Call to Order Chair McCoy called the meeting to order at 5:34 P.M. 2. 5:34 P.M. Roll Call On motion of Chair McCoy, seconded by Commissioner Caglia, Vice Chair Ward's absence was EXCUSED. The motion carried by the following vote: Aye: 6 - Chair McCoy, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin, Commissioner Duran, Commissioner Miller, and Commissioner Trillo Absent: 3 - Vice Chair Ward, Commissioner Dohlin, and Commissioner Kucharski On motion of Chair McCoy, seconded by Commissioner Caglia, City of Fresno ***Subject to Mayoral Veto Page 1 July 21, 2025Parks, Recreation, and Arts Commission Meeting Minutes Commissioner Kucharski's absence was EXCUSED. The motion carried by the following vote: Aye: 6 - Chair McCoy, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin, Commissioner Duran, Commissioner Miller, and Commissioner Trillo Absent: 3 - Vice Chair Ward, Commissioner Dohlin, and Commissioner Kucharski On motion of Chair McCoy, seconded by Commissioner Trillo, Commissioner Dohlin's absence was EXCUSED. Approve Agenda On motion of Commissioner Miller, seconded by Commissioner Caglia, the Agenda was APPROVED. Approval of Minutes 5.-A.ID 25-939 Approval of the regular meeting minutes of June 16, 2025. On motion of Commissioner Trillo, seconded by Chair McCoy, that the above Action Item be APPROVED. The motion carried by the following vote: Aye:Chair McCoy, Commissioner Barraza, Commissioner Duran, Commissioner Miller and Commissioner Trillo 5 - Absent:Vice Chair Ward, Commissioner Dohlin and Commissioner Kucharski 3 - Abstain:Commissioner Caglia1 - 6. Discussion: Subcommittee Reports 6-A. Cultural Arts Grant Fund Subcommittee There was no update from the Cultural Arts Grant Fund Subcommittee. 7. Members Reports and Comments COMMISSIONER DURAN REPORTS AND COMMENTS: Thanked everyone for the warm welcome. COMMISSIONER BARRAZA REPORTS AND COMMENTS: Welcomed the new PRAC Commissioners. CHAIR MCCOY REPORTS AND COMMENTS: Welcomed the new PRAC Commissioners. 8. City Administration and PARCS Staff Reports and Comments DEPUTY CITY MANAGER RUIZ REPORTS AND COMMENTS: Welcomed City of Fresno ***Subject to Mayoral Veto Page 3 July 21, 2025Parks, Recreation, and Arts Commission Meeting Minutes the new PRAC Commissioners and gave background information. PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: Announced several events including: an ice cream social at 18 park locations last week, a successful Fresno Summer Nights event at Roma Park, a Camp Fresno active at Dinky Creek with both day and overnight camps, swim lessons and recreational swim programs are ongoing, community centers operating at full capacity, a ribbon cutting at Broadway Park, Rotary East pickleball complex recently opened with cricket pitches nearing completion. Thanked the community for their patience during construction closures, and encouraged residents to follow social media for updates on events and amenities 9. Unscheduled Communication Upon call, the following members of the public addressed the Commission with unscheduled communication: Adam Balakian, Gabriel Lazano, and Camila Sutherland. (PARCS) The above item was presented to the Commission by Assistant Director Soliz. Commission discussion on this item included: Park reservation availability. Tournament safety and security. Communication and technology. Suggested improvements. Special events permitting. Responsibility boundaries. Violation and suspension policy. Appeal process. Remedial measures and collaboration. Park safety and maintenance. Fee reductions and program access. Park ranger deployment & event safety. Alcohol consumption concerns. Park maintenance and Measure ā€œPā€. Staff appreciation and community advocacy. Reservation requirements. Park ranger coverage. Landscape maintenance integration. Field resting and turf improvements. FY 24-25 Quarter 4 (Fresno Arts Council) The above item was presented to the Commission by Fresno Arts Council Executive Director Lilia Gonzales Chavez. Commission discussion on this item included: Arts Grant Program update. Future application cycle. Community arts impact. Expansion of art installations. PRESENTED 11. Discussion Items 12. Hearings 12.-A.ID 25-942 Election of Chair and Vice Chair to the Parks, Recreation, and Arts Commission for Fiscal Year 2026. The above item was called to order at 6:55 P.M. and there was no staff presentation. Upon call, no members of the public addressed the Commission. Public comment closed at 6:55 P.M. There was no Commission discussion on this item. Commissioner Caglia motioned to elect Chair McCoy as Chair for FY26. Commissioner Barraza seconded the motion which PASSED by the following vote: Aye: 7 - Chair McCoy, Commissioner Barraza, Commissioner Caglia, Commissioner Duran, Commissioner Kucharski, Commissioner Miller, and Commissioner Trillo Absent: 2 - Vice Chair Ward, Commissioner Dohlin Commissioner Caglia motioned to elect Vice Chair Ward as Vice Chair for City of Fresno ***Subject to Mayoral Veto Page 5 July 21, 2025Parks, Recreation, and Arts Commission Meeting Minutes FY26. Commissioner Barraza seconded the motion which PASSED by the following vote: Aye: 7 - Chair McCoy, Commissioner Barraza, Commissioner Caglia, Commissioner Duran, Commissioner Kucharski, Commissioner Miller, and Commissioner Trillo Absent: 2 - Vice Chair Ward, Commissioner Dohlin APPROVED 12.-B.ID 25-940 Hearing - Receive public input on Expanded Access to Arts and Culture Grant Program. The above item was called to order at 6:58 P.M. and there was no staff presentation. Upon call, the following members of the public addressed the Commission: Hugo Morales. Public comment closed at 6:59 P.M. There was no Commission discussion on this item. 12.-C.ID 25-941 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. The above item was called to order at 6:59 P.M. and there was no staff presentation. Upon call, no members of the public addressed the Commission. Public comment closed at 7:01 P.M. There was no Commission discussion on this item. 13. Adjournment Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at 7:01 P.M.
