PURPOSE
The purpose of this policy is to institute guidelines for the establishment and
organization of the Wildland Fire Advisory Committee (WFAC).
APPLICATION
The WFAC advises the operations chief on operational issues regarding vegetation
fires inside and outside of the Fresno Fire Department’s (FFD or Department)
jurisdiction and assist in planning, mitigation, and education efforts regarding
vegetation fires.
OPERATIONAL POLICY
The function of the WFAC is to provide administrative oversight regarding vegetation
fires inside and outside of the Department’s jurisdiction as directed by the Fire Chief.
OPERATIONAL GUIDELINE
The WFAC provides research, evaluation, and recommendations of topics related to
wildland firefighting practices, as well as assisting in planning, mitigation, and
education efforts regarding vegetation fires, as directed. This may include, but is not
limited to, pre-incident planning, conducting mitigation and/or community educational
programs, training, policy and procedure review or development, and equipment and
apparatus research and specification recommendation.
Members appointed to the WFAC should have previous or current involvement in
specialized wildland fire operation assignments and/or involvement as an instructor
in the training and education of wildland program content as determined by the Fire
Chief. The WFAC is a standing advisory committee, chaired by a chief officer.

Committee members include:
• Chief officer (Chair)
• Two (2) sworn-safety members appointed by Fire Chief
• Two (2) sworn-safety members appointed by IAFF Local No. 753
PROCESS
The WFAC will attempt to:
Meet twice a year; however, additional meetings may be scheduled
as needed. All meetings are subject to budgetary constraints. The
Chair schedules meetings based on Department needs.
Make recommendations regarding Department operational policies
and procedures in regards to vegetation and wildland fire responses.
Work in coordination with the Training Division to ensure wildland fire
training programs address local, state, and federal standards and
criteria.
Assist with the Department’s California Incident Command
Certification System (CICCS) Peer Review process, currency of
incident qualifications and position task book completion.
Work in coordination with other standing advisory committees (i.e.,
apparatus, equipment, uniform) to provide recommendations/
information on matters relevant to matters overseen by the WFAC.
Work with local, state, and federal agencies to maintain and improve
the Department’s emergency response to vegetation and wildland
response.
Assist in the pre-planning, mitigation, and community education
process for identified threat/risk areas.
Provide policy update recommendations and submit to the Fire Chief
for final approval. The Fire Chief has final authority on policy
changes.

The WFAC may establish task-oriented workgroups to address
specific wildland issues. Members who have assisted the Training
Division in providing wildland fire training may be utilized for
workgroups when appropriate. Workgroup members may be
appointed by the WFAC Chair.
