204.023 DISPATCH UTILIZATION OF SHOTSPOTTER

PURPOSE
The Fresno Police Department (PD) has shared use of Shotspotter technology with
Fresno County EMS Dispatch (EMS and/or Dispatch) to enhance safety for EMS
and Fresno Fire Department (FFD or Department) responders. The following
information reflects Dispatch procedures to ensure personnel are familiar with
instructions and information shared by dispatchers.
APPLICATION
ShotSpotter technology is used to enhance situational awareness of FFD units
responding within a 1/2 mile of located shots fired.
OPERATIONAL POLICY
When the Shotspotter locates a shot fired within a 1/2 mile of a unit, or the location
to which units are responding, the dispatcher shall notify the appropriate units of the
cross streets of shot(s) fired. Upon notification, company officers shall determine the
best course of action to ensure safety of assigned personnel.
When the Shotspotter locates a shot fired within a 1/4 mile of a unit, or the location
to which units are responding, the dispatcher shall notify the appropriate units of the
cross streets of shot(s) fired and advise them to either shelter-in-place or
immediately leave the area. Company officers shall determine the best course of
action to ensure safety of assigned personnel.
Company officers electing to shelter-in-place shall immediately notify Dispatch of
their course of action.

OPERATIONAL GUIDELINE
When units are notified of a shot within a 1/2 mile of their current location,
officers should consider increasing the distance between themselves and the
reported area of shots fired. Cross streets are to be provided, allowing the officer to
make an educated decision about the safest location to stage apparatus.
When units are notified of a shot within a 1/4 mile of their current location, or
location to which they are responding, officers should consider the risk between
sheltering-in-place and departing the area.
PROCESS
1. When a ShotSpotter notification is received by Dispatch, the dispatcher is to
use the following procedure:
a. If no EMS and/or FFD unit(s) are within 1/2 mile of the detected
gunfire no action is required.
b. If EMS and/or FFD units are within a 1/2 mile of the detected gunfire,
dispatchers are to advise the unit(s) of ShotSpotter detection near
(give cross streets).
c. If units are responding to a location within the 1/2 mile perimeter and
elect to stage, an advisory will be made to PD.
i. EMS and/or FFD units are responding to (give location and
problem nature) and are staging until the area is determined
secure.
ii. PD is to advise Dispatch once it is determined the area is
secure.
d. If EMS and/or FFD units are within a 1/4 mile of the detected gunfire,
the dispatcher is to advise unit(s) to shelter-in-place or to the leave the
area.
e. When EMS and/or FFD units are sheltering-in-place, using the “Red
Phone”, make immediate contact and advisory is to be made to PD:
i. Due to a ShotSpotter alert at (provide ShotSpotter location)
EMS and/or FFD units are to “shelter-in-place”.
ii. When units are sheltering-in-place, PD is to dispatch resources
to provide security.

iii. PD is to advise Dispatch after it has been determined the area
is secure.
f. Upon receipt of a “secured scene” notification, responding personnel
may enter the scene.
