(APN: 312-512-32) The City of Fresno Planning Division has completed its review of the subject parcel map dated February 21,2008. Pursuant to Section 12-1205 of the Fresno Municipal Code,this letter is written to advise you that the Conditions of Approval dated May 02, 2008, are as noted on the attached document. Appeal: The divider or any aggrieved person may file an appeal regarding to conditions of approval within fifteen (15) days from the date of approval. To protest the Director's decision regarding the conditions of approval, you must appeal by filing a written appeal with the Director of the Planning & Development Department. Appeal must include the appellant's interest in/or relationship to the subject property,the decision or action appealed,and specific reasons why the appellant believes the decision or action appealed should not be upheld. Appeals must be submitted to the Director of the Planning and Development Department prior to 5 p.m. on May 19, 2008. EXPIRATION: The approval or conditional approval of this tentative Parcel Map expires two years from the date of approval. The expiration shall terminate all proceedings and a final Parcel Map may not be filed without first processing a new Tentative Parcel Map. Modification of a Tentative Parcel Map after approval or conditional approval does not extend the two year time limit. EXTENSION: The divider may request an extension of the tentative map expiration date by filing a written application together with the fee set forth in the Master Fee Schedule at the time of the request with the Director of the Planning & Development Department at least thirty days before the expiration date of the map. The applicant must state the reasons for requesting the extension. New conditions may be imposed if an extension is granted. An extension may not exceed an aggregate of five years. The following specific conditions are applicable to this tentative map. In accordance with the provisions of Government Code §66020(d)(1), the imposition of fees, dedications, reservations or exactions for this project are subject to protest by the project applicant at the time of approval or conditional approval of the development or within 90 days after the date of the imposition of the fees, dedications, reservations or exactions imposed on the development project. Upon conditional approval of Vesting Tentative Parcel Map No.2007-15, dated February 21,2008, the subdivider may prepare a Final Parcel Map in accordance with the approved tentative map. Note that a final parcel map may not be filed until the appeal period has expired. Should an appeal be filed pursuant to Section 12-1207 of the FMC, the application will be scheduled to be heard before the City of Fresno Planning Commission. The appellant may withdraw their appeal pursuant to Section 12-1207.2 of the FMC. Concurrent with the filing of a final map and when the provisions of Section §66436 of the SMA apply, the subdivider is responsible to send, by certified mail, a sketch of the proposed final map, together with a copy of Section §66436(a)(3)(A) of the SMA,to any public entity or public utility which has previously acquired a right-of-way easement. LEGAL STATUS OF SITE TO BE SUBDIVIDED 1. The parcel map site is situated in the City of Fresno, County of Fresno, State of California, and was legally created as the Northeast Quarter of the Southwest Quarter of Section 26, Township 13 South, Range 19 East, Mount Diablo Base and Meridian, according to the United States Government Township Plats; Excepting Therefrom the South 20 acres, Also Excepting any portion of the herein described land lying within the boundary of Tract 4092. PLAN CONSISTENCY 2. The subject site is located within the jurisdiction of the 2025 Fresno General Plan and West Area Community Plan. Both plans designate the parcel map for development with Neighborhood Commercial planned land uses (General Plan Amendment Application No. A-07-009). Pursuant to Table 2 (Planned Land Use and Zone District Consistency Matrix)of the 2025 Fresno General Plan and applied within all community plans the existing C-1/UGM Conditions of Approval Tentative Parcel Map No. 2007-15 May 02, 2008 Page 2 (Neighborhood Shopping Center/Urban Growth Managemeno zone district (Rezone Application No. R-07-028) is consistent with the Neighborhood Commercial planned land use designation for the subject property. ZONING 3. Comply with the provisions of the State of California Government Code Sections §66410 - §66499.58 of the SMA and the City FMC Chapter 12, Article 10 (Subdivision of Real Property). 4. Proposed Parcels "A" and "B," inclusive, of Vesting Tentative Parcel Map No. 2007-15 are consistent with the existing C-1/UGM (Neighborhood Shopping Center/Urban Growth Managemeno zone district. a) Execute a"cross-access" (Mutual Easement and Reciprocal Use) agreement between and across proposed Parcels"A"and "B" of Vesting Tentative Parcel Map No. 2007-15 for pedestrian purposes prior to recordal:ion of the Parcel Map. • NOTE: For further information regarding thi requirement Contact the Planning and Development Department at (559) 621-8277. 