HomeMy WebLinkAbout109.002 - All Officers Fresno City Fire Department 100 Administrative Manual SECTION 109.002 ALL OFFICERS ALL OFFICERS Section 1 Officers of the Fresno Fire Department (FFD or Department) shall have titles as follows and shall, for administrative purposes, rank in the order mentioned: • Fire Chief • Fire Deputy Chief • Fire Battalion Chief • Fire Captain Section 2 Officers have the authority and responsibility to enforce the regulations and orders of the Department and will be held accountable for such. Section 3 Officers will be responsible for the full performance of the duties delegated to them and require subordinates under their command to comply with all orders, Standard Operating Procedures, Administrative Manual policies and practices of the Department. They will promptly report, by well-sustained charges, any flagrant violation and dereliction. Section 4 Officers will be diligent and active in enforcing the rules, requiring strict compliance and prompt correction of any improprieties. No officer shall tolerate or connive any violation or evasion of the rules. Section 5 Officers will be just, dignified, and firm in all dealings with subordinates and will see that good order and proper discipline are maintained among the members of the Department. Alcorn, Fire Chief Current Revision Date: 12/18/2023 Section 109.002 Next Revision (1) Date: 12/18/2026 Page 1 of 4 Section 6 When, in their judgment, an offense committed by a member under their command is sufficiently serious to warrant immediate action, officers have the authority to summarily relieve such member of his/her duties. An immediate verbal report of such action will be made through channels, followed by proper and well sustained written charges on which official relief from duty may be made by the Fire Chief. Section 7 It is the officer’s duty to decide promptly any question of doubt on the part of their subordinates relative to the interpretation of regulations or orders and in sudden emergencies to prescribe the immediate action to be taken. Section 8 Officers will maintain the electronic Day Book with a daily history of all activities and operations of their respective units. Officers in charge of a division or section, etc., not specifically charged with the duty of keeping a Day Book, will keep on file, in an orderly manner, reports and materials relative to the function of their office. Section 9 Officers will be responsible for the correct notation of all verbal orders and directions having a general application; and, at the time of relief, shall appraise one another of occurrences and happenings pertaining to their tour of duty. Section 10 Officers will make prompt verbal reports to their Superior Officer of any unusual occurrence concerning the Department. All such occurrences are to be investigated at once; and, when necessary, a report containing facts of the case forwarded with promptness. Section 11 Officers will preserve, until their purposes have been served, all orders, notices, communications, and records pertaining to the operation of their respective units. Alcorn, Fire Chief Current Revision Date: 12/18/2023 Section 109.002 Next Revision (1) Date: 12/18/2026 Page 2 of 4 Section 12 Officers will be responsible for the completeness, accuracy, and dispatch of all reports with which they are concerned. No reports or communications will be intercepted or unnecessarily delayed in transit. Section 13 In conducting the business of the Department, officers will, if possible, personally and directly administer the affairs with which they are involved or responsible. Section 14 Officers shall ensure all fires are extinguished with the least possible danger to life and property, prevent unnecessary damage by water or other extinguishing agents, take proper precautions against rekindle, and leave the premises in a safe condition. Section 15 Officers shall take precautionary measures to prevent unnecessary risks to members of the Department. Section 16 Whenever a member saves human life at the risk of his/her own or performs an especially commendable act, the officers under whom the act was performed is to make a full report on the subject and forward through channels to the Fire Chief. Section 17 The number of personnel normally assigned to all units will be maintained as far as practicable, a deficient number of personnel shall be reported when the efficient operation of the service is jeopardized. Section 18 No officer will interfere in matters or operations for which another officer of equal rank is responsible, except with the latter’s consent or by order of a superior officer. Conflict of authority must be strictly avoided. Effective Date: October 2007 Billy P. Section 20 When in charge at any incident, officers have the authority to direct the operation of controlling and mitigating the incident and take the necessary precautions to prevent further fire spread. In the course of any operations, officers may prohibit approach to any incident scene by any person, vehicle, or thing and may remove or cause to be removed and kept away from the incident scene any vehicle or thing and all persons not actually and usefully employed, in the judgment of said officers in the controlling of such incident or preservation of property in the vicinity thereof. Exceptions: • The news media, unless they are endangering firefighters, the public, or hindering Department operations. • At crime scenes, such as an arson fire, all unauthorized persons may be excluded, including the media.
