SECTION 104.002b COMMUNICATIONS TEAM
PURPOSE
The purpose of this policy is to institute guidelines for the establishment and
organization of a Department Communication (COM) Team. It is Fresno Fire
Department’s (FFD or Department) policy is to provide communication services to
internal and external customers of the Department in accordance with Unit 5
Memorandum of Understanding.
APPLICATION
This policy addresses how COM Team members are qualified, certified, and staffed.
This policy is to be applied to all members of the COM Team and to members seeking
qualifications to be on the team.
Note: Reference Administrative Manual, Section 104.002, Specialty
Team General Guidelines for information pertaining to all
specialty teams.
OPERATIONAL POLICY
The Department shall maintain a COM Team. The COM Team will meet annual
training requirements, comply with NFPA Standard 1221, and NFPA Standard 1061.
The number of appointed team members necessary to carry out the Department’s
mission is deemed by the Fire Chief.
The COMTeam memberswho receive specialty pay consist of the following personnel
assigned to the designated COM station:
3 captains.
3 engineers.
3 firefighters.

OPERATIONAL GUIDELINE
In addition to the members assigned at the designated COM station, every effort will
be made to maintain a pool of qualified COM members at the following levels:
4 captains (3 assigned to the station, 1 not assigned to the station)
4 engineers (3 assigned to the station, 1 not assigned to the station)
4 firefighters (3 assigned to the station, 1 not assigned to the station)
There are two functional positions within the COM Team:
1. COM Team Liaison Battalion Chief:
Battalion Chief assigned to support the Team Coordinator in fulfilling
their responsibilities. The liaison battalion chief should assist with
staffing and maintaining certification compliance of the team. Reports
to the Administrative Special Operations Battalion Chief.

2. COM Team Coordinator:
Member in charge of managing administrative tasks to fulfill team
required annual training, meetings, and grant funding. Works with the
liaison battalion chief to ensure the team meets their goals and
objectives.
The COM Team will address improvements in the communications system and is
responsible for the following:
Provide inventory control of radio equipment.
Establish and maintain repair procedures for radio equipment.
Program radio equipment.
Establish and maintain repair procedures for Mobile Data Terminals.
Coordinate with GIS personnel as needed.

Recommend program changes to the Special Operations Chief via
the COM Team Liaison Battalion Chief.
Participate in training to enhance skills.
PROCESS
To become minimally qualified for the COM Team, a member must complete the
following training:
NWCG S-258.
Attend the yearly Communications Academy.
Complete the Communications Core Competency Task Book.
In order to become fully qualified for the COM Team, a minimally qualified member
must complete the following training:
NWCG S-358.
INFORMATION
Appointment of team members is made in accordance with Administrative Manual,
Section 104.002, Specialty Teams General Guidelines.
Team members are required to obtain annual certification requirements. Certification
requirements are as follows:
1. Annual Certification Requirements:
a. Completion of 8 hours of Continuing Education (CE) within the
calendar year. The Department is to provide a minimum of 8 hours
of training per calendar year.
i. CE should be scheduled by COM Team Coordinator.
b. Participation in at least two of the quarterly COM Team meetings per
y ear (missed quarterly meetings can be made up by notifying team
coordinator ahead of time prior to meeting then meeting with the
team’s coordinator on own time).
ii. Time spent at COM Team meetings count towards CE.

c.Attend the annual Communications Academy or demonstrate
proficiency in the core competency task book with the team
coordinator.
DEFINITIONS
1.Certification: All requirements that must be met annually in order to maintain
the status of qualified (either minimally or fully).
2.Fully Qualified COM Team Member:A qualified member who has
completed all the following course:
NWCG S-358.
3.Minimally Qualified COM Team Member:An appointed member who
has completed the following:
NWCG S-258.
Completed Communications Task Book .
Communications Academy or demonstrated proficiency in the core
competency task book .
