SUBJECT: NOTICE OF APPROVAL OF VESTING TENTATIVE PARCEL MAP NO. 2003-14
PROPOSING A TWENTY-EIGHT (28) LOT PARCEL MAP FOR PROPERTY
LOCATED ON THE SOUTH SIDE OF EAST MCKINLEY AVENUE BETWEEN
NORTH CHESTNUT AND NORTH MAPLE AVENUES.
The City of Fresno Planning Division has completed its review of the subject map. Pursuant to FMC
Section 12-1205(c), this letter is written to advise that the Conditions of Approval dated December 22,
2003, are as noted on the attached document.
If you have any questions regarding the conditions you must notify either Louis Rocha or Paul Bernal
at 621-8073 no later than December 30, 2003, to request a review of the conditions. Otherwise, the
stipulated conditions of approval are in effect as of that date. No further notice will be sent.
Appeal: The divider or any aggrieved person may file an appeal regarding to conditions of approval
within fifteen (15) days from the date of approval.
To protest the Director's decision regarding the conditions of approval, you must appeal by filing a
written appeal with the Director of the Development Department. Appeal must include the appellant's
interest in/or relationship to the subject property, the decision or action appealed, and specific
reasons why the appellant believes the decision or action appealed from should not be upheld
Appeals must be submitted to the Director of the Development Department prior to 5 p.m. on January
9, 2004.
EXPIRATION: The approval or conditional approval of this tentative Parcel Map expires two years
from the date of approval. The expiration shall terminate all proceedings and a final Parcel Map may
not be filed without first processing a new Tentative Parcel Map.
Modification of a Tentative Parcel Map after approval or conditional approval does not extend the two
year time limit.

EXTENSION: The divider may request an extension of the tentative map expiration date by filing a
written application together with the fee set forth in the Master Fee Schedule at the time of the
request with the Director of the Development Department at least thirty days before the expiration
date of the map. The applicant must state the reasons for the requesting the extension. New
conditions may be imposed if an extension is granted.
An extension may not exceed an aggregate of five years.

BACKGROUND
Tentative Parcel Map No. 2003-14, filed by Don Pickett, on June 24, 2003, and accepted on
July 15, 2003, proposes the creation of twenty-eight (28) parcels for an industrial complex
development on 11.85 acres of property located on the south side of East Carmen Avenue between
North Chestnut and North Maple Avenues. The 2025 Fresno General Plan and the Roosevelt
Community Plan designate the parcel as Light Industrial type land use. Pursuant to Table 2 "Planned
Land Use and Zone District Consistency Matrix" of the 2025 Fresno General Plan, light industrial land
uses are consistent with the C-M, M-1, M-1-P, and the S-L zone districts. Tentative Parcel Map No.
2003-14 also required the approval of a new local industrial street. The alignment and width of the
local street was presented to the Fresno City Council on November 18, 2003, which was approved by
City Council Resolution No. 2003-355. Staff has reviewed the proposed design and improvements of
Tentative Parcel Map 2003-14 and has determined that the map is consistent with adopted plans and
policies as described below.
Please review the following required findings for determination of consistency for the tentative parcel
map. Upon your determination that the required findings can be made, the applicant will be notified
to the conditions of approval of Tentative Parcel Map No. 2003-14.
REQUIRED FINDINGS
California Environmental Quality Act (CEQA) - The California Environmental Quality Act (Public
Resources Code Section 21000 et seq.) and the State EIR Guidelines, requires that a public agency
prepare an initial environmental study for each project. If a public agency finds that there is no
substantial evidence in the record that a project may have an significant effect on the environment, a
Finding of Conformity of the 2025 Fresno General Plan Master Environmental Impact Report (MEIR
10130) will be prepared.
A Finding of Conformity of the 2025 Fresno General Plan Master Environmental Impact Report
(MEIR 10130) was made and Environmental Assessment No. TPM 2003-12 was completed for this
project and filed with the Fresno City Clerk on August 14, 2003.

