204.005 MOVE-UP PROCEDURES

PURPOSE
To establish responsibilities and procedures for the movement of available
resources while multiple apparatus committed for an extended period of time.

OPERATIONAL POLICY
It is Fresno Fire Department (FFD or Department) policy for an on-duty battalion
chief to ensure sufficient coverage of all response areas by directing movement of
non-committed apparatus during times where multiple apparatus will be committed
for an extended period of time.
Apparatus involved in a move-up procedure must initiate response to the coverage
station within two (2) minutes and communicate verbally via radio.
Available on-duty battalion chiefs shall be notified whenever a move up has been
initiated.
OPERATIONAL GUIDELINE
Any time five (5) or more bordering stations are devoid of apparatus for a projected
extended period (30 minutes or longer), an on-duty battalion chief is to evaluate the
remaining stations and initiate the move up of apparatus to fill the voided area.
When filling a voided area, companies may be assigned to the following key
stations:

Station No. 1.
Station No. 3.
Station No. 4.
Station No. 5.
Station No. 9.
Station No. 11.
Station No. 12.
Station No. 13.
The initiation of a move-up creates a computer aided dispatch (CAD) incident, which
is to be completed in fire records.
PROCESS
If it is not readily apparent an area will be void of apparatus for 30 minutes or longer
(i.e., a major fire), the dispatcher should obtain an estimated duration of the incident
from the incident commander.
Once confirmation or direction for a move-up for station coverage has been
approved by the battalion chief, the following occurs:
The communication center dispatches designated resources to move-
up station assignments.
Apparatus advise via radio: “Engine ____ is in route to move-up and
cover Station ____.”
Apparatus arrives at its assigned station for coverage; the company
officer communicates via the radio: “Engine ____ arrived at Station
____.”
DO NOT utilize the mobile data terminal (MDT) to place the apparatus in quarters
during a move-up procedure, as this will cause a location error. Apparatus are to
announce itself in quarters in the move-up and cover assignment station when
returning from an incident.

Once the apparatus has been released from move-up, dispatch is to direct
apparatus with one of the following actions:
Return to the move-up and cover assignment station.
Release from the assignment procedure and proceed to a new
assignment.
Return to normally assigned quarters.
Apparatus communicates via radio the move back to and arrival at its normal station
with the following:
“Engine____ has been released from move-up, returning back to
Station ____.”
“Engine____ arrived back in quarters at Station ____.”
Once the move-up procedure has been completed, all apparatus return back to
regular radio/MDT operation.