5. Any existing and/or proposed structure(s) on the site may be affected due to the location of the proposed parcel lines. The placement of a parcel line in close proximity to any existing and/or proposed structure(s) requires that the structure(s) be found in compliance with the fire resistive standards of the Uniformed Building Code, Chapter 5. a) Compliance with the prevailing Uniform Building Code as it relates to exterior wall protection, allowable area, etc. (as applicable to new parcel line locations) must be demonstrated prior to Parcel Map (final) submittal. Contact the Planning and Development Department, Building and Safety Services Division at (559) 621-8200. • NOTE: In the event the structures do not comply they must be modified so as to meet the requirement. GENERAL CONDITIONS 6. All off-site and public improvements shall be constructed in accordance with the Public Works Department Standards, Specifications and Policies. Engineered construction plans and estimates for all or part of the required work shall be required prior to the issuance of Street Work Permits unless otherwise determined by the City Engineer. The cost for such plan preparation, review and construction inspection shall be at the subdivider's expense. 7. Any existing utilities, including but not limited to, street lights, traffic signals, fire hydrants, poles (power, telephone, cable, etc.), which must be relocated or removed in conjunction with the construction of these off-site improvement requirements, shall be the responsibility and at the expense of the subdivider. All existing overhead utilities, including but not limited to, electrical systems,communication systems and street lighting systems shall be placed underground in accordance with the provisions of Section 12-1011 and Resolution No. 78-522/88-229, and the policies of the Public Works Department. 9. When street/safety lighting installations are required,street lighting plans shall be submitted for review and approval by the Traffic Engineer prior to the issuance of permits for the work. Services to street lighting installations shall be separated from the electrical service(s) serving the development. The type, location and service for street lighting installations shall be as determined by the Traffic Engineer. Street lighting installations shall be dedicated to the City upon completion and acceptance of the installations. 10. Sidewalks (including wheelchair ramp landings) and driveway approaches,for undeveloped parcels of this parcel map,shall be required and constructed at the time of site development. a) Curb ramps are required at all corners within the limits of this parcel map. 11. Whenever covenants or agreements are required, they shall be prepared by the city upon receipt of the fee in accordance with the adopted Master Fee Schedule. All covenants and agreements must be approved by the City Attorney's Office and shall be recorded with the final parcel map. 12. Telephone, cable, and other public utilities which propose above-ground facilities (such as cabinets) determined by the Planning and Development Director to be oversized shall be located in an additional easement area outside of the required landscape strip. 13. All work and engineered plans for public improvements shall conform to the 2002 Edition of the City of Fresno Standard Specifications and Drawings(City Council Resolution No.70-36 and Resolution Nos. 84-361) and any amendments thereto, hereinafter referred to as the Public Works Standards. 14. The subdivider shall dedicate and construct public easements to facilitate the construction of curbs, gutters, sidewalks with street tree wells and irrigation systems (when applicable), permanent pavement, street/safety lighting, bus bays, right turn lanes, bike lanes, bike paths, multi-purpose trail,wheelchair ramps and public utilities in accordance with City plans, ordinances, resolutions and policies, and the Standard Specifications of the Public Works Department within the limits of the parcel map. 15. Existing improvements that are not to the planned alignment shall be removed and required improvements installed to the new street alignment and grade. Existing improvements to remain in place shall be repaired if determined to be damaged and/or off grade by the City Engineer. Existing driveway approaches not identified for current or future utilization shall be removed and sidewalk(when applicable), curb and gutter shall be installed to match existing or proposed street line and grade as determined by the City Engineer. 16. A minimum four foot wide clear path of travel is required along the public sidewalk on all frontages of the property as required by Title 24 of the California Administration Code as Conditions of Approval Tentative Parcel Map No. 2007-15 May 02, 2008 Page 4 determined by the City Engineer. An on-site pedestrian easement and construction of a path may be required if Title 24 provisions cannot be met within the public rights-of-way. All such public easements shall be identified and dedicated with the processing and recordation of the Final Parcel Map and/or at the time of Special Permit review for the proposed development of the parcel(s). 