STATE SUBDIVISION MAP ACT- The Subdivision Map Act (California Government Code Section
66410 et. seq.) requires that a proposed parcel map not be approved unless the map, together with
its design and improvement, is found to be consistent with the General Plan and any applicable
specific plan (Finding No. 1 below). State law further provides that the proposed parcel map be
denied approval if any one of the Finding Nos. 2-5, below, is made in the negative.
1, The proposed parcel map, together with its design and improvements is consistent with the
City's General Plan and any applicable specific plan, because the 2025 Fresno General Plan
and the Roosevelt Community Plan designates the site for Light Industries type land uses.
2. The site is physically suitable for the proposed type and density of development because of
the flat terrain of the site and adequate access and drainage on and off the site.
3. The proposed parcel map design and improvements are not likely to cause substantial and
considerable damage to the natural environment, including fish, wildlife or their habitat,
because of the urbanized nature of the area in which the site is located.
4. The proposed parcel map design and improvements are not likely to cause serious public
health and safety problems, because the conditions of approval have shown and will insure
that the subdivision conforms with City health and safety standards.
5. The proposed parcel map design will not conflict with public easements within or through the
site because conditions of approval will assure noninterference with any existing or proposed
public easements.
Staff, based on its own analysis, has determined that the parcel map, subject to the recommended
conditions of approval, otherwise complies with the design and property development standards of
the Zoning Ordinance and local Parcel Map Ordinance and recommends the approval of the parcel
map.
DIRECTOR DETERMINATION
1. Based upon the above analysis, the Development Director finds that Tentative Parcel Map
No. 2002-26 is consistent with the applicable plans and policies of the City of Fresno.
2. The Development Director hereby grants approval of Parcel Map No. 2003-14 dated July 15,
2003, subject to the conditions of approval dated December2 , 2003, and to become effective
on DecemberX,2003.

CONDITIONS OF APPROVAL
TENTATIVE PARCEL MAP NO. 2003-14
NOTICE TO PROJECT APPLICANT
In accordance with the provisions of Government Code §66020(d)(1), the imposition of fees,
dedications, reservations or exactions for this project are subject to protest by the project
applicant at the time of approval or conditional approval of the development or within 90 days
after the date of the imposition of the fees, dedications, reservations or exactions imposed
on the development project.
The City of Fresno Development Department has completed a review of the subject tentative parcel
map in accordance with the State Subdivision Map Act and the Fresno Municipal Code.
The conditions of approval for Tentative Parcel Map No. 2003-14 are as follows:
I. Legal Status of Site to be Subdivided
A. The parcel map site, was legally created.
II. Zoning
A. Proposed parcels are consistent with the property's existing M-1, Light Manufacturing
Zone District and meets the Property Development Standards of the M-1 zone district
in terms of minimum width, depth and lot area requirements.
III. Plan Consistency
A. The 2025 Fresno General Plan and the Roosevelt Community Plan designates the
parcel map for development with Light Industrial type land uses. The Zoning District
Consistency Table of the Fresno Municipal Code identifies light industrial land uses
as consistent with the C-M, M-1, M-1-P, and S-L zone districts.

