Johnson, Senior Administrative Clerk Section 106.031 Page 1 of 4 PURPOSE The goal of the Juvenile Fire Education Program (JFEP) is to educate juveniles between the ages of 4 and 18 who are identified as good candidates for the program with the Fresno Fire Department (Department or FFD). APPLICATION Education will take place through the implementation of evidence-based prevention and intervention strategies in order to successfully address fire setting behavior. A “JFEP” checkbox is located in the drop-down section under the Basic Additional Information tab of Tiburon. The Department utilizes this check-box to comply with the NFIRS reporting system. The Company Officers shall check this box, along with the “COST” - Cost Recovery Incident checkbox (Refer to Standard Operating Procedures Manual, Section 201.002, Fire Scene Investigation Procedures) for all fires that are classified as accidental or intentional and suspected of having juvenile involvement. In addition, the “Person’s Involved” section of the Tiburon incident module shall be populated with both the juvenile and the guardian contact information to create an appropriate audit trail for tracking and any requisite additional follow up. Section 106.031 Page 2 of 4 PROCESS When a juvenile between the ages of 4 and 18 has been identified as the cause, or suspected cause, of a fire, it necessitates proper documentation in Tiburon. The company officer will populate the Incident Report by checking the JFEP – Juvenile Fire Education Program checkbox and the COST - Cost Recovery Incident check- box located in the “Basic Add. Info” section of the Tiburon incident module. When the JFEP box is checked the incident report will be routed to the JFEP@Fresno.Gov email address. The juvenile will be contacted and assessed for eligibility and suitability, and, if appropriate, referred to the next Youth Fire Setter Academy offered in the either the Spring or Fall. Additionally the incident will incur suppression cost recovery. The cost recovery fees will be waived up graduation, once the juvenile has successfully completed the two (2) day Youth Fire Setter Academy. INFORMATION Information gathered by the company officer is not intended to brand the juvenile as a criminal. The information is used to measure recidivism rates for fire setting incidents, help establish a pervasive pattern of behavior, and any subsequent burn injury counts for the individual. Similarly, changes in juvenile caused fire counts and burn injuries within the department’s jurisdiction as a whole will serve as efficacy metrics. In contrast to a punitive approach that may be perceived as harsh, this program focuses on several areas of interest to the individual including: responsibility, character building, decision making, self-esteem, and fire safety. The program is dedicated to providing early intervention for at-risk juveniles before they reach adulthood; at which point they would face far more substantial consequences for their actions. Juveniles are taught to think about cause-and-effect and their own intrinsic value in relation to the decisions they make as well as the consequences that may result. This results in positive outcomes for the individual and the citizens of the community who could be negatively impacted in the absence of such an intervention. Once the juvenile is found as a viable candidate for the JFEP program, an Administrative Manual, Section 106.031 Juvenile Fire Education Program (JFEP) Juvenile Referral Procedure, FD-14 JFEP Initial Intake Form will need to be completed on their behalf.
