SCOPE
Fire sprinkler system acceptance/final permit signoff requirements for NFPA 13, 13R,
Tenant Improvement projects with sprinkler plans and building fire alarm installations.
PURPOSE
The purpose of this industry bulletin is to remind applicable stakeholders of the ongoing
Fresno Fire Department (FFD or Department) fire sprinkler system and building fire alarm
system acceptance/final permit signoff requirements.
BACKGROUND
As noted in the California Fire Code (CFC), the fire code official has the authority to
formulate policies they deem necessary based upon local conditions related to fire
sprinkler system and building fire alarm acceptance/final permit signoff requirements.
To minimize some of the most common errors found during fire sprinkler and building fire
alarm final inspections/system acceptance inspections, in January 2020, FFD began to
require installing contractors to provide a completed and signed NFPA 13 Contractor's
Material and Test Certificate for Aboveground Piping and NFPA 72 Record of Completion
at final inspection/system acceptance permit signoffs.
By requiring these forms to be completed and presented to FFD staff at the beginning of
a system acceptance/final permit signoff inspection, it was, and remains, the
Department’s intent to help installing contractors reduce the number of reinspections that
have to be completed for errors or omissions noted during a final inspection. Completion
of both forms is also required as noted in the applicable NFPA standards.
INFORMATION
All firms shall continue to prepare and provide a completed and signed NFPA 13
Contractor's Material and Test Certificate for Aboveground Piping and NFPA 72 Record
of Completion as noted above when requesting system acceptance/final permit signoff.

These documents are required as previously noted in FFD Fire Industry Bulletin 2022-
001. Required documents shall be provided to the Department at the beginning of fire
sprinkler and building fire alarm final inspection/system acceptance, regardless of the
date the permit was issued.
NOTE
This bulletin is effective May 7, 2025, and shall remain in effect unless revoked.