IV. Subdivision Map Act Requirement
A. Concurrent with the filing of a final map and when the provisions of Section 66436 of
the Subdivision Map Act apply, the subdivider is responsible to send, by certified mail,
a sketch of the proposed final map, together with a copy of SMA Section
66436(a)(3)(A), to any public entity or public utility which has previously acquired a
right-of-way or easement.
B. Comply with the provisions of the State of California Government Code Sections
66410 - 66499.58 (the Subdivision Map Act) and the City of Fresno Municipal Code
Chapter 12, Article 10 (Subdivision of Real Property).
V. On-Site Requirements
A. The subdivider may either construct the required off-site improvements prior to the
approval of the final parcel map; or enter into an agreement with the City of Fresno
providing for the construction of the required improvements and sufficient security
prior to the approval of the final parcel map.
B. All off-site and public improvements shall be constructed in accordance with the
Public Works Department Standards, Specifications and Policies. Engineered
construction plans and estimates for all or part of the required work shall be required
prior to the issuance of Street Work Permits unless otherwise determined by the City
Engineer. The cost for such plan preparation, review and construction inspection
shall be at the subdivider's expense.
C. Any existing utilities, including but not limited to, street lights, traffic signals, fire
hydrants, poles(power,telephone, cable, etc), fire hydrants which must be relocated
or removed in conjunction with the construction of these off-site improvement
requirements, shall be the responsibility and at the expense of the subdivider.
D. All existing overhead utilities, including but not limited to, electrical systems,
communication systems and street lighting systems shall be placed underground in
accordance with the provisions of Section 12-1011 of the Fresno Municipal Code and
the policies of the Public Works Department.
E. When street/safety lighting installations are required, street lighting plans shall be
submitted for review and approval by the Traffic Engineer prior to the issuance of
permits for the work. Services to street lighting installations shall be separated from
the electrical service(s) serving the development. The type, location and service for
street lighting installations shall be as determined by the Traffic Engineer. Street
lighting installations shall be dedicated to the City upon completion and acceptance
of the installations.

F. On-site Sewer and/or Water System(s). All on-site sewer and water systems shall be
"private". In the event the subdivider proposes to construct "public" on-site sewer
and/or water systems facilities, written approval by the Public Utilities Department
shall be required and provided with the submittal of the initial final parcel map. Such
facilities shall placed in a dedicated easement and shall be included as public
improvement requirements for the parcel map. Unless otherwise determined by the
Public Utilities Director, a covenant shall be required which provides that the property
owners shall be responsible for the restoration, replacement and expense of any
private surface improvements removed or damaged during the course of maintaining
such public facilities by the City or its agents.
G. Sidewalks (including wheelchair ramp landings) and driveway approaches, for
undeveloped parcels of this parcel map, shall be required as a condition of site
development.
Those items identified with an asterisk (`) refer to obligations of the applicant for
development of parcels with net acreage of 4 to 10 acres. The Public Works Director
has determined that completion of such designated improvements may be deferred
until time of development or further division of the parcel(s) upon written request by
the applicant. The request must specifically acknowledge the applicant's waiver of
any rights provided by Section 65961 of the California Government Code.
H. Fresno Metropolitan Flood Control District requirements:
Comply with the Fresno Metropolitan Flood Control District's memorandum, dated
August 1, 2003.
In an effort to improve storm water runoff quality, outdoor storage areas shall be
constructed and maintained such that material which generates contaminants will not
be conveyed by runoff into the storm drain system.
The District encourages, but does not require that roof drains from non-residential
development be constructed such that they are directed onto and through a
landscaped grassy swale area to filter out pollutants from roof runoff.
Runoff from areas where industrial activities, product, or merchandise come into
contact with and may contaminate storm water be directed through landscaped areas
or otherwise treated before discharging it off-site or into a storm drain. Roofs
covering such areas are recommended. Cleaning or such areas by sweeping instead
of washing is to be required unless such wash water can be directed to the sanitary
sewer system. Storm drains receiving untreated runoff from such areas that directly
connect to the District's system will not be permitted. Loading docks, depressed
areas, and areas servicing or fueling vehicles are specifically subject to these
requirements. The District's policy governing said industrial site NPDES program
requirements are attached.

