PURPOSE
The purpose of this policy is to familiarize members with movement areas and
access roads for the Fresno Fire Department (FFD or Department).

OPERATIONAL POLICY
Runways:
Runway 11L-29R is 150 feet wide and 9,227 feet long. The asphaltic-concrete
pavement is grooved, except for 400 feet of grooved Portland Cement Concrete
(PCC), which houses a retractable, in-pavement BAK-14 military aircraft arresting
cable system located 1,010 feet from the Runway 29R displaced threshold.
A full-length 50-foot asphalt shoulder abuts each edge of the runway. Runway 29R
has a 1,000-foot asphalt overrun. Spanning, and 100 feet into this runway is a BAK-
12 military aircraft arresting cable system mounted on 4 inch rubber “donuts.”
The Runway 29R threshold is displaced 312 feet to facilitate clearance requirements
for the CAT IIIb ILS. The usable takeoff and landing lengths are:

The safety area for the runway is 250 feet wide each side of centerline, 1,000 feet in
length at the departure end of 29R and 1,000 feet in length at the departure end of
11L.
Runway 11R-29L:
The runway is 100 feet wide and 7,206 feet long. It is paved with asphaltic-concrete
with a full-length 8-foot asphalt shoulder abutting each edge of the runway.
Runway 11R has a 200-foot overrun/blast pad consisting of 8 feet of asphalt
pavement adjacent to the runway threshold and 192 feet of compacted oil-treated
soil.
Runway 29L has a 1,216-foot asphalt overrun. Spanning, 226 feet into this overrun
is a BAK-12 military aircraft arresting cable system mounted on a 4 inch high rubber
“donuts.”
The Runway 11R threshold is displaced 1,448 feet due to longitudinal pavement
grade criteria, as opposed to obstruction clearance. The usable takeoff and landing
lengths are:

Note: When Runway 11L-29R is closed and/or unusable for air carrier
operations (i.e., disabled aircraft on the runway, runway maintenance),
Runway 11R-29L is available to those aircraft capable of using this runway for
air carrier operations and authorized to do so at each air carrier’s discretion.
Runway 11R-29L has been designed, constructed, and designated for such
interim use.
The safety area for the runway is 250 feet wide each side of centerline, 1,000 feet in
length at the departure end of 29L and 1,000 feet in length at the departure end of
11R.
Helispot and Designated Helicopter Landing Spots:
A 70-X-70-foot asphalt helistop is located on the eastern corner of the transient
ramp, approximately 450 feet northeast of the Airport Traffic Control Tower (ATCT).
Helicopter landing spots for training and aircraft transition to ramps on the north side
of the airfield are on Taxiway C. There are three spots, designated 3, 4, and 5, which
have been coordinated with the local (ATCT) and have been deconflicted with north
side tenants.

Taxiways:
Primary taxiways run parallel to the runway and are designated A, B, and C. Cross
taxiways are identified numerically and sequentially, (e.g., B2, B4, C10, etc.).
With the exception of Taxiway A, all taxiways are asphalt, 75 feet wide with 25-foot
asphalt shoulders. Taxiway A is asphalt, 50 feet wide, with 10 feet shoulders.
The following taxiways are not designated for air carrier operations:
• A, access taxi lanes 1-7, unless prior permission obtained.
• B, west of B12.
• C10, north of Taxiway C.
• CANG access Taxiway.
Service Roads:
The asphalt perimeter service road is 22 feet wide and is designed and designated
for use by authorized ground vehicles, including ARFF and other emergency
vehicles.
The terminal on-ramp service road borders the south air cargo ramp and loops
around the north end of the concourse.
