FIRE INDUSTRY BULLETIN 2025-004
SCOPE
This industry bulletin covers two topics, both of which are related to the Fresno Fire
Departments (FFD or Department) acceptance of new, direct submittal, fire-related
construction documents.
It includes information on when the Department will begin accepting construction
documents which use the 2025 California Building Standards Code (CBSC) and
incorporated references as the basis of design, and when the Department will discontinue
acceptance of construction documents which use the 2022 CBSC and incorporated
references, as the basis of design.
PURPOSE
The purpose of this bulletin is to clarify the Department’s interpretation and requirements
related to acceptance of new, direct submittal, fire-related construction documents which
use different editions of the CBSC as the basis of design.
BACKGROUND
As noted in the California Fire Code (CFC), the fire code official has the authority to render
interpretations and formulate policies they deem necessary based upon local conditions.
This authority extends to local conditions which impact fire related building standards
and/or construction documents.
INFORMATION
Most new projects that have required direct submittal requirements to the Department
have long lead times. In many cases, because of the deferred submittal process,
construction of a number of other project elements may have already begun prior to final
fire protection system design.
To accommodate these conditions in the past, and to not unduly delay construction
activities, the Department has allowed permit applicants to begin submitting construction
documents which incorporate and reference the latest, adopted CBSC requirements
ahead of the effective date of a new code edition.
As such, construction documents which incorporate and reference the 2025 CBSC will
begin to be accepted by the Department for review as of Monday, December 1st, 2025.
Alternately, construction documents which incorporate and reference the 2022 CBSC will
no longer be accepted by the Department for review as of Friday, December 26th, 2025.
NOTE
This bulletin is effective October 15, 2025 and remains in effect until January 1st, 2026.
