204.006 PROCEDURES FOR RECALLING OFF-DUTY
MEMBERS

PURPOSE
The purpose of this document is to establish responsibilities and procedures for the
recall of off-duty members in order to place reserve apparatus in-service or to assist
with emergency operations.
APPLICATION
This procedure is intended for all Fresno Fire Department (FFD or Department)
members as well as Communications Center personnel involved in the recall of off-
duty members.

OPERATIONAL GUIDELINE
The Communications Center is responsible for monitoring the status of all Department
units.
When conditions indicate the level of resources of the engine and/or truck companies
has dropped below 50 percent and will be committed to emergency operations for
more than 30 minutes, on-duty battalion chiefs, the on-call duty officer, and all out-of-
quarters fire companies should be advised.
Upon direction of the battalion chief or the on-call duty officer, a recall should be
initiated.

Upon authorization for recall, the Communications Center supervisor should
coordinate the recall at the center. If the Communications Center is unable to
complete the recall due to workload or staffing, it should be delegated in the following
order:
ARFF members at the Air Rescue Station.
On-duty battalion chief from an office or his/her vehicle mobile
computer.
Apparatus placed in-service with recalled members should be identified by the relief
apparatus designator they staff (i.e., Engine 217, Tower 210, etc.).
Only off-duty members able to respond to the recall need to acknowledge the receipt
of the message.
PROCESS
Conducting the Recall:
1. Ascertain the number and rank of member(s) to be recalled.
2. Ascertain the location where the recalled members are to report.
3. Determine the group of individuals to be recalled.
Example: A group may be a specialty team, a shift, a specific
rank, or command staff.
4. The user is to log in to CrewSense using their assigned username
and password.
5. Using the curser, access the send Notification option by hovering over
the blue envelope on the left task bar and then moving the curser over
send Notification to select that feature.
6. Select the employee(s), group(s), or list(s).
a. Firefighter, Engineer, Captain, HM, USAR, ARFF, WRT, etc.
7. Type the message for the recall into the message field. The message
should be as short as possible to get the information to the member.

Example: This is a recall. Please contact Communications for
further instructions at 621-4357.
8. Once the message is typed and proofread, utilize the Send button to
initiate the notification.
9. Ten minutes after the notification is sent; the member initiating the recall
is to obtain a list of members that have responded to the request. If
there are insufficient members responding for the recall, an additional
notification is to be sent utilizing the previously defined process. The
message is to include information specific to complete the recall.
Example: This is a recall. The Department still needs one captain
and two firefighters to complete the recall. Please contact
Communications for further instructions at 621-4357.
10.Ten minutes after the second notification is sent; the member initiating
the recall is to obtain a list of members that have responded to the
request. If there are insufficient members responding for the recall, an
on-duty battalion chief is to be notified of the status of the recall. The
battalion chief will then provide further direction to continue with
additional notifications or to discontinue the process.
11.Upon call back from a recalled member, advise that they are being
recalled and direct them to report to the specified location.
12.Notify the following Department members the recall was initiated:
The Fire Chief.
All deputy fire chiefs.
All on-duty battalion chiefs.
13.Notify the on-duty battalion chiefs and the on-call duty officer when the
recall of members is completed. (See: Standard Operating Procedures

Process for Recalled Members:
1. Respond and proceed as directed.
2. Prior to arriving at the designated location, recalled members will need
to secure their assigned protective gear. Members who respond to a

fire station to obtain their protective gear are to sign on-duty in the
electronic daybook prior to responding to the designated location.
3. Notify their respective battalion chief of their start and end times for
CrewSense logging.
