APPLICATION Standard process for Fresno Fire Department (FFD or Department) placement of small handlines in service. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE This section intentionally left blank. PROCESS Spot Apparatus and Prepare for Standard Pump Operations: Prepare and Charge a Deployed Hose Line: 1. Prepare pumper to pump water. Training and Equipment Manual Section 313.005, Standard Pump Operation. 2. Determine which hose line has been deployed. 3. Ensure all hose is clear of the bed. a. Except for 1” reel line operations, confirm all hose has been deployed from its hose bed and the discharge swivel (where the first section of hose has been connected) has turned toward the side of the apparatus where the hose has been deployed. Look for and remove kinks of accessible hose. 5. Check/wait for visual or audible call for water from the firefighter at the nozzle. 6. Confirm by shouting “water coming” to firefighter(s). 7. Locate the appropriate discharge valve handle/controller and associated discharge pressure gauge. 8. Charge the hose line at a controlled rate. a. Prior to throttling up when possible. b. Open discharge valve slowly and controlled. c. Partially open allowing for a predictable reaction for the firefighter. Watch the water travel through the hose until it reaches the firefighter, and he/she visibly has control. d. Open the valve all the way, or to the appropriate pressure. 9. Set appropriate discharge pressure. a. Never allow discharge pressure to exceed target pressure PDP by more than 30 PSI for firefighter safety. b. Always refer to the specific hose line discharge gauge for discharge pressures relative to that hose line. The Main Pump Discharge Pressure gauge should not be used to determine individual hose line pressures. c. Throttle up correct discharge pressure for the line being supplied as per the FFD Pump Operators Guide. d. As necessary, prior to consulting the Pump Operators Guide, pump the standard operating pressure for the small handline. e. As time allows, adjust pressure as needed after consulting the Pump Operators Guide. f. Always confirm discharge pressures with water flowing. The initial pressures are static. Once the nozzles are open, pressures may drop the GPM. Properly set Pump Boss/Pressure Control Valve a. Never allow discharge pressure to exceed target pressure PDP by more than 30 PSI for firefighter safety. b. If apparatus is equipped with a Pump Boss, ensure/place in Pressure mode under normal operating circumstances. Training and Equipment Manual, 303.004b, Pump Boss PBA 400. i. In pressure mode the Pump Boss maintains a constant discharge pressure and adjusts the engine rpm automatically to compensate for variations in pressure. ii. In RPM mode the Pump Boss maintains a constant engine RPM and needs throttle adjustment to compensate for pressure variations. c. If apparatus is equipped with a Relief Valve, properly set. Training and Equipment Manual, Section 303.004, Pressure Control Valves. i. Slowly turn the hand wheel counterclockwise until the relief valve opens and the amber pilot light is lit. ii. Turn the wheel clockwise slightly until the light is out. The relief valve now operates at a set pressure and is set slightly higher than the discharge pressure. 11. Check undercarriage for leaks. a. Water i. Close the open bleeder and drains. b. Fluid i. Oil, radiator, etc. 12. Assess water supply/update command, as needed. a. Water tank level. b. Engine temperature. c. Oil pressure. 14. Note abnormal noises or concerns. a. Motor noises, pump noises, etc. 15. Additional notes. a. Safety concerns. b. Need for further training/improvement in specific areas of IPE. c. Any notes additional notes the evaluator offers. 16. Place the apparatus back in service. a. See Training and Equipment Manual, Section 313.005 Standard Pump Operation and IPE 313.005a, Standard Pump Operation (IPE). Critical Errors: 1. Perform an unsafe act which could result in injury to the crew, or the public. a. Over pressurization of the hose line can cause extreme nozzle reaction and the hose line could possibly be too difficult to handle. 2. Perform an act which did or could have damaged equipment. INFORMATION If the second-in apparatus is delayed, consider pulling a second attack line to expedite 2-out. The primary job is to ensure proper pressures for attack lines. When interior lines are dependent on you, do not move away from the pump panel such a distance where you cannot immediately witness and react to unwanted PDP changes.
