SECTION 402.009 KNOX BOX LOCATIONS
PURPOSE
The purpose of this policy is to clarify the Fresno Fire Department (FFD or
Department) requirements for Knox box installation locations, which are used
exclusively for access into and within buildings. Access to a property via pedestrian
and vehicle gates is provided by the use of a X-1 Police/Fire padlock or keyway (See:
Fire Prevention Manual, Section 403.004, Emergency Services Bypass Locks for
Secured Access Developments).
APPLICATION
This policy provides direction for when Knox boxes are required to be installed and
the installation standards for all buildings within the City of Fresno and contract service
areas.
OPERATIONAL POLICY
Knox boxes shall be installed on buildings where any of the following conditions exist:
1. High-rise building
2. Interior elevator(s)
3. Fire sprinkler systems with interior riser(s)
4. Fire pump rooms
5. Fire alarm system
6. Areas that are difficult to access, as determined by the Fire Marshal or
designee
7. Any additional locations required by the Fire Marshal or designee
Exterior Knox boxes shall be installed on the ground floor, adjacent to the main
entrance, at a maximum height of six (6) feet from grade.

When installed on the interior of the building (i.e., for elevator access), Knox boxes
shall be installed on a wall adjacent to the elevator bank served, at a height of four (4)
to six (6) feet above grade.

INFORMATION
Fire department personnel have difficulty gaining access to many of the buildings
served by the Department. Additionally, once inside the building, personnel face
additional challenges with locked doors, no access to elevator control keys, and locks
on roof access doors. These issues are mitigated by the installation of a Knox box
that contains the necessary keys.
