use and Zone District Consistency Matrix) of the 2025 Fresno
General Plan and applied within all community plans the existing R-1/UGM (Single Family
Residential/Urban Growth Management)zone district is consistent with the Medium Density
Residential planned land use designation for the subject property.
ZONING
3. Comply with the provisions of the State of California Government Code Sections §66410 -
§66499.58 of the SMA and the City FMC Chapter 12, Article 10 (Subdivision of Real
Property).
4. Section 66426 of the Subdivision Map Act states that a tentative(tract) and final map (tract)
shall be required for all subdivisions creating five or more parcels, except where the land
division contains less than five acres, each parcel created by the division abuts upon a
maintained public street or highway,and no dedications or improvements are required bythe
legislative body.
a) Pursuant to Section 66426(a) of the Subdivision Map Act, the City of Fresno has
determined that all of the public improvement requirements included within Section 12-
1206(c) of the Fresno Municipal Code have been satisfied and that all dedications
required in association with the public improvements have been made.
• NOTE: For the purposes of recording a Parcel Map(final),the City of Fresno will
not consider requirements for such items as modifications or retrofitting of
existing improvements to contemporary standards (e.g. "Detectable Warning
Devices") as "improvements" under Section 66426(a) of the Subdivision Map
Act.
b) Although, the findings above can be made, the conditions contained herein below are
conditions of approval of Vesting Tentative Parcel Map No. 2009 and shall be met to the
satisfaction of the City of Fresno prior to recordation of the Parcel Map.

Sanitary Sewer Requirements:
The nearest sanitary sewer mains to serve the proposed project are 8-inch sanitary sewer mains
located in North Brix and West Cornell Avenues. Sanitary sewer facilities will be available to provide
service to the site subject to the following requirements:

12. Seal and abandon existing on-site well(s) in compliance with the State of California Well
Standards, Bulletin 74-90 or current revisions issued by California Department of Water
Resources and City of Fresno standards.
13. This project, including any subsequent phases thereof, is required to utilize two independent
sources of water, meeting Federal and State Drinking Water Act Standards. The two-source
requirement may be accomplished through a combination of water main extensions,
construction of supply wells, or other acceptable sources of water supply approved by the
Water Systems Manager.
14. All public water facilities shall have been constructed in accordance with Public Works
Department standards, specifications, and policies.
FRESNO METROPOLITAN FLOOD CONTROL DISTRICT (FMFCD)
15. The subdivider shall be required to comply with all of the specific requirements imposed by
the FMFCD for the subdivision or any amendments or modifications to those requirements,
which may be granted bythe FMFCD Board of Directors, pursuant to Section 13-1307 of the
FMC. These requirements are identified in the attached District's letter to the Planning and
Development Department dated April 21, 2009.
16. Any temporary basin constructed for or used by this subdivision requires approval of FMFCD
and the City of Fresno, and may only be implemented through a covenant between the City
and the Developer prior to parcel map approval. Temporary basins shall be fenced within
seven days of the time a basin becomes operational, and fencing shall conform to City of
Fresno Public Works Standard No. P-45. The Fresno Mosquito and Abatement District shall
be provided access rights and a means of entry for inspection and mosquito abatement
activities for all on-site basins (refer to attached map of mosquito abatement districts in the
Fresno-Clovis Metropolitan Area). Attached hereto,and incorporated by reference, is a copy
of the updated Public Works Standard No. P-62 for temporary on-site ponding basins,and a
copy of the City of Fresno's Guidelines for Ponding Basin / Pond Construction and
Management, dated October 29, 2004. Maintenance of temporary ponding basins shall be
the responsibility of the subdivider until permanent service for the entire subdivision is
provided.
DEPARTMENT OF PUBLIC WORKS-SPECIAL DISTRICTS/PROJECTS AND RIGHTS-OF-WAY
17. Comply with all of the requirements of the attached memorandum from the Department of
Public Works, Parks Supervisor dated December 04, 2009; and, the landscaping and
maintenance requirements stipulated within the memorandum dated April 09, 2009.

