SECTION 403.002B FIRE DEPARTMENT EMERGENCY ACCESS
GATE CONTROL SYSTEMS
PURPOSE
This policy has been established to provide clarification of the Fresno Fire
Department’s (FFD or Department) requirements for the installation of required fire
department access gate control systems (Click2Enter).
APPLICATION
This policy applies to all sites, buildings, facilities, properties, etc. within the City of
Fresno (COF) and contract service areas where a required fire department access
gate control system is installed.
Application of this policy applies to the FFD designated main entrance to sites,
buildings, facilities, properties, etc. and is not intended to apply to secondary means
of Emergency Vehicle Access.
OPERATIONAL POLICY
Based upon the need for uniformity in application across the Department’s diverse
service delivery area, and after careful consideration, the Department has determined
the following:
Permit Requirements
1. As noted in the California Fire Code (CFC), all required fire department access
gate control systems, shall have required construction documents prepared
and submitted for review, approval, and permit issuance from FFD, prior to the
commencement of construction.
Note:
Additional permits from the COF Planning and Development Department,
Building and Safety Services Division may also be required. It is the permit
applicant's obligation to obtain all required permits from all applicable agencies.
2. Permit fees for the fire department access gate control system shall be in
accordance with the currently adopted COF Master Fee Schedule.

3. It is the obligation of the property owner/permit applicant to coordinate the
required installation of a required fire department access gate control systems
for all sites, buildings or facilities, and any resultant delays in obtaining a
certificate of occupancy which are caused by the failure of the property
owner/permit applicant to plan for and coordinate required fire department
access gate control system testing and installation will result in delays in
obtaining a certificate of occupancy.
Installation Requirements (Use or Occupancy)
Installations of required fire department access gate control systems include, but are
not limited to, the following conditions below:
1. All secured access residential uses, including but not limited to:
I. One- and two-family dwelling tracts, developments, etc.
II. Apartments, hotels, motels, and congregate residences,
III. Mixed use sites and/or facilities which include a residential component,
IV. Institutions.
2. Additional access requirements may be required for any secured access sites,
buildings, facilities, properties, etc. at the discretion of the Fire Marshal (or
designee).
Installation Requirements (Equipment)
Installations of required fire department access gate control systems shall be in
accordance with the requirements noted below:
1. All main access gates, including but not limited to, all swinging or rolling gate
sections, shall be electrically powered with battery backup, and equipped with a
Click2Enter-I.V4 system.
2. A plainly visible, approved, visual recognition/feature sign shall be installed directly
adjacent to the gate locations in an FFD approved location.
3. In addition to the requirements noted in this policy, all installations must also be in
accordance with CFC §503.6 requirements and FFD Policy #403.004.
4. Additional frequencies and/or change of frequencies. The required fire department
access gate control systems shall be capable of modification or expansion in the
event frequency changes are required. The property owner shall modify, expand,
or reprogram the required fire department access gate control system at their

expense in the event frequency changes or additions are required, or additional
frequencies needed. Prior approval of a required fire department access gate
control system on previous frequencies does not exempt the property owner from
this requirement.
Equipment Inspection, Testing & Maintenance Requirements (Equipment)
1. Installations of required fire department access gate control systems shall be
maintained in accordance with the manufacturer’s instructions.
2. It is the property owner/permit applicant’s obligation to complete an annual
inspection, operational test, and perform any maintenance or repairs to the system
as noted in the manufacturer’s instructions.
3. Once completed, property owner/permit applicant shall provide evidence of
completed inspection, testing and maintenance of required fire department access
gate control systems to the Fire Marshal (or designee).
4. All inspection, testing and maintenance reports shall be completed in an FFD
approved format, using FPD-F-84. Upon completion, it is the property
owner/permit applicant’s obligation to forward the complete report to the fire code
official using approved electronic media. Paper (hard copy) reports are not
permitted.

INFORMATION
The fire code official has the authority to formulate policies they deem necessary
based upon local conditions related to fire department access, permit requirements,
construction documents and equipment, for all sites, buildings, facilities, and
properties as authorized in the CFC.
Both the CFC and Fresno Municipal Code (FMC), also designate FFD as the local
jurisdictional authority for fire department related access. In the FMC, no other
agency, department, division, etc. may make determinations for fire protection

requirements related to fire and panic safety within the City of Fresno or contract
service areas.
An economic condition, artificial time constraint, or error on the part of the applicant to
obtain a required permit from FFD for the installation of a required fire department
access gate control system prior to commencing construction, is not considered a
valid basis for a request to modify these requirements.
The requirements noted in this policy apply to both required and voluntary systems.

Note:
1. All electrical issues must be addressed by a licensed electrical contractor (C-10).
2. Emergency access gate control system units that need repair must be sent to the
original manufacturer for repairs.
3. Failure of the property owner to make the appropriate repairs in a timely manner
may result in additional penalties per the City of Fresno Municipal Code. For
