HomeMy WebLinkAbout203.010a - Health Maintenance Effective Date: February 2019 Kevin Reynolds, Fire Captain Current Revision Date: 07/10/2025 Section 203.010a Next Revision (2) Date: 07/10/2028 Page 1 of 3 200 Standard Operating Procedures Manual SECTION 203.010a HEALTH MAINTENANCE PURPOSE The purpose of this procedure is to inform members of the Fresno Fire Department (FFD or Department) of its responsibilities in safeguarding the health and welfare of its members. APPLICATION This section left intentionally blank. OPERATIONAL POLICY • No member shall be assigned to emergency response duties until an entrance physical assessment has been performed by a designated City of Fresno (City) physician and the member has been certified as fit-for-duty. • Work restrictions for reasons of infection control may be initiated by a City physician. These may be temporary or permanent. As an example, members with extensive dermatitis or open skin lesions on exposed areas may be restricted from providing patient care or handling and/or decontamination of patient-care equipment. • All members shall be offered immunization against Hepatitis B, Measles, Mumps, Rubella, Poliomyelitis (Polio), Tetanus, and Diphtheria. The risks and benefits of immunization shall be explained to all members and informed consent obtained prior to immunization. • Members may request serological testing prior to Hepatitis B immunization to determine if previous immunity exists. Members may refuse immunizations or may submit proof of previous immunization. Fresno City Fire Department Effective Date: February 2019 Kevin Reynolds, Fire Captain Current Revision Date: 07/10/2025 Section 203.010a Next Revision (2) Date: 07/10/2028 Page 2 of 3 • Members who refuse immunization shall be counseled on the occupational risks of communicable disease and required to sign a refusal of immunization form. Members who initially refuse immunization may later receive immunization upon request. If a member refuses any part of the testing, an EMS-22 Vaccination Declination form shall be completed and kept as part of their personnel file. • All members shall be offered initial and yearly screening for Tuberculosis exposure. • Any member returning to work following debilitating injury, illness, or communicable disease (occupational or non-occupational) shall be cleared by a City physician or designee prior to resuming emergency response duties. • The Department Infectious Control Officer shall maintain records in accordance with Cal-OSHA, Section 3204 of Title 8, Access to Employee Exposure and Medical Records. Member participation in the Infection Control Program shall be documented, including: o Name and Employee ID number of member o Immunization records o Circumstances of exposure to communicable diseases o Post-exposure medical evaluation, treatment, and follow- up • Infection control records shall become a part of the member's personal health file and shall be maintained for the duration of employment plus 30 years. • Medical records are strictly confidential. Medical records shall not be released without the signed written consent of the member. There shall be no exceptions to this policy for Department Administration, City Administration, or insurance companies. • Members may examine their own medical records and may request in writing that copies be sent to their personal physician. • Abstracts of medical records without personal identifiers may be made for quality assurance/improvement compliance monitoring, or program evaluation purposes, as long as the identity of individual members cannot be determined from the abstract.
