SECTION 405.024 FIRE SPRINKLER MONITORING SYSTEM PERMIT
REQUIREMENTS
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or
Department) requirements related to fire sprinkler monitoring system permits,
otherwise known as dedicated function fire alarm systems (DFFAS).
APPLICATION
This policy applies to all fire sprinkler monitoring system permits issued by FFD and
applies to both required and voluntary systems.
OPERATIONAL POLICY
Based upon the need for uniformity in application across the Department’s diverse
service delivery area, and after careful deliberation, the Department has determined
the following:
1. Every fire sprinkler monitoring system/DFFAS is required to obtain a permit
from FFD prior to the associated automatic fire sprinkler system permit
final.
2. All construction documents for automatic fire sprinkler system installation
shall note the method of automatic fire sprinkler system supervision in
sufficient detail as required by the Fire Marshal (or designee) for approval.
3. Electronically issued fire sprinkler system monitoring/ DFFAS permits for
new installations shall be as follows:
I. Electronically issued fire sprinkler monitoring/ DFFAS permits are limited
to providing monitoring equipment for automatic fire sprinkler systems
and their appurtenances.

II. Appurtenances for the purpose of these types of permits includes:
a) A single manual pull box and,
b) A single smoke detector and,
c) A single audible/visual device and,
d) Any High-Volume Low Speed (HVLS) fans and
e) A system record document box.
4. The fire alarm control unit and all devices are required to be California State
Fire Marshal (CSFM) listed for commercial fire applications including
combination fire/burglar alarm units.
5. Wiring is required to be in accordance with the currently adopted version of
the California Electrical Code and NFPA 72, National Fire Alarm and
Signaling Code.
6. Installations beyond the scope of the limitations noted in above (including
buildings with three (3) or more stories/levels or sites or locations with
multiple buildings) require a complete fire alarm system plan submittal
and a fire alarm system permit.
7. Alterations or modifications to existing automatic fire sprinkler system
monitoring systems (including a change in signal transmission technology)
shall be made in accordance with Fire Prevention Manual, Section 407.008,
Fire Alarm Control Unit Replacement, or Section 407.009, Fire Alarm System
Component Replacement.

INFORMATION
As noted in the currently adopted version of the California Fire Code (CFC), automatic
fire sprinkler system valves and automatic fire sprinkler system monitoring are
required for most automatic fire sprinkler systems.

Additionally, the fire code official has the authority to require construction
documents, and other associated materials sufficient to judge compliance with the
applicable, adopted standard.
All required construction documents are to be submitted to the authority having
jurisdiction (AHJ) for review and approval prior to system installation. The CFC,
NFPA 13, Standard for the Installation of Fire Sprinkler Systems and NFPA 72 also
permit fire officials to require certain information be included on these drawings at their
discretion.
