Johnson, Senior Administrative Clerk PURPOSE The purpose of this policy is to establish a formal procedure for performing a Personnel Accountability Report (PAR) during an emergency incident. APPLICATION Fresno Fire Department (FFD or Department) members are to provide a PAR as a means of providing rapid, on-scene accountability of members working at an incident. It is imperative all members understand the PAR process and the role it plays in overall emergency scene safety. OPERATIONAL POLICY Accountability of members requires visual contact and shall be confirmed prior to replying to the PAR. OPERATIONAL GUIDELINE A PAR should be completed accurately and quickly to be effective. When a PAR is requested, each unit is contacted and should reply indicating their identifier and the number of personnel accounted for (e.g., “E3, PAR of 4”). Whenever possible, a PAR within a division/group should be conducted without the use of the radio to keep the radio frequency clear. When the division/group PAR is completed, the division/group supervisors should radio the PAR check status to the incident commander (IC), securing a positive acknowledgment. A PAR should not delay a Rapid Intervention Crew (RIC) deployment. When a RIC deployment is indicated, initiate the deployment and conduct a PAR to confirm deployment needs. If the area is extremely dangerous, where the likely chance for Section 203.003a Page 2 of 3 survival is slim, a deployment may be delayed until after a PAR, and then only conducted with extreme caution. PROCESS The PAR is a survey of fire ground resources used to account for all personnel by assignment or unit. The PAR consists of a roll call of personnel working at an emergency incident. It is a portion of the overall accountability system used to efficiently confirm the status of crews working under a supervisor’s command. A PAR is conducted when: 1. A firefighter or team is presumed missing and/or trapped (MAYDAY situation). 2. There is a change in fire ground/operational strategy (i.e., from an offensive to a defensive fire attack). 3. There is a catastrophic change in the incident (i.e., building collapse, explosion, backdraft, release of a hazardous material, sudden flooding, etc.). 4. When an emergency alert tone is activated. 5. Every 30 minutes on a second alarm or greater incidents. 6. Whenever the IC determines a need for a PAR check.
