Section 1: Program Goal
What does your city hope to gain from recruiting AB 540 eligible students?
The City of Fresno aims to benefit from the recruitment of AB 540 CA Dream Act eligible
students by fostering and expanding our diversity and inclusive community engagement
programs as well as providing meaningful opportunities for the undocumented population.
Through this program, the City of Fresno seeks to empower AB 540 CA Dream Act eligible
youth to actively participate in civic service and gain valuable skills and experiences that
enhance their personal growth and future prospects.
The City of Fresno aims to leverage the Californians for All Youth Service Corps AB 540 Pilot
Program to promote inclusive civic engagement and support career development for AB 540
eligible students. Our primary goal is to recruit and integrate AB 540 students into our existing
One Fresno Youth Jobs Service Corps Program, providing them with valuable skills,
experiences, and pathways to future opportunities.
Does the city have any other similar programs or experience working with this
population?
The City of Fresno has prior experience working with similar populations through its One
Fresno Youth Jobs Corps initiatives, which have successfully engaged young individuals in
service -oriented activities across various sectors, including community outreach, downtown
beautification, and office setting opportunities. Of these Participants/Ambassadors, 96% of
them met two or more of the criteria determined by California Volunteers: 71 % have had
difficulty finding employment, 61 % identify as low income, 58% were unemployed or out of
school, 20% have experienced mental health issues and/or substance abuse, 17% are justice
system impacted, and 12% are in the foster care system. The City of Fresno has hired 20 of
the Participants/Ambassadors as permanent employees. We are actively working with
Participants/Ambassadors to provide valuable support to understand how to obtain
permanent employment.
The County of Fresno is home to a large immigrant population, an estimated 77,000 of which
are undocumented. With the AB 540 Pilot Program we can begin to build the framework to
help this community gain experience in public service. Helping DACA recipients gain work
experience will assist in creating better economic outcomes for them in the future.

Please offer a brief description of your existing Youth Service Corps program and
indicate if there are specific service opportunities that you anticipate placing AB 540
eligible students into.
The One Fresno Youth Jobs Corps Program is a comprehensive initiative that involves youth
in meaningful service activities while fostering their personal and professional development.
We aim to place AB 540 eligible students in a variety of service roles within our current
worksites in collaboration with our Community Based Organizations. These opportunities may
include organizations like Career Nexus, CMAC, Downtown Fresno Partners, Fresno EOC,
Neighborhood Industries, and Poverello House. The positions will encompass community
outreach, environmental stewardship, and educational support initiatives. The funding will
predominantly support a semester -long employment program designed forAB 540 students,
offering them valuable work experience and skill development opportunities.
Through the One Fresno Youth Jobs Corps Program Request for Proposals at Worksites,
we have successful worked with these organizations which have similar goals and/or
experience serving our target populations:
• Career Nexus is a collaborative effort designed to match interns with businesses that
provide meaningful work -based learning opportunities best -suited to their strengths,
interests, and skills since its establishment in 2020. They have been a significant
contributor to City of Fresno recruitment during the first grant phase.
• Community Media Access Collaborative is a non-profit organization created to help
citizens, schools, non -profits, public agencies, and others better connect with our
community using media. Their mission is to empower community voices by promoting
media literacy, civic engagement, cultural understanding, and creative expression by
offering a full range of production tools and training at low or no cost to community
users.
• Downtown Fresno Partnership forms a partnership between the public and private
sector, organized for the improvement of a specific commercial area. They have been
involved in the creation of ourAmbassador program which has allowed Ambassadors
a period of stabilization as they participate in beautification and hospitality
assignments in the downtown area.
• Fresno Economic Opportunities Commission is a non-profit Community Action
Agency that provides opportunities, strengthens self-sufficiency, and offers support for
all people. For almost 80 years they have been at the forefront of the war on poverty
listening to the needs of the communities they serve to create over 35 effective
programs and services, getting people the help needed to achieve their goals and
shape their future, free from poverty.
• Neighborhood Industries believe that jobs are the vehicle for an individual to move
from being a recipient to a contributor in their neighborhood, resulting in long term
neighborhood stabilization. Like our program, the goal is for Participants to have a
pathway that will lead to permanent employment, either within their organization,
partner organizations, or other employers.
• Poverello House has worked for over 30 years to enrich the lives and spirits of all
who pass through, by stewarding donated resources such as food, shelter, and a
variety of social services to the unhoused population in a way that keeps the humanity
and dignity of an individual intact.

