What is to become of the fully improved stub street (E Fremont Ave) that apparently was envisioned to be
extended through this property from T-2836?
The city should consider requiring the subdivider to provide a city-standard turn around on the parcel map
site or to entend E Frement Ave easterly(both are probably not good ideas) ... or, to require the subdivider
to process the vacation of the stub street in lieu of the turn around or extension.
The intent would be to either utilize the existing street segment or eliminate the city's liability.

DATE _S o$ DRAINAGE AREA - I
TOTAL FEE $7,431.00
The proposed development will generate storm runoff which produces potentially significant
environmental impacts and which must be properly discharged and mitigated pursuant to the
California Environmental Quality Act and the National Environmental Policy Act. The O
District in cooperation with the City and County has developed and adopted the Storm
Drainage and Flood Control Master Plan. Compliance with and implementation of this
Master Plan by this development project will satisfy the drainage related CEQA/NEPA impact
of the project mitigation requirements.
The proposed development shall pay drainage fees pursuant to the Drainage Fie Ordinance
prior to approval of the final map at the rates In effect at the time of such approval. The fee O
indicated above is based on the tentative map. Contact the FMFCD project engineer prior to
approval of the final map for the fee. O
Considerations which may affect the fee obligation(s) or the timing or form of fee payment:
a) Fees related to undeveloped or phased portions of the project may be deferrable. O
b) Fees may be calculated based on the actual percentage of runoff if different than that O
typical for the zone district under which the development is being undertaken and if
permanent provisions are made to assure that the site remains in that configuration.
c) Master Plan storm drainage facilities may be constructed, or require to be
constructed in lieu of paying fees.
d) The actual cost incurred in constructing MasterPlan drainage system facilities is
credited against the drainage fee obligation.

6. The Federal Clean Water Act and the State General Permits for Storm Water Discharges
Associated with Construction and Industrial Activities (State General Permits)I require developers
of construction projects disturbing one or more acres, and discharges associateI with industrial Ma
activity not otherwise exempt from National Pollutant Discharge Elimination System (NPDES)
permitting,to implement controls to reduce pollutants, prohibit the discharge of waters other than
storm water to the municipal storm drain system, and meet water quality standlards. These
requirements apply both to pollutants generated during construction, and to those which may be
generated by operations at the development after construction.
a.
State General Permit for Storm Water Discharges Associated with Construction
Activities, approved August 1999, (modified December 2002.) A State General
Construction Permit is required for all clearing, grading, and disturbances to the ground
that result in soil disturbance of at least one acre (or less than one acre if part of a larger
common plan of development or sale). Permittees are required to: submit a Notice of
Intent to be covered and must pay a permit fee to the State Water Resources Control z
Board (State Board), develop and implement a storm water pollution prevention plan,
eliminate non-storm water discharges, conduct routine site inspections, train employees O
in permit compliance, and complete an annual certification of compliance.

b. State General Permit for Storm Water Discharges Associated with Industrial Activities, O
April, 1997 (available at the District Office.) A State General Industrial.Permit is
required for specific types of industries described in the NPDES regulations or by
Standard Industrial Classification(SIC) code. The following categories of industries
are generally required to secure an industrial permit: manufacturing; trucking;
recycling; and waste and hazardous waste management. Specific exemptions exist for o
manufacturing activities which occur entirely indoors. Permittees are required to:
submit a Notice of Intent to be covered and must pay a permit fee to the State Water
Resources Control Board, develop and implement a storm water pollution prevention
plan, eliminate non-storm water discharges, conduct routine site inspections, train
employees in permit compliance, sample storm water runoff and test it for pollutant
indicators, and annually submit a report to the State Board.

OTHER REQUIREMENTS
EXHIBIT NO.2
Our records indicate that there is not continuous existing curb and gutter to convey runoff to the
Master Plan inlet located at Willow Avenue. The Developer shall be required to provide
documentation and/or improvements satisfactory to the City of Fresno to allow for conveyance of
storm water to the inlet location.
Parcels D and F are required to grant a drainage covenant for Parcel E to allow surface runoff to
reach existing Master Planned facilities located on Willow Avenue.
In an effort to improve storm water runoff quality, outdoor storage areas shall be constructed and
maintained such that material which generates contaminants will not be conveyed by runoff into the
storm drain system.
The District encourages, but does not require that roof drains from non-residential development be
constructed such that they are directed onto and through a landscaped grassy swale area to filter out
pollutants from roof runoff.