GENERAL CONDITIONS
19. Any existing and/or proposed structure(s) on the site may be affected due to the location of
the proposed parcel lines. The placement of a parcel line in close proximity to any existing
and/or proposed structure(s) requires that the structure(s) be found in compliance with the
'fire resistive standards of the Uniformed Building Code, Chapter 5.
a) Compliance with the prevailing Uniform Building Code as it relates to exterior wall
protection, allowable area, etc. (as applicable to new parcel line locations) must be
demonstrated prior to recordation of the Parcel Map. Contact the Planning and
Development Department, Building and Safety Services Division at (559) 621-8200.
• NOTE: In the event the structures do not comply they must be modified so as to
meet the requirement.
20. Whenever covenants or agreements are required, they shall be prepared by the city upon
receipt of the fee in accordance with the adopted Master Fee Schedule. All covenants and
agreements must be approved by the City Attorney's Office and shall be recorded with the
final parcel map.
21. All existing overhead utilities, including but not limited to, electrical systems,communication
systems and street lighting systems shall have been placed underground in accordance with
the provisions of Section 12-1011 and Resolution No.78-522/88-229,and the policies of the
Public Works Department.
22. Telephone, cable, and other public utilities which propose above-ground facilities (such as
cabinets) determined by the Planning and Development Director to be oversized shall have
been located in an additional easement area outside of any required landscape strip.
23. Any existing utilities, including but not limited to, street lights, traffic signals, fire hydrants,
poles (power, telephone, cable, etc.), which must be relocated or removed in conjunction
with the development of the subject property, shall be the responsibility and at the expense
of the subdivider.
24. Sidewalks(including wheelchair ramp landings)and driveway approaches,for undeveloped
parcels of this parcel map, shall be required and constructed at the time of site development.
a) Curb ramps with "Detectable Warning Devices" are required at all corners within the
limits of this parcel map.
25. A minimum four foot wide clear path of travel is required at the time of development along
the public sidewalk on all frontages of the property as required by Title 24 of the California
Administration Code as determined by the City Engineer.
26. Existing improvements to remain in place shall be repaired if determined to be damaged
and/or off grade by the City Engineer.

27. If not existing, street work on major streets shall be designed to include Intelligent
Transportation Systems (ITS) conduit in accordance with the Public Works ITS
specifications.
28. Additional off-site improvements will be required at the time of future site plan review.
29. Engineered construction plans and estimates for any future work within the public rights-of-
way shall be required prior to the issuance of Street Work Permits unless otherwise
determined by the City Engineer. The cost for such plan preparation, review and
construction inspection shall be at the subdivider's expense.
30. The subdivider may either construct or install required improvements, when required; or,
enter into a bonded secured agreement with the City of Fresno providing for the construction
of the required improvements and sufficient security prior to the approval of the final parcel
map.

On July 22,2008,the Fresno County Board of Supervisors passed Ordinance No.2008—023 requiring the payment of
County Public Impact Facilities Impact Fees. The effective date of this ordinance is September 20,2008. Contact the

Will,we verified that the street lighting is installed.These lights are on the subdivision side of the streets so the parcel
map is covered by these.As discussed,the sidewalks and drive approaches and handicap ramps are not completed yet.
Generally we bond for this in subdivision maps. Everything else is completed. We will need our Survey section to verify
durable monuments are in place and reinspect after parcel map is built out.This final check of monuments may need to
be secured. Not sure how you handle this. Please get us a copy of the tentative map to check the monuments.Thanks.

I'm sorry that I'm getting back to you late,we had a death in my family and I've had to miss a few days.
Please find the attached. I'll be following up with a return to your phone call but just so you know...
For parcel maps creating five or more residential parcels,the Subdivision Map Act requires that all "improvements" have
been constructed and that all "dedications" have been made; essentially this is a condition prior to acceptance of a
parcel map for this purpose and so cannot technically be a condition of approval.
So by submitting this map,the project engineer is representing that all improvements have been constructed and that
all of the necessary dedications have been made. However,this does require verification by the City.
The attached FMC section lists improvements required for parcel maps; these are the improvements that we need to
assure have been constructed. I've received indication that we're OK on the street trees albeit they are technically not
in. Sidewalks and driveways are not required for undeveloped parcels; and, we'll be making an exception for any
retrofitting requirements such as "Detectable Warning Devices" or truncated domes at curb returns. So, need to verify
installation of curbs and gutters, and street lighting systems... please double check against attached code section but I
think that these are the only "improvements" that would involve your review.