The City of Fresno plans to support a minimum of 50 AB 540 CA Dream Act eligible youth,
with 25 participating in the Spring 2025 semester and another 25 in the Fall 2025 semester.
Upon each eligible youth completing 375 hours of work experience, the City of Fresno will
indirectly compensate the student by paying a $7,500 stipend to California State University
Fresno, to assist with the students tuition, housing and books.
Are you planning on using this funding for a summer employment program?
The cohorts will operate in the Spring and Fall semesters of 2025, not during summer.
Section 3: Youth Recruitment/Development
How will the city or county recruit youth?
To recruit AB 540 eligible youth, the City of Fresno will leverage partnerships with local
schools, community centers, and youth organizations that serve this population. We will
collaborate with organizations like the Fresno Unified School District's Dream Center and
community -based nonprofits dedicated to supporting immigrant and undocumented students,
and work directly with California State University Fresno to recruit from their student body for
AB 540 CA Dream Act eligible students.
Do you have existing relationships with organizations that serve AB 540 CA Dream Act
eligible students? If so, what organizations do you plan to partner with?
At this time the City of Fresno does not have existing relationships with organizations that
serve AB 540 CA Dream Act eligible students.
What educational campuses would you work with recruit AB 540 CA Dream Act eligible
students?
The City of Fresno intends to work closely with educational campuses, like California State
University Fresno, to recruit and engage AB 540 CA Dream Act eligible students through
campus outreach and information sessions.
Are there additional wrap around services you plan on offering AB 540 CA Dream Act
students?
Wrap -around services will be provided to AB 540 CA Dream Act eligible students, which may
include legal aid workshops, mental health support, transportation, transitional childcare
services, uniforms, mentorship, and academic advising, to ensure their holistic well-being and
success within the program.
Does the city commit to working with California Volunteers and California Volunteers
designated partners to create program design?
The City of Fresno is committed to working closely with California Volunteers and designated
partners to refine program design and ensure alignment with statewide initiatives, fostering
long-term sustainability and impact.

Section 4: Metrics/Outcomes

The City of Fresno is fully committed to providing the required metrics to California Volunteers,
including participant engagement data, program completion rates, and impact assessments
on youth development.
Are there other metrics you will be collecting to determine success of program? If so,
please indicate which metrics.
Additional metrics to determine the success of the program will include surveys on participant
satisfaction, anecdotal evidence of personal growth, and community impact assessments.
Section 5: Budget/Staffing/Communications
What is your proposed staffing plan for the program for the city and/or any
subgrantees? Will you be hiring new staff to manage this program or leveraging
existing resources?
The City of Fresno's proposed staffing plan for this program involves leveraging existing city
staff of a Program Administrator, Senior HR Analyst, Senior Management Analyst, Sr HR
Technician, and Staff Assistant; and partnering with experienced subgrantees to manage
specific program components. We will allocate resources to hire specialized staff for
recruitment, program management, and youth development.
Does your city/county commit to using California Volunteers developed branding for
this program and participating in California Volunteers -organized trainings/curriculum,
if asked?
The City of Fresno commits to utilizing California Volunteers' developed branding and
participating in their organized trainings, and curriculum to ensure program alignment with
statewide initiatives.
How many youth will be served with this funding?
Through this funding, City of Fresno aims to serve at least 50 AB 540 CA Dream Act eligible
youth. 25 of those during the Spring 2025 semester, and another 25 during the Fall 2025
semester.

