APPLICATION The Department’s communications system has been designed to reduce interfering radio transmissions, accommodate the growing number of emergency incidents, and facilitate interoperable operations. This document provides a brief summary of FCC regulations and details the radio frequencies licensed to the City of Fresno (City) by the FCC. OPERATIONAL POLICY It is the policy of the Department to provide members with a safe, reliable, and effective radio communications system able to meet the rigorous demands of the fire service. The Department communications system is licensed by, and will operate within the limitations established by, the FCC. OPERATIONAL GUIDELINE All system users should adhere to the limitations of the FCC license. The margins of permissible messages can be summarized for practical purposes as follows: • Any transmission pertaining to a fire or other emergency call to which the Department normally responds. • Any transmission pertaining to the movement or disposition of apparatus. PROCESS The Department channels have geographic limitations and may have multiple transmitters. See the attached map for channel and transmitter site selection priorities. Fresno Fire Metro 1/Metro 2: Primary Dispatch Net. • Metro 1 transmits from Memorial Auditorium. • Metro 2 transmits from Owen’s Mountain and can transmit from Station 13 as back up. Fire 1: Operations Channel. • Can transmit from Radio Park, American Tower, Memorial Auditorium, or Station 13. Fire 2: Operations Channel. • Can transmit from Crown Castle, Station 13, or Radio Park. Fire 3: Operations Channel. • Can transmit from American Tower, Crown Castle, or Riverside.