General Conditions
• Submittal of engineered construction plans to the Planning and Development Department for
approval must be made prior to the final map.
• All required signing and striping shall be installed and paid for by the developer/ owner. The
signing and striping plans shall comply with the current Caltrans standards and be submitted as
a part of the street improvement plans.
• Additional offsite improvements will be required at the time of future site plan review.
• Curb ramps with "Detectable Warning Devices" are required at all corners within the limits of this
parcel map.
• Repair or replace all existing damaged and/or off-grade offsite concrete improvements as
determined by the City of Fresno Public Works Department, Construction Management Division,
(559) 621-5500.
• Underground all existing offsite overhead utilities with the limits of this map in accordance with
Fresno Municipal Code Section 12-1011 and Resolution No. 78-522/88-229.
• If not existing, street work on major streets shall be designed to include Intelligent
Transportation Systems (ITS) conduit in accordance with the Public Works ITS specifications.
Street Dedications and Vacations
Identify all street furniture, e.g.: public utility poles and boxes, guy wires, signs, fire hydrants, bus stop
benches, mail boxes, news stands, trash receptacles, tree wells, etc. within the public right of way.
Also, identify the required 4' minimum path of travel along the public sidewalk directly in front of
property, as required by the California Administration Code (Title 24). A pedestrian easement may be
required if Title 24 requirements cannot be met.
The construction of any overhead, surface or sub-surface structures and appurtenances in the public
rights-of-way is prohibited unless an encroachment permit is approved by the City of Fresno Public
Works Department, Engineering Division, Special Districts/ Projects and Right of Way Section, (559)
621-8693. Encroachment permits must be approved prior to issuance of building permits.
Street Improvements
All improvements shall be constructed in accordance with the Standard Specifications and Standard
Drawings of the City of Fresno, Public Works Department. The performance of any work within the
public street rights-of-way (including pedestrian and utility easements) requires a STREET WORK
PERMIT prior to commencement of work. Contact the City of Fresno Public Works Department,
Engineering Services Section at (559) 621-8686 for detailed information. All required street
improvements must be completed and accepted by the city prior recordation.

7. The Federal Clean Water Act and the State General Permits for Storm Water Discharges
Associated with Construction and Industrial Activities (State General Permits) require
developers of construction projects disturbing one or more acres, and discharges associated with
industrial activity not otherwise exempt from National Pollutant Discharge Elimination System
(NPDES) permitting,to implement controls to reduce pollutants, prohibit the discharge of waters
other than storm water to the municipal storm drain system, and meet water quality standards. Z

a• State General Permit for Storm Water Discharges Associated with Construction
Activities, approved August 1999, (modified December 2002.) A State General
Construction Permit is required for all clearing, grading, and disturbances to the ground
that result in soil disturbance of at least one acre (or less than one acre if part of a Z
larger common plan of development or sale). Permittees are required to: submit a Z
Notice of Intent to be covered and must pay a permit fee to the State Water Resources
Control Board (State Board), develop and implement a storm water pollution
prevention plan, eliminate non-storm water discharges, conduct routine site '
inspections, train employees in permit compliance, and complete an annual Z
certification of compliance.
b. State General Permit for Storm Water Discharges Associated with Industrial Activities, O
April, 1997 (available at the District Office.) A State General Industrial Permit is
required for specific types of industries described in the NPDES regulations or by
Standard Industrial Classification (SIC) code. The following categories of industries
are generally required to secure an industrial permit: manufacturing; trucking;
recycling; and waste and hazardous waste management. Specific exemptions exist for
manufacturing activities which occur entirely indoors. Permittees are required to:
submit a Notice of Intent to be covered and must pay a permit fee to the State Water
Resources Control Board, develop and implement a storm water pollution prevention
plan, eliminate non-storm water discharges, conduct routine site inspections, train
employees in permit compliance, sample storm water runoff and test it for pollutant
indicators, and annually submit a report to the State Board.

C. The proposed development is encouraged to select and implement storm water quality
controls recommended in the Fresno-Clovis Storm Water Quality Management
Construction and Post-Construction Guidelines (available at the District Office)to
meet the requirements of the State General Permits, eliminate the potential for non-
storm water to enter the municipal storm drain system, and where possible minimize
contact with materials which may contaminate storm water runoff.
8. A requirement of the District may be appealed by filing a written notice of appeal with the
Secretary of the District within ten days of the date of this Notice of Requirements.
9. The District reserves the right to modify, reduce or add to these requirements, or revise fees, as
necessary to accommodate changes made in the proposed development by the developer or
requirements made by other agencies.

