PURPOSE
This policy institutes guidelines for the establishment and organization of the Fresno
Fire Department (FFD or Department) Safety Committee.

OPERATIONAL POLICY
It is Department policy to provide the highest level of safety and health for all members.
The prevention and reduction of accidents, injuries, and occupational illnesses are
Department goals and will be primary considerations at all times. This concern for
safety and health applies to all others who may be involved in Department activities.
The Department will make every reasonable effort to provide a safe and healthy work
environment, recognizing the dangers involved in the types of service delivered. All
members will operate with heightened concern for safety and health. Appropriate
training, supervision, procedures, program support, and review will be provided to
achieve specific safety and health objectives in all functions and activities.

INFORMATION
Safety Strategy
The Department will operate a safety program to eliminate accidents, injuries, medical
and hazardous material exposures, and damage to equipment and facilities. The
basic safety strategy will:
Reduce the likelihood of sustaining accidents and injury by maintaining
a work force physically and mentally fit.
Provide high-quality, state-of-the-art equipment and protective clothing.
Conduct regular safety inspections of worksites and equipment.
Keep all Department members informed of the status of safety
programs, issues, and Departmental safety performance.
Observe safety performance and provide feedback. Ensure effective
treatment and rehabilitation services are provided to Department
members.
Collect and analyze accident, injury, and exposure information.
Formulate specific action plans to improve safety.
Safety Program Supervisor
The safety program supervisor will be responsible for oversight and management of
the Department safety program. Duties will include:
With the Training Unit representative, chair the Safety Committee by
preparing meeting agendas, notices, and minutes.
Distribute safety posters, bulletins, and newsletters.
Provide input on equipment and protective clothing safety.
Manage the safety inspection program.
Ensure all accidents, injuries, and exposures are investigated.
Maintain accident, injury, and exposure statistics.

Review supervisor accident and injury reports and report trends to the
Training and Operations Deputy Chief and the Safety Committee.
Make recommendations to reduce or eliminate accidents and injuries.
Provide for safety education of all Department members.
Act as liaison with CAL/OSHA.
Fire Department Safety Committee
The Safety Committee will provide policy guidance pertaining to health and safety
issues.
The safety program supervisor reports quarterly to the Safety Committee regarding
the impact and implementation of the safety program and the effectiveness of any
specific program actions.
The Safety Committee also acts as a fact-finding and review agency with the authority
to cause immediate corrective action when any hazardous condition or practice is
detected.
The Safety Committee will:
Meet quarterly to address safety issues.
Establish subcommittees as necessary.
Assign subcommittee projects.
Review the effectiveness of safety activities.
Develop and implement safety procedures.
Implement components of the Department Injury and Illness Prevention
Program.
Make recommendations regarding equipment modification, procedure
or method changes, development, and enforcement of rules.

Safety Committee Members
The Fire Chief has overall responsibility for the Department safety program. The
Safety and Wellness Officer and the Civilian Training Officer are the chairpersons.
Other members will include:
One representative from FFD Chief Officers (battalion chief).
One representative from FFD Training Division.
One representative from Support Services (manager).
One representative from FFD Prevention Division.
One representative from FFD Operations Division.
One representative from Local 202.
One representative from Risk Management.
Subcommittees
The Department Safety Committee may establish subcommittees to address specific
safety issues. Subcommittee members can be appointed by the Fire Chief,
appropriate deputy chief, or the Safety Committee chairpersons.
The role of a subcommittee is to initiate and implement accident and injury prevention
procedures, review accident and injury reports, and to perform work assigned by the
Safety Committee.
If, in the opinion of the Safety Committee chairpersons, additional members with
specific technical knowledge would be helpful during an investigation of a specific
injury, accident, or near miss, they may be added to the Safety Subcommittee.