I. Easements: Identify the location, type, size, and record information of easements on
and through the site must be shown on the final map.
If P.G. & E. has an existing pole line that serves the property and the existing pole line
crosses proposed property lines and is not covered by an existing easement, it is the
property owner's responsibility to provide adequate rights-of-way to P.G. & E. If P.G.
& E's. assistance is required to determine whether an easement will be required
contact Scott Combs, Senior Land Technician, Fresno Land Rights Office, at
263-7375.
J. Unless otherwise noted, all covenants or agreements will be prepared upon receipt
of the fee indicated below. Covenants must be approved by the City Attorney's Office
prior to issuance of building permits.
Telephone, cable, and other public utilities which propose above-ground facilities
determined by the Planning and Development Director to be oversized shall be
located in an additional easement area outside of the landscape strips required along
major streets.
K. Fire Department
A second point of access is required for this development. East Carmen Avenue
must be extended to North Maple Avenue.
L. Parks Recreation & Community Services Department
Contact Parks Recreation and Community Services Department for their requirements
at (559) 621-2900.
Vl. Off-Site Improvement Requirements:
Sanitary Sewer
A. In compliance with the Roosevelt Community Plan Verification and Monitoring
Procedure for Sanitary Sewer Service,it has been demonstrated and determined that
sanitary sewer service is available to this project. The average daily additional
sanitary sewer flow contribution resulting from this project has been estimated at
24,150 gallons per day.
A 8-inch sanitary sewer main is existing in North Sierra Vista Avenue at East Carmen
Avenue.
❑ Sanitary Sewer facilities are currently or would be available to provide sanitary sewer
service to the site subject to the following requirements:

• A 8-inch sewer main extension shall be installed within East Carmen Avenue
from North Sierra Vista Avenue along the development of frontage.
• Separate sewer house branches shall be provided to each parcel created.
• Sewer Connection Charges are due and shall be paid for the Project.
• No extensions are required.
• All public sewer facilities shall be constructed in accordance with City of
Fresno standards, specifications, and policies.
B. Water Service
In compliance with the Roosevelt Community Plan Verification and Monitoring
Procedure for Water Service, it has been determined that an adequate source of
potable water is available to meet City, State, and Federal standards during periods
of peak flow in the City water system serving the Roosevelt Community Plan Area for
this project including existing demand and all other approved development. The
additional projected peak water demand resulting from this project has been
estimated at 170 gallons per minute.
A 12-inch public water main is existing in North Maple Avenue and North Sierra
Avenue at East Carmen Avenue.
❑ Water facilities are currently or would be available to provide water service to the site
subject to the following requirements.
• Dedication of a Public Utility Easement along the East Carmen alignment,
from North Sierra Vista to North Maple Avenues.
• A 12-inch water main extension shall be installed within East Carmen Avenue
from North Sierra Vista Avenue along the development frontage westerly to
North Maple Avenue.
• Two independent sources of water are required to serve the Project.
• Payment for installation of water service(s) and/or meter(s) is required.
• Payment for installation of public fire hydrant(s) is required.
• Water Connection Charges are due and shall be paid for the Project.
• Separate water services shall be provided to each lot created.
• All public water facilities shall be constructed in accordance with City of
Fresno standards, specifications, and policies.
• Engineered improvement plans prepared by a Registered Civil Engineer are
required for proposed additions to the City Water System.
• No extensions required.
Special Conditions
❑ Roosevelt Community Plan Findings for the availability of water service is required for
this project. Comply with water conditions of approval.

o The project developer should contact Wastewater Management
Division/Environmental Services (559) 621-5100 regarding conditions of service for
special industrial users.
Code Requirements
The Fresno Municipal code (FMC) requires that a separate sewer house branch shall be
provided for each proposed parcel (or secured under an agreement). Proposed parcels
without public streets access must be provided with C.C.BRs and private cross-lot utility
easements to guarantee maintenance and repair access to utility pipelines and services
and/or private sewer lift stations.
C. Street Improvements:
General Conditions:
• All required signing and striping . shall be done and paid for by the
developer/owner. The signing and striping plans shall be done per the current
CalTrans standards and shall be submitted as a part of the street construction
plans for this tentative map to the Public Works Department for review and
approval. Repair or replace any existing offsite improvements to Public Works
Standards.
• Repair or replace any existing damaged off-site concrete improvements to
Public Works Standards.
• Additional improvement requirements will be required at time of future site
plan review.
• Installation of an underground street lighting system, within the limits of this
parcel map, to Public Works Standards for local streets will be required at the
time of future entitlements.
Frontage Improvement Requirements:
Minor Streets:
East Carmen Avenue:
1. Install concrete curb, gutter, 8 foot commercial sidewalk pattern, and 20 feet
of permanent A.C. pavement per Public Works standards.
2. Install concrete returns with wheelchair ramps.
3. Install A.C. transition pavement to Public Works standards as necessary to
the west of this parcel map.
4. Additional off-site concrete improvements will be required at the time of future
site plan review.
5. Dedicate 48 feet of frontage and corner cut offs for public street right of way
purposes.
6. Since East Carmen Avenue street right-of-way is a designated as a "Safe
Route to School" sidewalks will be required at time of future entitlements.