FLOOD PLAIN POLICY
Primary Flood Plains
Because of the relatively high velocities and volumes of flood flow associated with primary flood
plains, and because the primary flood plain is responsible for passing the greatest percentage of the
flood event, development located in such flood plains is subject to substantial risk, both to itself and
to others as a result of the potential for blockage and diversion of flood waters. In view of these
factors, the following policy.statement is proposed:
Policy 1) All proposed development activity shall be the subject of a detailed
hydrological flood hazard investigation to determine the relationship of the
proposed development to the secondary flood plain and the primary flood
plain;and, further,to identify the estimated high water elevation of the 100-
year flood event.
2) All development and/or permanent improvement activity which, if located
within the primary floodway, may unduly impede, retard, or change the
direction of flow of water either,by itself, or by the catching or collecting of
other debris or is placed where the flow of water would carry such
obstruction downstream to the damage or detriment of either life or property,
should not be permitted.
Secondary Flood Plains
Because development within secondary flood plains is subject to inundation, but without the threat of
increased velocities of flood waters, and because the excessive development of the secondary flood
plain can result in increased water surface elevations through displacement of flood waters, the
following policy statement is suggested:
Policy 1) Development in secondary flood plains is generally acceptable when a
detailed hydrological flood hazard investigation report had been prepared
indicating that the area proposed for development is located within a
secondary as opposed to a primary flood plain.
2) The development must be properly flood proofed below the estimated high
water elevation of the 100-year flood event.
3) The development is accomplished in such a way as to prohibit the
displacement of any and all flood waters from that portion of the flood plain
to be developed.

Dear Mr. Tackett,
We have reviewed Tentative Parcel Map No. 2005-04.
PG&E requests that a Public Utility Easement (PUE) be incorporated within all
access easement(s) as shown on said Parcel Map.
If PG&E has an existing gas line and/or pole line facility that serves the property and
the existing gas/pole line crosses proposed property lines (and is not covered by an
existing easement), it is the property owner's responsibility to provide PG&E with
adequate rights-of-way. PG&E is available to assist the property ownerin making the
determination if an easement will be necessary. The property owner or their agent
may contact the undersigned for assistance.
PG&E has determine that our records show no gas or electric transmission lines in
the area.
Existing gas or electric facility relocations necessitated by new street improvements
(which are required as conditions of a development's final acceptance by the City of
Fresno) will be at the expense of the developer.
Thank you for the opportunity to review the plans of this Tentative Parc I Map. If you
have any questions, please contact me at 263-5167.
Sincerely,
yle Patten

RE: VTPM No. 2005-04
Dear Mr. Tackett:
FID's comments and requests are as follows:
1. FID's Helm Colonial West Branch No. 116 pipeline traverses the subject property in an
exclusive easement recorded on September 21, 1993 as Document No. 93144460,
Official Records of Fresno County.
2. FID requires its easement be shown on the map with proper recording 'information, and
that FID be made a party to signing all plans which affect its easement and canal/pipeline
facility and also be made party to signing the final map.
3. FID requests the applicant be exempted from any condition that would require the
construction of public facilities or conveyance of deeds or easements within FID's canal
easement to any other party without FID's written consent.
Thank you for submitting this for our review. Please feel free to contact me with any questions
or concerns at 233-7161 extension 317 or bjohnsonna,fresnoirrigation.com.

