SCOPE
New, applicant directed, permit inspection appointment scheduling procedures via the
City of Fresno’s (COF) - Accela Citizens Access (ACA) online portal.
PURPOSE
The purpose of this industry bulletin is to provide the latest information to our industry
partners related to upcoming changes in the permit inspection scheduling process and
procedures, using the COF ACA online portal.
BACKGROUND
As noted in the California Fire Code (CFC), the fire code official has the authority to
formulate policies they deem necessary based upon local conditions related to permit
requirements.
The Fresno Fire Department (FFD or Department) is committed to providing high quality
and timely services to our customers. As part of our ongoing efforts to streamline and
modernize our permit inspection appointment scheduling services, FFD will begin using
the COF ACA online portal.
This change is part of FFD’s ongoing commitment to improving efficiency and accessibility
for our industry partners.
INFORMATION
Beginning December 10, 2025, permit applicants will be able to schedule January 2026
permit inspection appointments directly through the COF ACA portal. Use of this feature
will allow applicants to select available dates and time blocks (AM or PM) for permit
inspection appointments without the need to call or email Department staff. Scheduling
through ACA will be available to applicants 24 hours a day, 365 days a year.
If an applicant discovers an issue, or has questions, concerns, etc. regarding this process,
we invite you to contact our office at Fire-Planreview@fresno.gov.
While the process of entering permit inspection appointments using ACA is fairly intuitive,
the Department will produce a guide outlining the procedures for permit inspection
appointments in the near future.
Available dates and time blocks for permit inspection appointments will be available for
scheduling using the COF ACA online portal on January 5, 2026.
After January 4, 2025, email and/or telephone permit inspection appointment requests
will no longer be accepted by the Department. All permit inspection appointment requests
must be scheduled by applicants using the COF ACA online portal.
NOTE
This bulletin is effective December 5, 2025, and remains in effect until revoked.
