Beal, Fire Prevention Engineer Current Revision Date: 7/1/2025 Section 405.038 Next Revision Date: 7/1/2028 Page 1 of 3 Fresno City Fire Department 400 Prevention Manual SECTION 405.038 ABANONDED FIRE PROTECTION EQUIPMENT REQUIREMENTS PURPOSE The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or Department) requirements related to the abandonment of previously installed fire protection system components, equipment, devices and appurtenances. APPLICATION This policy applies to all sites, locations, buildings and facilities equipped with fire protection system components, equipment, appurtenances etc. within the Department’s service delivery area, including contract service areas. These requirements apply to both required and voluntary fire protection systems. OPERATIONAL POLICY Based upon the need for uniformity in application across the Department’s diverse service delivery area, and after careful deliberation, the Department has determined the following: 1. Abandonment of previously installed fire protection system components, equipment, devices, and appurtenances on all sites, locations, buildings, and facilities is required to be as follows: a. A permit for removal of any fire protection system components, equipment, devices, and appurtenances must first be obtained from the Department prior to disabling, altering, modifying or removing, any fire protection system components, equipment, devices, and appurtenances. b. If approved, all fire protection system components, equipment, devices, and appurtenances must be removed, and the supporting materials (asphalt, concrete, walls, ceilings, etc.) shall be restored to their required fire resistance or other applicable rating. c. Beal, Fire Prevention Engineer Current Revision Date: 7/1/2025 Section 405.038 Next Revision Date: 7/1/2028 Page 2 of 3 If abandoned fire protection system components, equipment, and devices cannot be removed, they must be permanently marked as “FFD - Abandoned In Place” using the manner prescribed in Fire Prevention Manual, Section 402.016, Fire Department Required Signage, and at such intervals prescribed by the Fire Marshal (or designee) or in accordance with ANSI/ASME A13.1-2023 ed. requirements as shown below (but with updated wording as noted above). d. Every marking or label used for identification shall also comply with ANSI/ASME A13.1-2023 ed. requirements for UV resistance, environmental durability, and adhesion requirements. 2. The Fire Marshal, (or designee) has the authority to make the final determination whether any fire protection system components may be abandoned in place. 3. In every case, the Fire Marshal (or designee) retains the authority to modify these requirements. OPERATIONAL GUIDELINE This section intentionally left blank.
