SECTION 403.003A RECYCLED WATER FOR FIRE PROTECTION
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department’s (FFD or
Department) requirements related to the City of Fresno’s (COF) recycled water system
as it relates to building fire flow and automatic fire sprinkler systems for fire protection.
APPLICATION
This policy applies to all portions of the COF recycled water system.

OPERATIONAL GUIDELINE
The COF has installed recycled water main infrastructure throughout the City, and
contract service areas. The recycled water system provides service to various water
truck fill stations and recycled water system hydrants. Recycled water system
hydrants can be identified by their distinctive purple color scheme.
The recycled water system has a limited pumping capacity and volume, lacks supply
redundancy and reliability, and recycled water system hydrants may be (or become)
inoperable at any time. Outages (happening at unpredictable times or intervals) are
a normal occurrence with recycled water systems.
Standard engineering guidelines note that without an acceptable level of supply
redundancy and reliability, along with known capacity and overall water supply system
performance data, recycled water hydrant installations cannot be relied upon to
provide an adequate amount of water for manual firefighting operations, or to supply
an automatic fire sprinkler system.
Based upon the identified risks, and after careful deliberation, the Department has
determined that the recycled water supply system, including the associated hydrants,
are not permitted to be used as a basis for calculation of available fire protection water
supplies or for compliance with California Fire Code (CFC) requirements for hydrant
placement.
