SECTION 311.002 FILTER MASK
PURPOSE
The purpose of this policy is to provide information and guidance relative to the limited
applications and use of filter-type, respiratory-protective devices.
APPLICATION
This device is designed to prevent inhalation of solid particles, dusts, or mists into the
respiratory system; however, it provides little or no protection from smoke, gases,
fumes, and products of combustion.
NIOSH, OSHA, Cal/OSHA, and the Fresno Fire Department (FFD or Department) do
not approve filter-type masks for use in oxygen-deficient atmospheres or where
products of combustion or other toxic gases may be encountered. Self-contained,
positive-pressure breathing apparatus are the only approved respiratory-protection
devices authorized for use under the above conditions.
OPERATIONAL POLICY
The provisions of this section shall apply to all field operations members using or
contemplating using, such devices while engaging in work-related activities at the
scene of a fire, hazardous materials incident, or other emergency.
OPERATIONAL GUIDELINE
Filter masks may be used during some operations, such as removal of insulation from
walls, ceilings, and attic spaces, provided there is no danger from toxic smoke, gases,
fumes, or chemicals.
Filter-type masks are not an authorized substitute for self-contained breathing
apparatus.
