PURPOSE
The purpose of this policy is to institute guidelines for the establishment and
organization of the Fresno Fire Department (FFD or Department) Sworn Safety
Uniform/PPE Committee.
APPLICATION
It is the policy of the Department to provide uniform and personal protective
equipment (PPE) standards for all members. The formation of a Sworn Safety
Uniform/PPE Committee will help facilitate these goals.
OPERATIONAL POLICY
The Department will maintain the Sworn Safety Uniform/PPE Committee to
coordinate the research, evaluation, and specifications for all uniforms and personal
protective equipment. The Sworn Safety Uniform/PPE Committee will provide policy
guidance pertaining to Class A, Class B, and physical fitness uniforms. In addition,
the Sworn Safety Uniform/PPE Committee will ensure standards pertaining to
turnouts, gloves, boots, helmets, and other pieces of Department-required PPE are
met.
The Sworn Safety Uniform/PPE Committee will:
Serve as an advisory body to the Fire Chief.
Meet as needed to address Department sworn-safety uniform/PPE
issues.
Establish subcommittees as necessary.
Assign subcommittee projects.

Develop and implement sworn-safety uniform specification and
policies.
Research and evaluate sworn-safety PPE.
Meet with vendors as necessary.
OPERATIONAL GUIDELINE
The Sworn Safety Uniform/PPE Committee chairperson reports to the Fire Chief.
Committee members include:
Two sworn-safety members appointed by Administration.
Two sworn-safety members appointed by IAFF Local No. 753.
The committee may utilize other Department members for advisory
purposes.
PROCESS
Members are encouraged to submit suggestions to the Sworn Safety Uniform/PPE
Committee to improve the efficiency, safety, and appearance of the Department with
respect to the scope of the Sworn Safety Uniform/PPE Committee. Suggestions
and/or recommendations must be forwarded in writing through channels with
supporting background information to the Sworn Safety Uniform/PPE Committee
chairperson.
Due consideration should be given to all valid suggestions and/or recommendations
submitted. The Sworn Safety Uniform/PPE Committee should respond in writing
within 45 days to the member submitting the recommendation stating the action
taken by the Sworn Safety Uniform/PPE Committee.
In the event suggestions or recommendations receiving favorable consideration by
the Sworn Safety Uniform/PPE Committee require expenditure of unavailable
resources, the items should be requested in the budget for the subsequent fiscal
year.
INFORMATION
Approved Sworn Safety Uniform/PPE Committee recommendations are to be sent to
the Fire Chief for final consideration.

The Sworn Safety Uniform/PPE Committee must consider other applicable policies
of the City of Fresno and the Department.
