Fresno City Fire Department
400 Fire Prevention Manual
SECTION 403.007 TRAFFIC CALMING DEVICES
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or
Department) prohibition of all, vertical displacement (and other styles) of traffic
calming devices on private streets and emergency vehicle/fire apparatus access
roads.
APPLICATION
This policy applies to all areas within the City of Fresno (COF) and contract service
areas.
OPERATIONAL POLICY
This section left intentionally blank.
OPERATIONAL GUIDELINE
Traffic calming devices are design elements including street alignments, barriers, and
other physical measures intended to reduce traffic and cut-through volumes, and slow
vehicle speeds.
All traffic calming devices have a negative effect on emergency vehicle response
times, which is the primary measurement of service delivery used by the public.
Pavement installed, vertical displacement traffic calming devices such as bumps,
cushions, tables, humps, etc., are of primary concern to emergency services agencies
because of the potential to damage fire department and other emergency vehicles, or
cause injury to first responders.
As such, all vertical displacement and other traffic calming devices are prohibited on
private streets and emergency vehicle/fire apparatus access roads.