17. All required signing and striping shall be installed and paid for by the developer/owner. The signing and striping plans shall comply with the current Caltrans standards and shall be submitted to the Public Works Department for review and approval as a part of the street improvement plans for this tentative map. 18. Additional off-site improvements will be required at the time of future site plan review. 19. The subdivider may either construct or install the required improvements,when required; or, enter into a bonded secured agreement with the City of Fresno providing for the construction of the required improvements and sufficient security prior to the approval of the final parcel map. This map is incomplete. Provide the following information to the satisfaction of the Public Works Department, Engineering Division prior to recordation of the Parcel Map: a) Identify existing and proposed property lines. b) Identify center lines for adjacent streets. c) Identify all existing and proposed dedications. Provide a dimension from the section and center lines to the existing and proposed property lines. d) Identify existing driveway approaches(provide width),ADA ramps(provide radius), street Conditions of Approval Tentative Parcel Map No. 2007-15 May 02, 2008 Page 5 lights (specify wood or metal pole), traffic signals. e) Identify utility poles, boxes, guy wires, signs, fire hydrants, bus stop benches, trash receptacles, tree wells, etc. f) Identify adjacent canals and provide a cross-section complete with dimensions on the site plan. g) If required, depict 80-foot bus bay, curb and gutter at the southwest corner of the intersection of North Blythe and West Clinton Avenues to Public Works Standard P-73 (complete with a 10-foot monolithic sidewalk). 22. Comply with all of the conditions of the Public Works Department, Engineering Division memorandum dated March 18, 2008. MAJOR STREETS: West Clinton Avenue (Collector): 23. If not existing, dedicate 47 to 55 feet of property, measured from center line,for public street purposes within the limits of this map ; or, provide recorded documentation of deed for public street purposes. 24. Construct concrete curb and gutter, built to a 10-foot pattern, in accordance with Public Works Standard P-5. 25. Construct 20 feet of permanent asphalt concrete paving, from face of curb, in accordance with Public Works Standard P-50. 26. Construct an underground street lighting system (two lights) in accordance with Public Works Standard E-1 within the limits of this map. Spacing and design shall conform to Public Works Standard E-8 for Collector Streets. North Blythe Avenue (Arterial): 27. If not existing, dedicate 55 to 57 feet of property, measured from section line, for public street purposes within the limits of this map. 28. Dedicate a corner cut for public street purposes at the intersection of North Blythe and West Clinton Avenues for a standard curb ramp; or, show that the existing dedication is sufficient and is per current City7 of Fresno Public Works Standards. 29. Construct concrete, curb and gutter, built to a 10-foot pattern, in accordance with Public Works Standard P-5. 30. Construct an 80-foot bus bay curb and gutter at the southwest corner of the intersection of North Blythe and West Clinton Avenues to Public Works Standard P-73, (complete with a Conditions of Approval Tentative Parcel Map No. 2007-15 May 02, 2008 Page 6 10-foot monolithic sidewalk); or, provide verification of mid-block location from John Downs of F.A.X. at 621-1502. 31. Construct 20 feet of permanent asphalt paving, from face of curb, in accordance with Public Works Standard P-50. 32. Construct an underground street lighting system (four lights) in accordance with Public Works Standard E-1 within the limits of this map. Spacing and design shall conform to Public Works Standard E-7 for Arterial Streets. 33. Existing pipe to be relocated out of City right-of-way. See Irrigation/Cana.) Requirements note below. IRRIGATION/CANAL REQUIREMENTS: 34. The developer shall enter into an agreement with the Fresno Irrigation District providing for piping the canal(s)and submit an executed copy of the agreement or commitment letter from FID to the Planning and Development Department. All piping shall be located outside of the proposed street right-of-way. Any piping across city streets shall be rubber gasketed reinforced concrete pipe (RGRCP) constructed perpendicular to the street. Submit engineered plans to Public Works Department, Engineering Division for review and approval. (Identify the proposed easement or cross section on the map.) TRAFFIC IMPACT STUDY/SPECIFIC MITIGATION REQUIREMENTS: 35. All projects that are projected to generate 100 or more peak hour trips (AM or PM) shall prepare a Traffic Impact Study, as identified in the 2025 Fresno General Plan, Traffic Mitigation Measure B-4, b. • NOTE: The proposed map will generate a total of 54 a.m./196 p.m. peak hour trips and generate a count of 2,245Average Daily Trips (A.D.T.) a) A Traffic Impact Study has been submitted for General Plan Amendment Application No. A-07-09, Rezone Application