APPLICATION This policy applies to all contractors replacing fire alarm system components within the City of Fresno (City) and contract service areas. These requirements apply to both required and voluntary systems. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE As noted in National Fire Protection Association (NFPA), Standard 72, the authority having jurisdiction (AHJ) is to be notified “prior to installation or alteration of equipment or wiring” of a fire alarm system. Please note this section does not make an exception for “repair” work. In any case, because of necessary repairs, the system has been altered from its original, approved configuration. REQUIREMENTS When repairs, alterations, or modifications to a fire alarm system are made, it is the servicing contractor’s responsibility to consult with FFD prior to completing any alterations in accordance with NFPA 72. However, other smaller repairs, alterations, or modifications will require a significantly smaller package. In every case, where it is practical, the Department should be consulted prior to the replacement of any fire alarm control unit or system component or other alteration or modification. Complete documentation should be provided in accordance with NFPA 72, the California Fire Code (CFC) and any local requirements. If a system component is to be replaced with an identical system component (the same make, model, CSFM listing, etc.) no submittal package documents are required, but the servicing contractor should follow the requirements of NFPA 72, Chapter 7, Documentation. If a system component is to be replaced with an upgraded system component (i.e., the same make, but an improved model with a different California State Fire Marshal (CSFM) listing), or a component that includes the previous devices function but now has an additional function (i.e., the same make, but a smoke detector that is replaced with a smoke detector and a heat detector) the servicing contractor should follow the requirements outlined in the Department’s Fire Prevention Manual, Section 407.008, Fire Alarm Control Unit Replacement, but change the information to reflect the actual device(s) changed. If a system component is to be replaced with a system component that is not the same make, or the component serves a different purpose than the one it is replacing, then the servicing contractor should submit a full fire alarm submittal package as required by NFPA 72, CFC and local requirements.
