These teams are on-call 24 hours a day and are capable of arranging for short-term emergency shelter and other support for victims. APPLICATION The DAT’s will activate when requested by the Incident Commander (IC) through the Fresno Fire Department (FFD or Department) dispatch center. The Red Cross will elaborate how this will be provided to the client at the scene. When 25 or more individuals are displaced, a mass shelter may be opened. The decision to open a mass shelter or to provide other housing support will be made in coordination with the City’s Emergency Preparedness Officer. Additional resources, such as a case worker, may also be available. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE Requests for Red Cross assistance should be made through the Communications Center; however, requests may be made directly as the situation dictates.