No. R-07-28, and Conditional Use Permit Application No. C-06-65. These applications pertain to a proposed commercial development (approximately 15,008 square feet of retail area)on Parcel "A"; and, a proposed mixed- use development (including 30 townhouse residential units and approximately 8,260 square feet of office space). The mitigation measure requirements within the attached memorandum from the Traffic Engineering Manager dated December 18, 2007 will be required prior to recordation of the Parcel Map. SANITARY SEWER SERVICE Sanitary Sewer Requirements: The nearest sanitary sewer mains to serve the proposed project are a 15-inch sanitary sewer main located in West Clinton Avenue and an 8-inch sanitary sewer main located in North Blythe Avenue. Conditions of Approval Tentative Parcel Map No. 2007-15 May 02, 2008 Page 7 Sanitary sewer facilities will be available to provide service to the site subject to the following requirements: 36. On-site sanitary sewer facilities shall be private. 37. Separate sewer house branches are required for each new lot created. 38. Comply with all of the requirements of the Department of Public Utilities, Planning and Engineering memorandum dated March 04, 2008. Sanitary Sewer Fees: 39. The following Sewer Connection Charges are due and shall be paid for the Project: a) Sewer Lateral Charge b) Oversize Sewer Charge Area#23 c) Trunk Sewer Charge: Cornelia d) Sewer Facilities Charge (Non-Residential) WATER SERVICE The following conditions are required to provide water service to the development: 40. Separate water services with meters shall be provided to each parcel. 41. Seal and abandon existing on-site well(s) in compliance with the State of California Well Standards, Bulletin 74-90 or current revisions issued by California Department of Water Resources and City of Fresno standards. 42. Comply with all of the requirements of the Department of Public Utilities, Water Division memorandum dated February 29, 2008. FIRE SERVICE 43. This project is greater than two miles and less than three miles to Fresno City Fire Station No. 16. a) All buildings regardless of size will be required to be fire sprinklered. • NOTE: Other site access and hydrant issues will be addressed on Site Plan or Conditional Use Permit (CUP) review. FRESNO METROPOLITAN FLOOD CONTROL DISTRICT (FMFCD) 44. The subdivider shall be required to comply with all of the specific requirements imposed by the FMFCD for the subdivision or any amendments or modifications to those requirements, which may be granted by the FMFCD Board of Directors, pursuant to Section 13-1307 of the Conditions of Approval Tentative Parcel Map No. 2007-15 May 02, 2008 Page 8 FMC. These requirements are identified in the attached District's letter to the Planning and Development Department dated March 11, 2008. • NOTE: Permanent drainage service is available to the northwesterly portion of Vesting Tentative Parcel Map No. 2007-15. The remaining portion of Vesting Tentative Parcel Map No. 2007-15 does not have permanent drainage service. FMFCD recommends that the existing temporary ponding basin located on the subject property remain until permanent drainage service is available. 45. Any temporary basin constructed for or used by this subdivision requires approval of FMFCD and the City of Fresno, and may only be implemented through a covenant between the City and the Developer prior to parcel map approval. Temporary basins shall be fenced within seven days of the time a basin becomes operational, and fencing shall conform to City of Fresno Public Works Standard No. P-45. The Fresno Mosquito and Abatement District shall be provided access rights and a means of entry for inspection and mosquito abatement activities for all on-site basins (refer to attached map of mosquito abatement districts in the Fresno-Clovis Metropolitan Area). Attached hereto,and incorporated by reference, is a copy of the updated Public Works Standard No. P-62 for temporary on-site ponding basins, and a copy of the City of Fresno's Guidelines for Ponding Basin / Pond Construction and Management, dated October 29,2004. Maintenance of temporary ponding basins shall be by the Subdivider until permanent service for the entire subdivision is provided. 46. If it may be demonstrated that permanent drainage service is available to the entire subdivision, then the existing temporary ponding basin on the subject property shall be duly abandoned and any covenant for such basin shall be released prior to recordation of the Parcel Map. FRESNO IRRIATION DISTRICT (FID) 47. Comply with all of the requirements of the attached FID memorandum dated February 26, 2008. DEPARTMENT OF PUBLIC WORKS-SPECIAL DISTRICTS/PROJECTS AND RIGHTS-OF-WAY 48. Comply with all of the requirements of the attached memorandum from the Department of Public Works, Parks Supervisor dated April 24, 2008. CENTRAL UNIFIED SCHOOL DISTRICT 49. Any future development on the two newly created parcels will require school development fees to be paid, prior to issuance of building permits, at the rate in effect at the time of development. Owner can contact the Central Unified School District to