BUDGET PAYMENT PROVISIONS

1. Invoicing and Payment
a) For services satisfactorily rendered, and upon receipt and approval of the
invoices, the State agrees to compensate the Contractor for actual
expenditures incurred in accordance with the rates specified herein, which
is attached hereto and made a part of this Agreement.
b) Invoices shall include the Agreement Number and shall be submitted via
PDF to Robert. Nesman@californiavolunteers.ca. ov.
2. Budget Contingency Clause
a) It is mutually agreed that if the Budget Act of the current year and/or any
subsequent years covered under this Agreement does not appropriate
sufficient funds for the program, this Agreement shall be of no further force
and effect. In this event, the State shall have no liability to pay any funds
whatsoever to the Contractor or to furnish any other considerations under
this Agreement and the Contractor shall not be obligated to perform any
provisions of this Agreement.
b) If funding for any fiscal year is reduced or deleted by the Budget Act for
purposes of this program, the State shall have the option to either cancel
this Agreement with no liability occurring to the State or offer an agreement
amendment to Contractor to reflect the reduced amount.
3. Prompt Payment Clause
Payment will be made in accordance with, and within the time specified in,
Government Code Chapter 4.5, commencing with Section 927.

Youth Service Corps Program
All Youth Service Corps Program grantees will be responsible for providing
periodic and timely reports on outcomes and outputs associated with the
funding received from this program.
Reporting Metrics
Grantees will be required to report the following metrics on a quarterly and
annual basis to California Volunteers in a format and method to be specified by
California Volunteers. These metrics are subject to change, depending on the
California Department of Finance's review and approval:

California Volunteers will update this reporting timeline with additional reporting
periods, upon receipt of updated reporting timelines established by the
California Department of Finance. Reporting metrics may be updated,
depending on updated guidance from the California Department of Finance.
Reporting Process:
California Volunteers will be providing a comprehensive reporting template for
grantees upon execution of a contract. Additionally, this reporting template
and process may be updated during the period of the contract. At the time
when the reporting process is updated, California Volunteers will roll out
communication regarding this process and provide updates to grantees.
Invoicing:
This grant is a cost -reimbursement grant. As such, grantees will be required to
submit periodic and timely invoices to California Volunteers for expenses already
incurred for processing and payment. Grantees have the discretion to invoice
monthly or quarterly.

Invoicing Deadlines:
Grantees have the discretion to invoice monthly or quarterly. If monthly, invoices
should be submitted by the 15th of the following month. If quarterly, invoices
should be submitted no later than the due date identified in the reporting
deadlines above.
Service Events and/or Member Convenings:
Grantee agrees to host at least two service events and/or member convenings
per calendar year at the direction of California Volunteers.
Programmatic and Fiscal Document Retention
In line with State requirements regarding record retention, grantees are required
to maintain all documentation, programmatic and fiscal, pertaining to this
contract for a period of five years after the close out the contract and the
payment of the final invoice. The grantee is required to maintain books, records,
documents, and other evidence pertaining to the reimbursable costs and hold
them available for audit and inspection by the State for the five years following
the close out of the contract and payment of the final invoice. These retention
requirements pertain to all contracts associated with this program, regardless of
funding source.

BACKGROUND

enhance their personal growth and future prospects.

Strategic objectives to meet this goal include:

• Provide diverse service opportunities, including community outreach and
educational support, coupled with wrap around services like legal aid workshops, mental
health support, and academic advising.
• Implement a program that offers practical learning experience, mentoring, and
networking opportunities to help students develop their professional skills.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section
15378 this item does not qualify as a "project" as defined by the California Environmental
Quality Act.
LOCAL PREFERENCE
Local preference was not considered based upon conditions of state funding.
FISCAL IMPACT
There is no impact to the General Fund. The program will be funded solely by the Grant,
with funding distributed on a reimbursement basis.