North Sierra Vista Avenue:
1. Install concrete curb, gutter, 8 feet of commercial sidewalk pattern, and 18
feet or to centerline (which ever is greater) of permanent A.C. pavement per
Public Works standards.
2. Additional off-site concrete improvements will be required at the time of future
site plan review.
3. Install A.C. transition pavement, south of the parcel map as necessary, to
Public Works Standards.
4. Dedicate 34 feet of frontage and corner cutoffs for public street right-of-way
purposes.
5. Install concrete returns with wheelchair ramps.
Interior streets:
1. Dedicate and construct concrete curb, gutter, and permanent A.C. pavement
for Pubic Works 64 foot local industrial street standard.
2. Additional off-site concrete improvements will be required at the time of future
site plan review.
3. Dedicate 64 feet and corner cut-offs for pubic street right-of-way purposes.
4. Install concrete returns with wheelchair ramps.
UGM Requirements:
This Parcel Map is not within U.G.M. Major Street Zone.
D. Fresno Unified School District
Prior to issuance of a building permit, school fees must be paid. Contact Fresno
Unified School District for their requirements.
E. Fresno Irrigation District
1. FID's Mill Ditch No. 36 traverses the north side of the proposed site, as shown
on the enclosed map.
2. FID request that the applicant be required to submit a grading and drainage
plan for FID approval which shows the proposed development will not
endanger the structural integrity of the pipeline, or result in drainage patterns
that will adversely affect.FID or the applicant.

G. Airport Division
Parcel Map No. 2003-14 is within the Part 77 Imaginary Surfaces, and will require
FAA From 7460-1 for any structures above 150 feet in height.

VII. General Public Works Requirements
A. DEDICATIONS. The subdivider shall dedicate public easements to facilitate the
construction of curbs, gutters, sidewalk, bus bays, right turn lanes, bike lanes, bike
paths, multi-purpose trail, wheelchair ramps and public utilities in accordance with
City plans, ordinances, resolutions and policies, the Standard Specifications of the
Public Works Department within the limits of the parcel map. Additionally, a
minimum 4 foot wide clear path of travel is required along the public sidewalk on all
frontages of the property as required by Title 24 of the California Administration Code
as determined by the City Engineer. An on-site pedestrian easement and
construction of a path may be required if Title 24 provisions can not be met within the
public rights of way. All such public easements shall be identified and dedicated with
the processing and recordation of the Parcel Map or at the time of Special Permit
reviews for the proposed development of the parcels.
B. The subdivider will be responsible for the acquisition of any necessary right-of-way
to construct any of the required improvements.
Rights-of-way acquisition shall include any rights-of-way necessary for proper
drainage, signing, pole relocation, and shoulder grading. In general, this will require
right-of-way to be provided approximately 10 feet outside the travel lane. The exact
requirement must be determined at the project design stage based on the existing
conditions and detailed design information.
In the event an acquisition of any easement or right-of-way is necessitated by the
subject development, said acquisition will be accomplished prior to Final Map
approval. The developer/owner should contact the Real Estate Section of the Public
Works Department to receive procedural guidance in such acquisitions. Should such
acquisition not be accomplished by the subdivider prior to Final Map approval, the
subdivider must request and grant to the City the full authority to attempt acquisition
either through negotiation or through its power of eminent domain. The subdivider
shall furnish to the City Public Works Department, Engineering Division/ Real Estate
Section, an appraisal report or a request for an estimated appraisal amount (to be
determined by the City of Fresno Real Estate Section) prior to preparation of a
Subdivision Agreement.

