SECTION 407.015 ADDITIONS TO EXISTING DEDICATED FUNCTION FIRE
ALARM SYSTEMS
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or
Department) requirements regarding additions, modifications or alterations to existing,
previously approved, dedicated function fire alarm systems.
APPLICATION
This policy applies to all dedicated function fire alarm systems within the City of
Fresno (COF) and contract service areas and includes both required and voluntary
systems.
OPERATIONAL POLICY
Based upon the need for uniformity in application across the Department’s diverse
service delivery area, and after careful deliberation, the Department has determined
the following:
1. All additions, alterations, modifications or other changes to existing, previously
approved, dedicated function fire alarm systems require the issuance of the
applicable permit from the Department.
2. When an addition, alteration, modification or other change is related to a
change of transmission technology is from existing, plain old telephone lines
(POTS) the following is required:
I. Three (3) sets of construction documents (1/8-inch scale or larger) which
show the location where the addition to the existing, dedicated function
fire alarm system (EDFFAS) is taking place are required. Only the detail
sections (those portions showing the boundaries of the location where the
addition or change is taking place) are required to be shown. The building
footprint may be in a different, smaller scale to get the drawing to fit on a
single plan sheet. The room with the EDFFAS system must have the room
dimensions and ceiling heights included on the drawing.

II. The remainder of the drawing, submittal booklets, and Fire Alarm Plan
Submittal Checklist form, FPD-F-29, completion shall be prepared in
accordance with Fire Prevention Manual, §405.012, Fire Alarm System
Plan Specifications.
III. Where the previous EDFFAS installation did not have a smoke detector
installed above the fire alarm control unit (FACU), the Department
requires the addition of a California State Fire Marshal (CSFM) listed,
system compatible, smoke detector to be installed above the FACU as a
condition of the addition of equipment on a new permit.
3. When the change of transmission technology is from an existing cellular
transmitter (2/3G to 4G/4G LTE) the following is required:
I. All additions or changes in transmission technology to existing, previously
approved, dedicated function fire alarm systems require the issuance of
the applicable permit from the Department.
II. The cellular transmitter replacement permit may be obtained using the
City of Fresno Accelerated Application System to Track Electronic
Reviews (FAASTER) system. When given permit options, please select
the “Fire Sprinkler Monitoring Equipment Installation” permit.
III. Where the previous EDFFAS installation did not have a smoke detector
installed above the FACU, the Department requires the addition of a
CSFM listed, system compatible smoke detector to be installed above the
FACU as a condition of the new permit.
4. When an installation does not follow this policy, for example, a cellular
transmitter replacement permit is obtained, but the existing system used
telephone lines for signal transmission, the permit will be considered invalid,
and violation penalties and reinspection fees will be assessed as noted in the
Fresno Municipal Code (FMC). The permittee will then be required to follow
the requirements previously noted in this policy.
Any other additions (i.e., annunciator, pull box, etc.) requires additional information,
manufacturer information sheets, etc., up to a full fire alarm submittal.

INFORMATION
As noted in the currently adopted edition of the CFC, FFD has the authority to specify
requirements for additions to existing, previously approved, dedicated function fire
alarm systems.
