Call to Order Vice Chair Ward called the meeting to order at 5:37 P.M. 2. 5:37 P.M. Roll Call On motion of Commissioner Caglia, seconded by Commissioner Barraza, Commissioner Singh's absence was EXCUSED. The motion carried by the following vote: Aye: 5 - Vice Chair Ward, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin and Commissioner Kucharski. Absent: 3 - Chair McCoy, Commissioner Miller and Commissioner Singh On motion of Commissioner Dohlin, seconded by Commissioner Caglia, Commissioner Miller's absence was EXCUSED. Pledge of Allegiance Vice Chair Ward led the Pledge of Allegiance. 4. Approve Agenda On motion of Commissioner Dohlin, seconded by Commissioner Caglia, the Agenda was APPROVED. City Administration and PARCS Staff Reports and Comments There were no City Administration and PARCS Staff Reports and Comments. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Hearings: 12.-A.ID 25-740 Hearing - Presenting the Mayor’s Parks, After School, Recreation and Community Services Department Budget for Fiscal Year 2025, with Public Comment (PARCS, DPW, DPU, PD) The above item was called to order at 5:42 P.M. and was presented to the Commission by Director Aguirre, Director Standriff, Deputy Police Chief Beckwith, and Director Mozier. Upon call, the following members of the public addressed the Commission: Sharon Hoover, T.J. Nijiar, Mandeep Dhaliwal, and Avtar Mann. Public comment closed at 7:14 P.M. Commission discussion on this item included: Bike trail project transparency. Interdepartmental transfers & funding trends. Parks beautification and irrigation. Park Ranger program metrics. Trash removal and Beautify Fresno. Equity in beautification and tree planting, selection and maintenance. Fire breaks management. Budget allocation equity & transparency. Parkway funding clarification. Open space development support. City of Fresno ***Subject to Mayoral Veto Page 3 May 27, 2025Parks, Recreation, and Arts Commission Meeting Minutes On motion of Commissioner Kucharski, seconded by Commissioner Dohlin, to allocate an amount not to exceed $50,000 from Category 5 funds for planning, design, and potential implementation activities related to the Caglia property, owned by the San Joaquin River Parkway Trust. The motion carried by the following vote: Aye: 5 - Vice Chair Ward, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin, Commissioner Kucharski Absent: 3 - Chair McCoy, Commissioner Miller, and Commissioner Singh On motion of Commissioner Barraza, seconded by Commissioner Caglia, to allocate $300,000 in Measure “P” funds to initiate the planning and development of a plaza-style park or community center at the southeast corner of 7th Street and East César Chávez Boulevard. The motion carried by the following vote: Aye: 5 - Vice Chair Ward, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin, Commissioner Kucharski Absent: 3 - Chair McCoy, Commissioner Miller, and Commissioner Singh On motion of Vice Chair Ward, seconded by Commissioner Dohlin, to amend Recommendation #10 to increase the allocation from $50,000 to $100,000, and clarify that the grants are intended for nonprofit organizations conducting projects or activities in City of Fresno parks. The motion carried by the following vote: Aye: 5 - Vice Chair Ward, Commissioner Barraza, Commissioner Caglia, Commissioner Dohlin, Commissioner Kucharski Absent: 3 - Chair McCoy, Commissioner Miller, and Commissioner Singh On motion of Commissioner Barraza, seconded by Commissioner Dohlin, to recommend that the City Council adopt the proposed FY26 Budget for the Parks, After School, Recreation and Community Services Department, with the Commission expressing its support for the department's proposed allocations and priorities. The above item was called to order at 7:53 P.M. and was presented to the Commission by Division Manager Soliz. Upon call, no members of the public addressed the Commission: Public comment closed at 8:08 P.M. Commission discussion on this item included: Fee structure and policy clarification for Mariposa Plaza events. Fee comparison request. Justification of current fees. Enforcement vs. Contracting. Fee increases from previous year. Insurance requirements. Location clarification. Event classification and oversight. On motion of Commissioner Caglia, seconded by Commissioner Barraza, that the above Action Item be APPROVED. There was no commission discussion on this item. 12.-D.ID 25-776 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans.