The subdivider shall submit adequate security in the form of a cash deposit to
guarantee payment of all costs associated with the acquisition, including staff time,
attorney's fees, appraisal fees, court costs, and all related expenditures and costs
necessary to effect the acquisition of such easements or rights-of-way.
C. STREET IMPROVEMENTS. The subdivider shall construct curb, gutters, curb
returns and landings,wheelchair ramps,sidewalks with street tree wells and irrigation
systems (when applicable), permanent pavement, street/safety lighting, bike lanes,
bike paths, multi-purpose trail, walls and fences in accordance with City plans,
ordinances, resolutions, policies and the Standard Specifications of the Public Works
Department within the limits of the parcel map.
Existing improvements that are not to the planned alignment shall be removed and
required improvements installed to the new street alignment and grade. Existing
improvements to remain in place shall be repaired if determined to be damaged
and/or off grade by the City Engineer. Existing driveway approaches not identified for
current or future utilization shall be removed and sidewalk(when applicable),curb and
gutter shall be installed to match existing or proposed street line and grade as
determined by the City Engineer.
D. SANITARY SEWER SYSTEM. The subdivider shall connect each parcel being
created to the City of Fresno's sanitary sewer system with a separate sewer house
branch unless other arrangements are approved by the City Engineer. All sanitary
sewer system improvements shall be constructed in accordance with City plans,
ordinances, resolutions, policies and the Standard Specifications of the Public Works
Department. The connection to the City's sanitary sewer system requires the
payment of all applicable sewer connection charges in accordance with the provisions
of FMC Chapter 9, Article 5 prior to the approval of the map.
E. WATER SYSTEM. The subdivider shall connect each parcel being created to the City
of Fresno's water system with a separate water service and meter unless other
arrangements are approved by the City Engineer. All water system improvements
shall be constructed in accordance with City plans, ordinances, resolutions, policies
and the Standard Specifications of the Public Works Department. The connection to
the City's system requires the payment of all applicable water connection charges in
accordance with the provisions of FMC Chapter 14, Article 1 prior to the approval of
the map.
F. STREET, SEWER AND WATER CONSTRUCTION PLANS. The subdivider shall
provide street, sewer and water construction plans for the required public
improvements as determined by the City Engineer. Such plans shall be prepared by
a registered Civil Engineer and approved by the City Engineer prior to the issuance
of Street Work permits.

Associated with Construction and Industrial Activities (State General Permits) require developers Nq

Intent to be covered and must pay a permit fee to the State Water Resources Control Z
Board (State Board), develop and implement a storm water pollution prevention plan,
eliminate non-storm water discharges, conduct routine site inspections, train employees O
in permit compliance, and complete an annual certification of compliance..

b. State General Permit for Storm Water Discharges Associated with Industrial Activities, O
April, 1997 (available at the District Office.) A State General Industrial Permit is
required for specific types of industries described in the NPDES regulations or by
Standard Industrial Classification (SIC) code. The following categories of industries
are generally required to secure an industrial permit: manufacturing; trucking; Z
recycling; and waste and hazardous waste management. Specific exemptions exist for
manufacturing activities which occur entirely indoors. Permittees are required to:
submit a Notice of Intent to be covered and must pay a permit fee to the State Water
Resources Control Board, develop and implement a storm water pollution prevention
plan, eliminate non-storm water discharges, conduct routine site inspections, train
employees in permit compliance, sample storm water runoff and test it for pollutant

C. The proposed development is encouraged to select and implement storm water quality
controls recommended in the Fresno-Clovis Storm Water Quality Management
Construction and Post-Construction Guidelines (available at the District Office) to
meet the requirements of the State General Permits, eliminate the potential for non-
storm water to enter the municipal storm drain system, and where possible minimize
contact with materials which may contaminate storm water runoff.
7. A requirement of the District may be appealed by filing a written notice of appeal with the
Secretary of the District within ten days of the date of this Notice of Requirements.