obtain the fee rate on either commercial or residential construction. TENTATIVE PARCEL MAP NO. 2007-15 GOVERNMENT CODE§66020(d)(1) A protest filed pursuant to subdivision (a)shall be filed at the time of approval or conditional approval of the development or within 90 days after the date of the imposition of the fees, dedications, reservations, or other exactions to be imposed on a development project. Each local agency shall provide to the project applicant a notice in writing at the time of the approval of the project or at the time of the imposition of the fees, dedications, reservations, or other exactions, a statement of the amount of the fees or a description of the dedications, reservations, or other exactions, and notification that the 90-day approval period in which the applicant may protest has begun. Improvements and payments shall not be required on or in front of any undeveloped portion of a net acreage of ten acres or more which exists after the division of land. A Development Agreement shall be executed with the District to effect such credit. Reimbursement provisions, in accordance with the Drainage Fee Ordinance, will be included to the extent that developer's Master Plan costs for an individual drainage area exceed the fee of said area. In an effort to improve storm water runoff quality, outdoor storage areas shall be constructed and maintained such that material which generates contaminants will not be conveyed by runoff into the storm drain system. Fresno has enough year-round urban runoff from sprinklers, car washing, and pool drainage to keep water in drainage basins even in the summer--when mosquitoes breed the fastest. The design and management of ponding basins and ponds is of critical importance for mosquito control. Following are some new guidelines for these facilities: *1. Ponding basins and ponds with fluctuating water levels should have a "low flow" area, a deeper area or sump where drainage will accumulate, instead of a uniform flat bottom. This allows for water to accumulate to a greater depth, and helps "mosquito fish" survive. The low flow area should be located at the pond inlet and should be at least four feet deeper than the rest of the basin floor. The rest of the basin should be graded so that drainage is directed into this low flow area. *2. Side slopes of ponds and ponding basins should be as steep as is compatible with safety and grading considerations. They should have a slope ratio of 1:2 (vertical:horizontal). 3. Decorative ponds and artificial wetlands should be constructed so that water depths are maintained in excess of four feet, to preclude invasive emergent vegetation such as cattails. *4. Ponds and ponding basins should be constructed to provide for free, unobstructed access around their entire perimeter by vehicle and/or by foot, to allow for maintenance and mosquito abatement activities. *5. All ponding basins should be enclosed in chain-link fencing at least six feet tall (to City of Fresno Public Works Standards), with double gates to provide an unobstructed total opening at least ten feet wide (no center post between the gates). Gates should be secured with a standard padlock to allow for access by maintenance workers and mosquito and vector control personnel: a No. 5 Masterl-ockTM with key numbers 1C95, 3203 or 0855. 6. Ponds and ponding basins should be constructed to allow easy de-watering when needed. 7. Ponding basin and pond edges should be maintained free of excess vegetation and trash that would harbor insects and support mosquito breeding when it falls or blows into the water. 8. Ponding basins and ponds should be managed to control algae and emergent vegetation (plants that emerge from shallow water), to remove harborage for mosquito breeding and to allow "mosquito fish" and other mosquito predators better access to their prey. 9. Ponding basins and ponds should maintain water quality that supports the survival of "mosquito fish" (Gambusia affinis, available from local mosquito and vector control agencies). Use caution when selecting herbicides and pesticides for use in or near ponding basins and ponds, because many pesticides are toxic to fish. * The asterisked .guidelines modify the current City of Fresno Public Works Standard No. P-62 for Temporary Ponding Basins. 10/29/04 National Center for Environmental Health Division of Emergency and Environmental Health Services "Stormwater Management and Vector Breeding Habitats" The Public Health Problem Stormwater management regulations and practices developed by environmental management agencies address the environmental problem of sediments and other pollutants entering surface waters but do not address public health issues, such as preventing habitat production for disease-carrying mosquitoes and other vectors. Certain stormwater management structures designed to reduce sediment and other pollutant loads in runoff(e.g., dry detention basins, retention ponds, media filtration devices, below-ground devices) frequently hold standing water for more than 3 days, creating potential mosquito breeding habitats. This in turn leads to the potential for mosquito-borne diseases