Beal, Acting Fire Marshal Fire Prevention and Investigations Division (559) 621-4181  FAX (559) 457-1279 Fresno Fire Department  911 H Street  Fresno, CA 93721-3082 “To protect and put service above all else.” FIRE INDUSTRY BULLETIN 2025-005 SCOPE This industry bulletin covers the Fresno Fire Departments (FFD or Department) interpretation(s) regarding existing, standard (template or master) fire sprinkler system construction documents (approved under the 2022 California Building Standards Code (CBSC)), the upcoming 2025 CBSC effective date, and the Governor’s signing of AB 130 related to residential building standards. PURPOSE The purpose of this bulletin is to clarify the Department’s interpretation and requirements related to existing, standard (template or master) fire sprinkler system construction documents (approved under the 2022 CBSC) and the impact of signed legislation by the Governor. BACKGROUND As noted in the California Fire Code (CFC), the fire code official has the authority to render interpretations and formulate policies they deem necessary based upon local conditions. This authority extends to local conditions which impact fire related residential building standards and/or construction documents. INFORMATION In the past, FFD required permit applicants to provide residential fire sprinkler system standard (template or master) plan equivalency forms when a new code edition was adopted and/or became effective. These equivalency forms were designed to ensure that permit applicants formally established that previously submitted and approved construction documents (under a previous code edition) for these systems were equivalent to (or exceeded) the requirements noted in the new code edition. With the signing of AB 130 by the Governor, it is the interpretation of the Department that these forms are not required for any residential fire sprinkler system standard (template or master) plan which was previously approved under the 2022 CBSC. Construction documents that are modified from the existing, approved, standard (template of master) construction documents shall follow the Department’s standard submittal process for amended construction documents. NOTE This bulletin is effective October 15, 2025 and remains in effect until June 31st, 2031, or until revoked.
