SECTION 104.013 SUB-JOINT APPRENTICE COMMITTEE (SUB-JAC)
PURPOSE
The purpose of this policy is to institute guidelines for the establishment, organization,
and operation of the Sub-Joint Apprenticeship Committee (Sub-JAC).
APPLICATION
This policy applies to all California Firefighters Joint Apprenticeship Committee (Cal-
JAC) apprentices to include firefighters, engineers, captains, and fire inspectors. The
policy also applies to any sworn suppression or prevention staff who may seek
reimbursement for career development, education, and training.
OPERATIONAL POLICY
The Sub-JAC Committee shall be composed of an equal number of representatives
from management and labor. The subcommittee shall act on behalf of Cal-JAC on
matters affecting apprentices, and such actions are subject to approval, modification,
or reversal by Cal-JAC. The current Fresno Fire Department (FFD or Department)
Sub-JAC representatives are listed below:

Quorum and Voting
A quorum must include a majority of Sub-JAC members from management and a
majority of Sub-JAC members from labor. All Sub-JAC members, including the Chair
and Secretary, have the right to vote on every subject that comes before the Sub-JAC.
To pass a motion before the Sub-JAC, a majority of management members and a
majority of labor members must vote in favor.
The Sub-JAC Committee will meet at least once each year, and all minutes are to be
shared with Cal-JAC.
To qualify for reimbursement, members must enter training in the Learning
Management System (LMS) within ten (10) calendar days of completion of training.
Do not wait until you receive your certificate to enter the training. If the course is not
located in the LMS, contact the Training Division for directions.
OPERATIONAL GUIDELINE
Apprenticeship
To receive journey certification, apprentices must successfully complete the following
minimum apprenticeship requirements.

The Joint Apprenticeship Program considers on-the-job training as well as formal
training for accumulation of hours. Work experience is identified in the apprenticeship
agreement as work processes. This is the number of on-duty hours an apprentice is
expected to work during the course of the apprenticeship.
Training hours include academy training, as well as related and supplemental
instruction (RSI). Cal-JAC conducts an audit of all apprentices bi-annually. When an
apprentice achieves sufficient hours of experience and supplemental instruction,
journey certification is issued indicating the member has attained journey level status
in the occupation.

Sub-Joint Apprenticeship Committee
Sub-JAC determines how CAL-JAC funds are spent. Any sworn member of the
Department may request Cal-JAC funds for a given project. Sub-JAC made a
commitment to reimburse the Department’s sworn suppression and fire inspectors up
to $600 for enrollment and certification costs for any fire service-related course,
seminar, or for any course listed in the Department’s Career Development Guide (see
Administrative Manual, Section 103.001). Reimbursement is limited to $1500 per
member, per fiscal year. Once the Sub-JAC fund decreases to $20,000, all automatic
reimbursements cease, and all further expenditures are subject to approval of the
committee.
To request reimbursement, members must complete Form FD-68 Sub-JAC
Reimbursement Form, attach applicable required documentation, and submit it to the
Training Division. Supporting documentation includes the following:
• Copy of receipt showing amount paid.
• Copy of grade transcript, certification, or proof of successful completion.
Members will be notified upon approval. Reimbursement checks can be picked up at
the Training Division.
The Department is not reimbursed by CAL-JAC for submissions made after the end
of the month reporting is submitted (no later than the tenth day of the following month).
This makes it imperative that members requesting Sub-JAC reimbursement enter
their hours in the LMS no later than 10 days after course completion to ensure
the Department receives the credit for the training completed.
PROCESS
The Training Division is responsible for initiating the apprenticeship agreement for all
newly hired or recently promoted apprentices.
• The Apprenticeship Agreement Application will be assigned to the new
apprentice within the first five (5) days of hire or promotion via the LMS.

• The apprentice will submit the required information to generate an
agreement for the Division of Apprentice Standards and provide their
signature at the bottom of the form.
Supplemental Training
It is the responsibility of the apprentice to document supplemental training in the LMS.
Supplemental training is documented to assure development of the apprenticed
member. In addition, the Department receives reimbursement for costs and expenses
associated with apprenticeship training in the amount of $4.60 per instructional hour.
Reimbursement funds are deposited into an account developed by Cal-JAC.
Documentation
The following are examples of training that can be documented in the LMS:
• Multi-company drills
• Specialized rank
training
• Meetings
• Morning line-up and
briefing
• Individual performance
evolutions (IPE)
• Station training
• Individual study
• Special training sponsored
by the Department.
• College course work
Apprentices are instructed to use .25-hour increments when documenting
supplemental training.

DEFINITIONS
California Firefighters Joint Apprenticeship Committee (CAL-JAC) was
established through a partnership between the California Professional
Firefighters Association, the California State Fire Marshal, local government,
the Department of Labor, and the Department of Education. In 1990, the
Department and the Fresno Firefighters Local 202 established a subscription
agreement to participate in the CAL-JAC program.
