Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:34 P.M.

On motion of Chair McCoy, seconded by Commissioner Caglia, Vice Chair
Ward's absence was EXCUSED. The motion carried by the following vote:

everyone for the warm welcome.
COMMISSIONER BARRAZA REPORTS AND COMMENTS: Welcomed the
new PRAC Commissioners.

Commissioners.

the new PRAC Commissioners and gave background information.
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: Announced
several events including: an ice cream social at 18 park locations last week,
a successful Fresno Summer Nights event at Roma Park, a Camp Fresno
active at Dinky Creek with both day and overnight camps, swim lessons and
recreational swim programs are ongoing, community centers operating at
full capacity, a ribbon cutting at Broadway Park, Rotary East pickleball
complex recently opened with cricket pitches nearing completion. Thanked
the community for their patience during construction closures, and
encouraged residents to follow social media for updates on events and
amenities
9. Unscheduled Communication
Upon call, the following members of the public addressed the Commission
with unscheduled communication: Adam Balakian, Gabriel Lazano, and
Camila Sutherland.

10.-A.ID 25-1000 Workshop - Overview of the PARCS Athletic Facility Reservation Policy.

The above item was presented to the Commission by Assistant Director
Soliz.
Commission discussion on this item included: Park reservation availability.
Tournament safety and security. Communication and technology. Suggested
improvements. Special events permitting. Responsibility boundaries.
Violation and suspension policy. Appeal process. Remedial measures and
collaboration. Park safety and maintenance. Fee reductions and program
access. Park ranger deployment & event safety. Alcohol consumption
concerns. Park maintenance and Measure āPā. Staff appreciation and
community advocacy. Reservation requirements. Park ranger coverage.
Landscape maintenance integration. Field resting and turf improvements.

10.-B.ID 25-1001 Workshop - Quarterly progress overview of the Expanded Access to Arts
and Culture Grant Program Process. FY 24-25 Quarter 4 (Fresno Arts
Council)
The above item was presented to the Commission by Fresno Arts Council
Executive Director Lilia Gonzales Chavez.
Commission discussion on this item included: Arts Grant Program update.
Future application cycle. Community arts impact. Expansion of art
installations.

Commissioner Caglia motioned to elect Chair McCoy as Chair for FY26.
Commissioner Barraza seconded the motion which PASSED by the

12.-C.ID 25-941 Hearing - Receive public input on allocations related to Measure P,
updates to the Parks Master Plan and Cultural Arts Plan, and annual

Commission. Public comment closed at 7:01 P.M.

13. Adjournment
Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at
7:01 P.M.
The above minutes were approved by unanimous vote of the Parks, Recreation, and
Arts Commission during the August 18, 2025, regular meeting.
