SECTION 103.003 ISA TRAINING CLASS REQUIREMENTS
PURPOSE
The purpose of this policy is to explain the training requirements necessary to meet
the obligations outlined in the Master Instructional Services Agreement (ISA) between
the Fresno Fire Department (FFD or Department) and Fresno City College (FCC).
APPLICATION
This policy applies to all training occurrences that qualify for ISA hours.
OPERATIONAL POLICY
The FFD shall offer Advanced Firefighter Continuing Education (FIRET-233) to fulfill
annual mandatory continuing education requirements. Courses may be offered in a
seminar, lecture, or lab format. All ISA members are automatically enrolled in this
course.
All training validated as ISA hours will have an instructor of record present to provide,
supervise, and ensure curriculum is in accordance with the instructor of record and
ISA agreement. The on-site instructor of record shall be identified as the lead
instructor on the training roster.
1. Agreement for On-Site Supervisor and Instructor Services:
Each instructor of record shall have a signed Agreement for On-Site
Supervisor and Instructor Services (See Attachment 1) on-file in the
Training Division.
2. Minimum Qualifications for The Instructor of Record:
The instructor of record shall have the following minimum qualifications:
• A bachelor's degree or higher, and two years of professional
experience directly related to the member's teaching assignment; or
o Associate degree, and six years of professional
experience directly related to the member's teaching
assignment; or

o Equivalent education and/or experience (requires an
equivalency)
Equivalency is a process the Department uses to
screen prospective instructors through FCC and
requires a minimum of 10 years of experience to
meet the equivalency standards; or
A valid California Community College Teaching
Credential.
• The Training Division maintains a roster of all instructors of record.
OPERATIONAL GUIDELINE
1. Instructor Responsibility:
To ensure a high quality of instruction and comply with state regulations
related to educational records, all classes must have the following
information maintained:
a. Course Title:
b. Course Hours: Course hours presented to each member [e.g., if
a two-hour class is delivered to three (3) shifts and a make-up
day, the course hours are two (2)].
c. Number of Presentations: Total number of occurrences the class
is presented (e.g., if a two-hour class is presented four (4) times
per day for three (3) shifts and one (1) makeup class per shift, the
number of presentations is 15).
d. Date(s) of the Presentation(s):
e. Course Outline: The course outline does not need to be as
extensive as a teaching outline and is used primarily for record of
the class. A layout of a sample course outline is attached. (See
Attachment 2.). The outline must include the following headings:
i. Course Title
ii. Reference
iii. Course Objectives

iv. Course Content
f. Course Evaluations: Course evaluation sheets must be
completed by students in every class.
PROCESS
1. FCC Contract Instruction:
Sworn members are enrolled in either FCC contract instruction or Joint
Apprenticeship Committee (JAC). Members not assigned to the JAC
program will be in the FCC contract instruction program. Training staff
will complete FCC – Fire Academy Special Topics Registration Form
(See Attachment 3), obtain members signatures, and submit to FCC.
Once the completed registration form is accepted at FCC, members are
registered for the duration of the school semester and will remain
registered as long as they continue to attend FFD/FCC contract
instruction classes each semester. Members who lapse in the program
due to extended absence (i.e., long-term illness) must reapply. FCC
tracks current registration and will inform the Training Division if a lapse
occurs.
Instructors will provide the Training Division with a resume supporting
their expertise in the field they are instructing. One resume should be
completed for various course presentations, but the resume must
support expertise in each field.
2. Documentation of Training:
All training occurrences should be recorded on a FD-22T - FFD Training
Attendance/Overtime Roster and include the following documentation:
• Subject of training
• Date of training
• Location of training
• Start and end time
• Total hours of training
• Name and signature of the employee

• Name and signature of the instructor(s). The Instructor of Record
will be recorded where indicated.
The completed FD-22T should be submitted to the Training Division no
later than the closing of business on the following day for entry into the
Learning Management System (LMS).
Instructors may forgo using the hardcopy FD-22T and instead enter
members training directly into the LMS by using the Record Completions
function and follow up with an email to the Training Division advising the
entry was made.
3. Training Division Responsibility:
The course outline of record for ISA training is FT-233.
• Members claiming hours are to complete a minimum of 24 training
hours in all categories/subjects within the course outline each
semester.
Training hours are to be reported by authorized Training staff on the
FCC provided FCC – ISAs (Fire) – OneDrive. The Training staff member
must receive prior authorization and user access to log-in to the site.
This reporting method standardizes reporting across agencies and
enhances efficiency and accountability of data entry for record and
payment.
4. Filing Training Reports:
• Beginning August 10, 2020, hours will be reported no later than
the first Friday of the following month.
• The reporting period will end on the last Friday of each month.
EXAMPLE: NOVEMBER HOURS - Reporting period begins
October 31, 2020 (Saturday) and ends November 27, 2020
(Friday). The hours reported during this period will be due to FCC
no later than the first Friday of the following month on December
4, 2020, and will continue throughout the year accordingly.
• A final copy of the spreadsheet used to document member hours
into FCC – ISAs (Fire) – OneDrive will be retained on the
Department’s computer network in the following subfolder:
T Drive < TRN – MANAGEMENT < FCC < FCC Hours < Year.

5. Quality Control:
Each semester the Deputy Chief of Training or his/her designee will
advise the FCC Fire Academy Chief or Coordinator the dates of at least
two scheduled ISA training classes.
• The classes should include the date, time, instructor, class topic,
and location.
• The FCC Fire Academy Chief or Coordinator will contact the FFD
Deputy Chief of Training or his/her designee and plan a site visit
to ensure the class meets the requirements of the agreement.
• The visit will include: review of a current, signed instructor
agreement, class topic in coordination with FT-233, the lesson
plan, a PowerPoint or visual aid(s), and observe a portion of the
class.
• This ensures the intent of the agreement is met and both FCC
and FFD are working to ensure the integrity of the partnership.
• All visits will be coordinated between the ISA representative(s)
and the Training Division.
INFORMATION
Advanced Firefighting Continuing Education (FIRET-233) course content will cover
the following topics:
1. Introduction
2. Assessment to determine degradation of skills
3. Skills practice to maintain proficiency
4. Skill development in new technology
5. Required annual certifications and protocol updates
6. Relationship of operational positions and responsibilities
7. Review of standard safety practices
8. Trends as they apply to the fire protection system

DEFINITIONS
Instructional Services Agreement - Allows community college districts to provide
specialized workforce training to their students through contracts with private and
public entities. These agreements must meet the California Education Code and Title
5 requirements. The district must execute and approve the ISA before the services
commence.
