FIRE INDUSTRY BULLETIN 2025-003
SCOPE
This industry bulletin covers the Fresno Fire Department (FFD or Department)
requirements regarding the collection of permit valuation data for all permit applications
submitted to the Department.
PURPOSE
The purpose of this bulletin is to notify all permit applicants regarding the Department's
updated process of collecting permit valuation data for all permit applications submitted
to the Department.
BACKGROUND
As noted in the California Fire Code (CFC), the fire code official has the authority to render
interpretations and formulate policies they deem necessary based upon local conditions
related to fire department permit requirements.
The CFC also permits FFD to collect permit valuation data for all permit applications
submitted to the agency in such form and detail as required by the Department.
INFORMATION
When a permit applicant submits a permit application for any FFD construction document
review, or any other type of review and/or approval, the applicant shall include the permit
valuation on the permit application.
The permit applicant must provide an estimated permit value for all permit applications at
the time of application. Permit valuations shall include the total value of work, including
materials and labor, for which the permit is being sought. If, in the opinion of the fire code
official (or designee), the valuation is underestimated on the application, the permit may
be denied unless or until the permit applicant can show detailed estimates to meet the
approval of the fire code official (or designee). Final permit valuation shall be set by the
fire code official (or designee).
The following permit applications are not required to include permit valuations:
Projects submitted for local fire authority review from a state agency, including the
California Division of the State Architect, the California Department of Health Care Access
and Information, and the California Office of the State Fire Marshal.
NOTE
This bulletin is effective September 1, 2025, and remains in effect until revoked.