The cost of construction of Master Plan facilities,excluding dedication of storm drainage easements,
is eligible for credit against the drainage fee of the drainage area served by the facilities. A
Development Agreement shall be executed with the District to effect such credit. Reimbursement
provisions, in accordance with the Drainage Fee Ordinance, will be included to the extent that
Developer's Master Plan costs for an individual drainage area exceed the fee of said area. Should the
facilities cost for such individual area total less than the fee of said area, the difference shall be paid
upon demand to the City or District.
A fifteen-foot(15')storm drain easement will be required whenever storm drain facilities are located
on private property. No encroachments into the easement will be permitted including, but not
limited to, foundations, roof overhangs, swimming pools, and trees.
The following paragraphs only apply towards development of the individual parcels and are not
conditions for the recording of the map.
In an effort to improve storm water runoff quality, outdoor- storage areas shall be
constructed and maintained such that material which generates contaminants will not
be conveyed by runoff into the storm drain system.
The District encourages, but does not require that roof drains from non-residential
development be constructed such that they are directed onto and through a
landscaped grassy swale area to filter out pollutants from roof runoff.
Runoff from areas where industrial activities, product, or merchandise come into
contact with and may contaminate storm water must be directed through landscaped
areas or otherwise treated before discharging it off-site or into a storm drain. Roofs
covering such areas are recommended. Cleaning of such areas by sweeping instead
of washing is to be required unless such wash water can be directed to the sanitary
sewer system. Storm drains receiving untreated runoff from such areas that directly
connect to the District's system will not be permitted. Loading docks, depressed
areas, and areas servicing or fueling vehicles are specifically subject to these
requirements. The District's policy governing said industrial site NPDES program
requirements are attached.

The Public Works, Traffic Planning Section, has completed its review of Tentative Parcel Map 2003-14,
which was submitted by Don Picket & Associates, Inc. on behalf of Don Pickett & Associates, Inc. The
following requirements are to be placed on this Tentative Parcel Map as a condition of approval by the
Public Works Department.
General Conditions
All required signs and striping shall be done and paid for by the developer/owner. The signing and
striping plans shall be done per the current Cal trans standards and shall be submitted as a part of the
construction plans for this tentative Parcel Map to the Public Works Department for review and approval.
Repair or replace any existing damaged offsite concrete improvement to Public Works Standards.
Additional improvement requirements will be required at time of future site plan review.
Installation of an underground street lighting system, within the limits of this parcel map, to Public
Works Standards for local streets will be required at the time of future entitlements.
Frontage Improvements
E. Carmen Avenue:
1. Install concrete curb, gutter, 8 ft. commercial sidewalk pattern, and 20 ft. of permanent A. C.

the site subject to the following requirements:
✓ A 600 foot sanitary sewer main extension is required in accordance with adopted
ordinances, specifications and as directed by Department of Public Utilities requirements.
✓ Separate sewer house branches are required for each lot.
✓ Engineered improvement plans prepared by a Registered Civil Engineer are required for
proposed additions to the sanitary sewer system.
✓ Sewer Connection Charges are due and shall be paid for the Project.

It has been determined that the projected peak water demand for the Project has been estimated
at 170 gallons per minute and an adequate source of potable water is available to meet City,
State, and Federal standards during periods of peak demand in the City Water System serving

✓ A 1,370 foot water main extension is required in accordance with adopted ordinances,
specifications and as directed by Department of Public Utilities requirements.

proposed additions to the City Water System.
✓ Payment for installation of water service(s)and/or meter(s) is required.
