SECTION 316.033 LOWERING A VICTIM DOWN A LADDER
PURPOSE
The purpose of this policy is to provide Fresno Fire Department (FFD or Department)
members direction in ladder rescue operations for moving conscious and unconscious
victims down a ladder.
APPLICATION
Individual performance evolutions (IPEs) are used to document skill level and
performance.
OPERATIONAL POLICY

OPERATIONAL GUIDELINE
Active Members should perform IPEs without any failures in task steps.
PROCESS
1. Equipment Needed:
One member in personal protective gear including SCBA, flashlight,
forcible entry tool(s), a 24-foot ladder, a training dummy, and a
structure with at least two levels.
2. Task:
Bring a victim from a second-floor window area down a ground ladder.
3. Performance Outcome:

The member, while operating on a simulated fire ground, can
demonstrate the ability to rescue a victim from an above-grade area
down a ladder.
4. Candidate Directive:
“Rescue a victim from above grade down a ground ladder. The test
ends when the victim is safely on the ground.”
5. Critical Errors:
If the member performs any of the following errors, the evolution is
terminated as it would be a failure of the current test attempt.
1. Perform an unsafe act which could result in injury to
him/her or the public.
2. Perform an act which did or could have damaged
equipment.

1. Confirm the order from the company officer.
2. Correctly position the appropriate ladder for rescue
operation.
3. Secure the ladder.
4. Rescuer climbs the ladder and commands the rescuers
inside to prepare the victim for removal.
5. Firefighter(s) in the building lower the victim from the
window to the rescuer on the ladder.
6. The rescue method performed is based on a conscious or
unconscious victim.
7. Descend safely with the victim.
