Badertscher Management Analyst II PURPOSE The purpose of this policy is to provide all members with general guidelines related to the use and description of the First-In Response Book. APPLICATION The First-In Response Book is a set of hard copy maps that are meant to be a backup to the mobile data terminals (MDT) and mobile computer aided dispatch (CAD) software on each apparatus. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE The First-In Response Book is to be part of the inventory of all engine and truck companies. This book should contain all pre-plan and hydrant pages within the first- in area of the apparatus to which it is assigned. The Fire GIS Specialist is responsible for setting up and maintaining this book. Subsequent pages may be obtained in order to update the book via the station captain by sending an email to FireGIS@fresno.gov. Section 204.020b Page 1 of 5 PROCESS With the reliability of the MDTs and mobile CAD software, as well as installation of the Fresno Map Viewer, hard-copy maps are needed less frequently. If all electronic means of mapping an incident fail, the First-In Response Book may be used as a backup. The First-In Response Book is a legal-size (8.5 inches x 14 inches), one (1”) or two (2”) inch, four-ring, heavy-duty reinforced binder. The binder should be labeled “FIRST-IN” on the top front and spine and a station ID label is to be placed on the front cover. The first page is an index which includes all fire zones within the city of Fresno. The zone in which the fire station is located is highlighted in pink. The fire zones contained in the book specific to the applicable station are highlighted in yellow. (See: Exhibit 1.) Exhibit 1 – Station 1 First-In Response Book Index Page Section 204.020b Page 2 of 5 Hydrant pages are to be inserted in the First-In Response Book by hydrant page number as dividers. The hydrant pages have tabs with corresponding four-digit zone numbers. The Pre-Plan pages are to follow the dividers and placed in order as follows: (See: Exhibit 2.) 1) Numerical order of the five-digit fire zone number 2) Alphabetical order of the street name 3) Numerical order of the street address 4) Facility name, if necessary First-In Response Books should be labeled by Fire GIS. Replacement and additional pages, binders, or entire books should be ordered from Fire GIS.