The Department of Public Works offers the following comments regarding TPM 2009-02, 2845
North Cornelia Avenue (APN: 312-814-12 & 13) located on the west side of N. Cornelia Ave.
between W. Shields and W. Clinton Avenues on designs prepared by Yamabe & Horn
Engineering, Inc., dated February 12, 2009:
1. The Public Works Department requires one street tree be planted for every 60 feet of
street frontage or one tree per home. There are approximately 185 lineal feet on N.
Cornelia Ave. resulting in the requirement of three (3) street trees. .
2. The Parcel Map indicates a fifteen foot landscape easement for buffer landscaping on
N. Cornelia Ave. This landscape plan and irrigation design is required to match the
conditions for the adjacent Tract 5406.
Street trees are required on all internal streets and planted within a designated PPUE at
the rate of one tree per 60' or one tree per household, whichever is greater.
3. The street tree species are designated for the following rights-of-way:

BUFFER LANDSCAPING&MAINTENANCE REQUIREMENTS
1. The subdivider shall provide long term maintenance for all proposed landscaped areas by
either petitioning for annexation in the Community Facilities District or by forming a Home
Owner's Association.
2. Maintenance Set-pice Through Annexation into the Ow imunity Facilities District.
Landscape and Irrigation plans are required and shall be submitted to the Department of
Public Works for review and approval prior to a Council approval of the final map. Plans
shall be numbered to conform to and be included in the Department of Public Works street
construction plan set for the final map. Fees are applicable when the subdivider elects to
have landscaping maintained by annexing into the City's Community Facilities District.
A. Landscaping shall comply with Landscape Buffer Development Standards approved by
the City Council on October 2, 1990. Landscape and irrigation plans shall comply with
Sections 12-306-23 & 24 and 14-121 of the Fresno Municipal Code regarding Water
Efficient Landscaping and Buffer landscaping.
B. Should the proposed landscape buffers and/or parkway strips be located next to an
existing buffer and/or parkway strip, the planting concept shall simulate the adjacent
landscape design to present a more uniform appearance on the street. Variances in the
landscape concept will be acceptable, but the design of the new landscape buffer and/or
parkway strip shall strive to mimic the existing as much as possible.
C. Landscape plans shall indicate grades on a cross-section detail to include fencing or
wall details. All fencing shall be placed outside the landscape easement. Maximum slopes
shall not exceed 4:1 with 1 foot of level ground between the slope and the back of the side
walk and/or face of fence. Erosion control measures shall be implemented on all slopes of
4:1, including the use of synthetic erosion control netting in combination with ground cover
species approved by the Department of Public Works/Engineering Services Division.
D. The water meter(s) serving the buffer landscaping shall be sized for the anticipated
service flows.
E. No private flags, signs or identification of any kind shall be permitted in the right-of-
way, within the City- controlled easement or on the fence or wall facing the street.
F. Landscaping in the right-of-way and landscape setback adjacent to water well sites shall
be the responsibility of the City of Fresno Water Division and may not be included in
the CFD.
MEDIAN ISLAND LANDSCAPE REQUIREMENTS
1. When median islands front onto the proposed development project, applicants shall
submit Plans to the Public Works/Enp_ineeriny, Services showinlz the location and
configuration of all median islands fronting the proposed project.
2. The Public Works Department will review and evaluate existing median island(s) for a
determination of all required improvements prior to approval of Final Map.
3. Landscape and irrigation is required on all new construction of median islands and shall be
applied in accordance with the City of Fresno, Public Works Department Standards &
Specifications and FMC sections 12-306-24 and 12-306-23. The Public Works Department
requires all proposed median islands to be constructed with 2 foot wide colored concrete
strips, flush alongti rb edge, in a 12 inch by 12 inch brick relate pattern.
3. Trees shall not be planted in sections which are less than eight (8) feet wide unless
approved by the Public Works Department. Sections less than eight (8) feet shall be
capped with concrete as an integral part of the off site improvements, whether the
median is landscaped or not.
OUTLOTS
1. The Department of Public Works will not be responsible for the maintenance of any
outlots if they are not included into the Community Facilities District (CFD). If the
outlots are to be included into the CFD, the Department of Public Works will require
approving landscape and irrigation plans to be submitted with landscape buffer plans
prior to inclusion into the CFD. Based on the Vesting Tentative Subdivision Map there
is possible open green spaces that should be labeled Outlot B on the landscape plans.
The Public Works Department requires landscape and irrigation plans to the scale of
1"=20' for all street trees and landscaping within the rights-of-way to be submitted.
