APPLICATION Access to any movement area not authorized by Air Traffic Control Tower (ATCT) is prohibited. All non-badged drivers are to be escorted. Emergency operations are to take place only in areas designated by command. Non-badged drivers are to adhere to approved routes of travel. OPERATIONAL POLICY Access to movement and safety areas is limited to vehicles necessary to airport and emergency operations. Access to pre-designated staging areas is permitted without contacting the (ATCT) for AR01, AR02, and E10. