Veiga, Battalion Chief Current Revision Date: 08/25/2025 Section 204.024 Next Revision (2) Date: 08/25/2029 Page 1 of 3 Fresno City Fire Department 200 Standard Operating Procedures Manual SECTION 204.024 FRESNO POLICE DEPARTMENT’S RADIO CHANNELS MONITORING PURPOSE The purpose of this policy is to establish a formal process by which Fresno Fire Department (FFD or Department) personnel monitor Fresno Police Department (Fresno PD) radio traffic to enhance situational awareness and ensure that emergency scenes are confirmed secure from violence prior to FFD engagement. APPLICATION Monitoring Fresno PD radio traffic is used to enhance situational awareness of co- responding FFD units. OPERATIONAL POLICY It is the policy of the Fresno Fire Department to monitor Fresno Police Department radio channels when responding to incidents involving potential violence in order to gain information prior to FFD units entering. Fire Department personnel shall not enter any scene involving an active threat until law enforcement has confirmed the area is secure. Entering an unsecured scene without positive confirmation by law enforcement is unsafe and is prohibited OPERATIONAL GUIDELINE In addition to reviewing CAD notes, the attached map may be used as a reference to identify the appropriate Fresno PD radio channels for situational awareness. PROCESS Chief Officers and Company Officers: • Monitor available FPD radio traffic when responding to potentially violent scenes. Effective Date: August 2025 William J. Incident Commanders: • Integrate FPD radio intelligence into risk assessment and tactical decision-making. • Liaise with FPD on-scene commanders when operating at or near violent incident scenes. FFD Dispatch: • Enter Fresno PD’s radio channel into the CAD notes. • Relay pertinent updates regarding scene safety and police presence to responding fire units. • Coordinate with FPD Dispatch as necessary for clarification or confirmation of scene status.
