HomeMy WebLinkAbout104.002a - Aircraft Rescue Fire Fighting (ARFF) Team Fresno City Fire Department 100 Administrative Manual SECTION 104.002a AIRCRAFT RESCUE FIRE FIGHTING (ARFF) TEAM PURPOSE The purpose of this policy is to institute guidelines for the establishment and organization of an Air Rescue and Fire Fighting (ARFF) Team. Fresno Fire Department’s (FFD or Department) policy is to provide ARFF response capabilities for the mitigation of emergency operations in accordance with Unit 5 Memorandum of Understanding and the Interdepartmental Service Agreement between FFD and the City of Fresno Airports Department. APPLICATION This policy addresses how ARFF team members are qualified, certified, and how the team is to be staffed. This policy will be applied to all appointed members of the ARFF team and members seeking qualifications to be on the team. Note: Reference Administrative Manual, Section 104.002, Specialty Team General Guidelines for information pertaining to all specialty teams. OPERATIONAL POLICY The Department shall maintain an ARFF Team. ARFF team members shall meet initial and annual training requirements every 12 consecutive calendar months (CCM) to enhance job skills and comply with all existing Federal Aviation Administration (FAA) laws and ordinances including CFR/FAR 139, FAA AC, Airport Certification Manual (ACM), and Airport Emergency Plan (AEP). The number of appointed team members necessary to carry out the Department’s mission is deemed by the Fire Chief. The ARFF team members who receive specialty pay consist of the following personnel assigned to the two designated ARFF stations: 6 captains 6 engineers 3 firefighters Effective Date: October 2007 Keola Park, Captain Current Revision Date: 08/02/2022 Section 104.002a Next Revision (2) Date: 08/02/2024 Page 1 of 11 OPERATIONAL GUIDELINE The staffing of the ARFF Station (AR -1 and AR-2) requires two (2) qualified ARFF Operators (1-captain and 1-engineer). Station 10 is a designated ARFF station, and which only qualified ARFF members may draw with the expectation that they will be used to staff vacancies at AR1 and AR2. In addition to the members assigned at the designated ARFF stations, every effort will be made to maintain a pool of qualified ARFF team members at the following levels: 7 captains (6 assigned to the stations, 1 not assigned to the station) 7 engineers (6 assigned to the stations, 1 not assigned to the station) 4 firefighters (3 assigned to the stations, 1 not assigned to the station) There are two functional positions within the ARFF Team: 1. ARFF Team Liaison Battalion Chief : Battalion Chief assigned to support the Team Coordinator in fulfilling their responsibilities. The liaison battalion chief should assist with staffing and maintaining certification compliance of the team and serve as the liaison between the ARFF Team and the Airports Department. Reports to the Administrative Special Operations Battalion C hief. Note: Reference Administrative Manual, Section 101.001, Administrative Assignments. 2. ARFF Team Coordinator: Member in charge of managing administrative tasks to fulfill team required annual training, inspections, and meetings. Works with the liaison battalion chief to ensure the team meets their goals and objectives. The ARFF Team addresses improvements in responses to the following: Large air carrier aircraft Small air carrier aircraft Rotor wing aircraft Effective Date: October 2007 Keola Park, Captain Current Revision Date: 08/02/2022 Section 104.002a Next Revision (2) Date: 08/02/2024 Page 2 of 11 General aviation aircraft Military aircraft Specialized aircraft Passenger terminal evacuation Rescue of entrapments Fuel spills Terrorist events The ARFF Team is responsible for the following: Making recommendations to the ARFF Coordinator with changes regarding status and/or operation of the team. Participate in training to enhance skills. Inspect all fuel trucks as required by FAA in accordance with NFPA 407 Standard for Aircraft Fuel Servicing. Monthly inspection of ramp dry chemical fire extinguishers. Foam and dry chemical systems maintenance and testing. Annually inspect all assigned hydrants located on the airport property. PROCESS To become qualified for the ARFF Team members must complete the following training: 1. CSFM Fire Control 5 2. FAA 139 Live Burn (current within the past 12 CCM) 3. Completion of Task Book (AC 150/5210-23) 4. Fresno Yosemite International (FYI) Airport Operating Area Badge INFORMAT ION Appointment of team members is made in accordance with Administrative Manual , Section 104.002, Specialty Teams General Guidelines. Team members are required to obtain annual training and certification requirements of the FAA. These training and certification requirements are as follows: 1. Annual Certification Requirements: a. Complete a minimum of twenty -four (24) hours of training in the calendar year consistent with FAA requirements. b. Recurrent training scheduled by the ARFF Coordinator every 12 CCM in accordance with CFR 139 requirements: Airport Familiarization Aircraft Familiarization Rescue and Firefighting Personnel Safety Emergency Communications Systems Use of the Fire Hoses, Nozzles, Turrets, and Other Appliances Application of the Types of Extinguishing Agents Emergency Aircraft Evacuation Assistance Firefighting Operations Adapting and Using Structural Rescue and Firefighting Equipment Aircraft Cargo Hazards Familiarization with Firefighters’ Duties Under the Airport Emergency Plan Effective Date: October 2007 Keola Park, Captain Current Revision Date: 08/02/2022 Section 104.002a Next Revision (2) Date: 08/02/2024 Page 4 of 11 Surface Movement Guidance and Control System (SMGCS) Explosive Devices Specialized Equipm ent (FLIR, DEVS, etc.) Remain current and training in Emergency Medical Services FYI Airport Badge current Movement Area Drivers Training (in accordance with FAR 139.329) Participate in one live fire training every 12 CCM as per 14 CFR § 139.319 c. Participation in at least two of the quarterly ARFF Team meetings per year (missed quarterly meetings can be made up by notifying team coordinator ahead of time prior to meeting then meeting with the team’s coordinator on own time). DEFINITIONS 1. Certification: All requirements that must be met annually in order to maintain the status of qualified. 2. Consecutive FAA evaluates the ARFF team on a rolling 12 Calendar Months consecutive calendar month. Adherence to training (CCM): is imperative for successfully passing an FAA inspection. 3. Qualified ARFF An appointed member who has completed all the Member: ARFF required training listed under the process section of this policy. Members may be utilized to fill daily vacancies for their respective team.