such as West Nile virus and St. Louis encephalitis. Even those stormwater facilities that are properly designed and constructed to minimize mosquito breeding habitat may collect standing water if they are not maintainedproperly, thus creating the potential for mosquito breeding. Methods to Address this Public Health Issue A more integrated, systems-based approach is needed when developing and implementing solutions to environmental problems such as stormwater-runoff management. Local vector-control agencies (where they exist) or environmental health programs should be consulted during preconstruction design review to ensure that vector breeding habitat is minimized. These agencies and programs should also be consulted when developing maintenance schedules for stormwater management structures. Taking the following actions can help to ensure that mosquito-management programs incorporate a systems-based approach: • Properly design and construct stormwater control structures (especially regarding slopes,pipe inverts, and volumes) to minimize the inadvertent creation of standing water. Water should be held less than 72 hours whenever possible (shorter than minimum mosquito-breeding time). • Minimize mosquito breeding for longer term or permanent stormwater storage (> 4-days) by introducing mosquito fish, by larvaciding, and by developing vegetation management plans. Ruth Davis, TPG Consulting, on behalf of the City has reviewed, and Bryan Jones, Traffic Engineering Manager, has concurred with the following review comments regarding the Traffic Impact Study (TIS) for the proposed General Plan Amendment (GPA) which proposes 15,008 square feet (SF) of retail on approximately 1.68 acres located on the southwest corner of Clinton and Blythe Avenues. In addition to the GPA required for the retail uses, the proposed project also includes 30 townhouse residential units and 8,260 SF of office space on approximately 3.12 acres located south of the proposed retail uses. Conditions 1. The density of the project is limited to the number of apartments and amount of office/retail square footage identified in this study. 2. This project shall pay its Traffic Signal Mitigation Impact (TSMI) Fee which is currently $45.98 per ADT at the time of building permit based on the trip generation rate(s) as set forth in the latest edition of the ITE Generation Manual. Based on ITE Code 220 for Apartments (utilized by City of Fresno Traffic Engineering) the average daily traffic (ADT) will be 938 trips which equates to $43,129.24 using the current fee. The TSMI fee is subject to increases and will be paid at time of building permit in accordance with the approved rate at the time of building permit. However, if these townhouses do not function similar to an apartment with shared parking and limited access to garages and operate more like a single family house with garage then this project will be charged for a single family house per the TSMI. This information will be more detailed in the site plan review process. 3. This project shall pay its Fresno Major Street Impact (FMSI) Fee at time of building permit based on land use and acreage. 4. The proposed project shall install safety lighting at its ultimate location on the southwest corner of Clinton Avenue/Blythe Avenue. 5. The proposed project shall construct the following lanes along the Clinton Avenue frontage at the Blythe Avenue intersection: • Eastbound left-turn lane • Eastbound through lane • Eastbound right-turn lane 6. The proposed project shall signalize the following intersection: Clinton at Blythe All approaches shall have dedicated left-turn lanes and mast arms to accommodate protected left- turns. The signals are included in the TSMI fee program and are credited/reimbursable against the fee and should be constructed to the City of Fresno P69 standard. This intersection is number 20 on the 2007 New Traffic Signal Installations Priority Ranking Worksheet and shall be installed prior to occupancy. 7. The proposed project shall make necessary improvements and right-of-way dedications along project frontage as per City of Fresno requirements. 8. This the Traffic Impact Study assumed that the intersection of Clinton and Valentine was signalized for opening day of this project, the proposed project shall signalize this intersection if not already done so by another developer prior to occupancy of this proposed project. This intersection is #56 on the 2007 New Traffic Signal Installations Priority Ranking Worksheet and meets warrants for installation based on studies performed by City of Fresno Traffic Engineering staff. 9. The proposed project shall construct all project access consistent with City of Fresno standards. 10. The project shall pay State of California Department of Transportation fees as determined by Caltrans. The fees will be collected and are payable to the City of Fresno. 11. The proposed project shall provide pedestrian access to the bus stop at Clinton Avenue/Blythe Avenue and provide pedestrian access from residential portion of proposed project to EI Capitan Elementary School located south of this project on Blythe Avenue. 12.