66435. Certificates, statements and acknowledgments required on final map
i Prior to filing, those certificates, statements, and acknowledgments set forth in this
article shall appear on the final map and may be combined where appropriate.
[Amended, Chapter 1408, Statutes of 1988]
66435.1. Certificates, statements and acknowledgments made by separate instruments shall be
filed concurrently with final maps
Notwithstanding any other provision of this article, local agencies may require that those
certificates, statements, and acknowledgments required by Sections 66436 and 66443,
be made by separate instrument to be recorded concurrently with the final map being
filed for record.
[Amended, Chapter 1408,Statutes of 1988]
66435.2. Reference on final maps to separately recorded certificates, statements or
acknowledgments
Whenever a certificate, statement, or acknowledgment is made by separate instrument,
there shall appear on the final map a reference to the separately recorded document.
This reference shall be completed by the county recorder pursuant to Section 66468.1.
[Amended,Chapter 982, Statutes of 19871
66436. Record title interest signatures required;exceptions; notary seal not required
(a) A statement, signed and acknowledged by all parties having any record title interest
in the subdivided real property, consenting to the preparation and recordation of the
final map is required, except in the following circumstances:
(1) A lien for state, county, municipal, or local taxes or special assessments, a trust
interest under bond indentures, or mechanics' liens do not.constitute a record
title interest in land for the purpose of this chapter or any local ordinance.
(2) The signature of either the holder of beneficial interests under trust (deeds or the
trustee under the trust deeds, but not both, may be omitted. The signature of
either shall constitute a full and complete subordination of the lien of the deed
of trust to the map and any interest created by the map.
(3) Signatures of parties owning the following types of interests maybe omitted if
their names and the nature of their respective interests are stated on the final
map:
(A) (i) Rights-of-way, easements or other interests which cannot ripen into a
fee, except those owned by a public entity, public utility, or
subsidiary of a public utility for conveyance to the public utility for
rights-of-way. If, however, the legislative body or advisory agency
determines that division and development of the property in the
manner set forth on the approved or conditionally approved tentative
map will not unreasonably interfere with the free and complete
exercise of the public entity or public utility rightliof-way or
easement, the signature of the public entity or public utility may be
omitted. Where that determination is made, the subdivider shall send,
by certified mail, a sketch of the proposed final map, together with a
copy of this section, to any public entity or public utility which has
previously acquired a right-of-way or easement.
25
(ii) If the public entity or utility objects to either recording the final map
without its signature or the determination of the legislative body or
advisory agency that the division and development of the property
will not unreasonably interfere with the full and complete exercise of
its right-of-way or easement, it shall so notify the subdivider and the
legislative body or advisory agency within 30 days after receipt of
the materials from the subdivider.
(iii) if the public entity or utility objects to recording the final map
without its signature, the public entity or utility so objecting may
affix its signature to the final map within 30 days of filing its
objection with the legislative body or advisory agency.
(iv) If the public entity or utility either does not file an objection with the
legislative body or advisory agency or fails to affix its signature
within 30 days of filing its objection to recording the map without its
signature, the local agency may record the final map without the
signature.
(v) if the public entity or utility files an objection to the determination of
the legislative body or advisory agency that the division and
development of the property will not unreasonably interfere with the
exercise of its right-of-way or easement, the legislative body or
advisory agency shall set the matter for public hearing to be held not
less than 10 nor more than 30 days of receipt of the objection. At the
hearing, the public entity or public utility shall present evidence in
support of its position that the division and development of the
property will unreasonably interfere with the free and complete
exercise of the objector's right-of-way or easement.
(vi) if the legislative body or advisory agency finds, following the
hearing, that the development and division will in fact unreasonably
interfere with the free and complete exercise of the objector's right-
of-way or easement, it shall set forth those conditions whereby the
unreasonable interference will be eliminated and upon compliance
with those conditions by the subdivider, the final map may be
recorded with or without the signature of the objector. If the
legislative body or advisory agency finds that the development and
division will in fact not unreasonably interfere with the free and
complete exercise of the objector's right-of-way or easement, the
final map may be recorded without the signature of the objector,
notwithstanding the objections.
(vii) Failure of the public entity or public utility to file an objection
pursuant to this section shall in no way affect its rights under a right-
of-way or easement.
(viii) No fee shall be charged by a public entity, public utility, subsidiary
of a public utility, or objector for signing, omitting a signature, or
objecting pursuant to this section.
(B) Rights-of-way, easements, or reversions, which by reason of changed
