HomeMy WebLinkAbout205.010 - Grooming Fresno City Fire Department 200 Standard Operating Procedures Manual SECTION 205.010 GROOMING PURPOSE The purpose of this policy is to establish the guidelines for all personnel grooming in accordance with applicable laws and standards. APPLICATION Members of the Fresno Fire Department (FFD or Department) are expected to follow the grooming standard whenever on duty or representing the Department in any capacity. OPERATIONAL POLICY It is the responsibility of the Department for all officers, supervisors, and managers to review and monitor members to ensure their grooming presents a neat, clean, and professional appearance. All employees will present a professional appearance in order to project a professional image appropriate for this Department. The appropriateness of attire as seen by the general public has a bearing on how other agencies and departments view employee professionalism and, ultimately, working relationships. 1. Hair Grooming: a. Members’ hair shall present a neat and clean appearance. Hair length shall not extend below the bottom of the day uniform shirt collar. Hair coloring shall be within the range of natural hair colors. b. The bulk or length of hair shall not interfere with the wearing of all standard Department headgear and safety equipment. c. The wearing of a wig or hairpiece, while on duty, is only permitted when the wig or hairpiece conforms to the haircut standards and does not interfere with the wearing of safety equipment. Facial hair shall not interfere with the proper wear and operation of Department breathing apparatus as described in 29 CFR 1910.134, Facial Hair Requirements. b. Except as provided below, the face will be clean shaven: Sideburns will be neatly trimmed and shall not extend beyond the bottom of the earlobe (see Figure 1). Sideburns shall not come between the sealing surfaces of the SCBA face piece as described in 29 CFR 1910.134, Facial Hair Requirements. Figure 1 Mustaches shall be neatly trimmed and shall not extend below any given point along the top of the lower lip while the mouth is closed. The ends of the mustache shall not extend below the crease of the chin. (See Figure 2). Mustaches shall not come between the sealing surfaces of the SCBA face piece as described in 29 CFR 1910.134, Facial Hair Requirements. c. Beards and goatees are not permitted. 3. Jewelry: a. The wearing of jewelry is a personal choice of members. To avoid injury related to the wearing of jewelry, there shall be no jewelry exposed whenever members are performing tasks, which require the use of personal protective equipment. b. The only permitted jewelry shall be: One normal size ring per hand only (two rings total). One normal size wristwatch. One medic alert or decorative bracelet. One necklace. Tattoos: Visible tattoos shall be in accordance with Administrative Order 2-16 and shall not be of a harassing, offensive, profane, or sexual nature. Tattoos shall not be allowed on a member’s head or neck without prior approval of the Grooming Committee and are not in violation of Administrative Order 2-16. 4. Grooming Committee: a. The Grooming Committee shall consist of the Deputy Chief of Operations and the President of IAFF Local 202 or their designees. b. Unresolved disputes shall be settled by the Fire Chief whose decision shall be binding. OPERATIONAL GUIDELINE This section intentionally left blank. PROCESS This section intentionally left blank.
