MEDICAL ADMINISTRATIVE POLICY
110.001 GUIDELINES AND RESPONSIBILITIES

PURPOSE
This document familiarizes members with the Fresno Fire Department’s (FFD or
Department) Medical Administrative Policy. This policy establishes procedures
utilized by members returning to work after injury or illness as they relate to the
employer, the member, and the member’s attending physician.
APPLICATION
Workplace and non-workplace injuries and illnesses are a fact of life. In an effort to
help members transition smoothly from a no-work status to a modified (light) duty or
full duty work status, the Department has developed the following policy based on city,
state, and national labor standards. This document covers explicitly the
responsibilities of the employer, the member, and the attending physician.
OPERATIONAL POLICY
It is the policy of the Department to provide a comprehensive and systematic Medical
Administrative Policy.

PROCESS
The Department’s Medical Administrative Policy consists of a series of documents
designed to help the injured/ill member and the Department’s administrative staff
effectively navigate through the process of clearing a member to return to work after
having been on a no-work status. It clearly defines the options available to, and the
responsibilities of, all parties involved.
Employer’s Responsibilities
The Department recognizes a safe work environment and healthy members increase
productivity and help provide the best service possible. Knowing members can, and
will, become sick or injured, the Department recognizes the need to have a system in
place, allowing members to transition easily from a no-work status to a full duty work
status.
The following is a list of responsibilities the Department has committed to and will
provide for its members:
Provide a safe working environment.
Develop and maintain a Medical Administrative Policy, including
establishing the program’s guidelines and responsibilities.
Educate members about the Medical Administrative Policy
procedures.
Develop and keep current list of Physical Minimum Qualifications
(PMQ).
Develop and keep current Medical Status Report Form (FD-79).
Make every effort to develop meaningful and safe modified (light)
duty opportunities.
Train members on proper reporting of incidents.
Promptly respond to member reports of on-the-job injuries and
illnesses.
Communicate with the attending physician the parameters of the
Department’s Medical Administrative Policy and modified (light) duty
requirements.
Regularly communicate with injured members while away from work
and monitor their progress.

Member’s Responsibilities
Injured or ill members will keep the Department updated on his/her condition and
prognosis. This allows the Department to monitor the care given to its members and
helps keep members informed of any meaningful light-duty positions available.
The following is a list of responsibilities for which the Department members shall be
held accountable:
Know and follow safety policies and procedures.
Report any injury immediately.
Inform the attending physician (if medical attention is required)
modified (light) duty opportunities may be available and provide the
attending physician with pertinent Medical Administrative Policy
guidelines including the appropriate FD-79.
Return FD-79 to the Safety and Wellness Officer at headquarters
within one business day of physician’s visit.
Follow attending physician’s orders and Department policies
regarding restrictions while at home or at work.
Contact the Safety and Wellness Officer every two weeks with status
updates and immediately when work status changes.
Attending Physician’s Responsibilities
When a Department member is injured or ill, his/her attending physician not only
provides patient care but also becomes a critical link in the Medical Administrative
Policy. The attending physician must understand the importance of accurately
documenting the member’s work restrictions. A detailed description of the
Department’s PMQ is listed in Administrative Manual, Section 110.005, and on the
Medical Status Report Form (FD-79).
The following is a list of the attending physician’s responsibilities:
Understand what modified (light) duty options are available through
the Department’s Medical Administrative Policy.
Understand what Modified and Full Duty Work Assignments for
Department members entail. List all pertinent work restrictions on
the appropriate FD-79 (or attach physician’s restrictions to signed
form).

Review and complete the appropriate FD-79. The physician must
sign the form and indicate he/she has read and understands the
PMQ listed on the lower portion of the form.
Request any follow-up or clarification information needed from the
Safety and Wellness Officer at headquarters.
