SECTION 115.005 DEPARTMENT NOTIFICATIONS
PURPOSE
The Department Notification process ensures timely and consistent dissemination of
official communications to all Fresno Fire Department (FFD or Department) members
via the Learning Management System (LMS). This process supports operational
readiness, organizational transparency, and effective internal communication.
APPLICATION
There are three (3) types of official communications disseminated for Department
Notification purposes:
1. Department Directive:
A Department Directive is issued by the Fire Chief or their designee. A
Department Directive will be used to immediately modify, change or
supersede a section in policy and/or to provide an immediate directive
necessary for the organization. Department Directives are published
through the LMS and are mandatory for all Department members to
review and acknowledge. Department Directives are binding and take
effect upon issuance. Department Directives remain in effect until they
are revoked, superseded by a subsequent order, or codified into policy.
2. Special Notice:
A Special Notice is reviewed and approved by the Fire Chief or their
designee. It communicates mission-critical information and may include
written notification(s) and/or training assignment(s). Special Notices are
published through the LMS and are mandatory for all Department
members to review and acknowledge, as applicable. Special Notices
will remain in effect until their published expiration date.
3. Informational Update:
An Informational Update provide general information relevant to
Department members, such as road closures, citywide public events, or
non-operational announcements. These updates are posted on the
LMS homepage under the “Informational Updates” section and do not
require formal acknowledgement. Updates will remain posted until the
information is no longer applicable.

OPERATIONAL POLICY
All Department Notifications shall be issued in accordance with this policy to ensure
consistency, accountability, and traceability. Only authorized personnel may initiate
and approve official communications.
OPERATIONAL GUIDELINE
• All notifications must use approved templates.
• Notifications must be clear, concise, and free of jargon.
• All communications must be archived in accordance with Department
records retention policies.

Notification Format:
1. Department Directive
A Department Directive shall be written on Fresno Fire Department
letterhead. Every Department Directive shall have a unique
identification number consisting of the year (two digits), followed by a
hyphen, and a chronological number (three digits) that begins with 001
at the start of every calendar year. Example: Department Directive 25-
001. A Department Directive will expire twelve (12) months after
issuance or will be rescinded upon incorporation into the policy manual.
2. Special Notice
Every Special Notice shall be assigned a unique identification number
consisting of a chronological number (three digits) that begins with 001
at the start of every calendar year, followed by a hyphen and the four-
digit year. Example: Special Notice 001-2025.
3. Informational Update
Each Informational Update shall be assigned a unique identification
number consisting of a chronological number (three digits) that begins

with 001 at the start of every calendar year, followed by a hyphen and
the four-digit year. Example: Informational Update 001-2025.
Approval Workflow:
1. Review and Signature
The Fire Chief will review and approve with signature all Department
Directives and Special Notices prior to publication. In the absence of
the Fire Chief, executive staff members may review and sign on the Fire
Chief’s behalf.
2. Signature Order
Unless otherwise directed, support staff will seek signatures in the
following order:
• Deputy Chief of Operations Division
• Deputy Chief of Administration Division
• Deputy Chief of Support Services Division
• Administrative Battalion Chiefs
• Business Manager
• Personnel Manager
3. Verbal Approval
In the absence of an executive staff member, verbal approval of the
Department Notification content may be obtained from any of the
individuals listed above.
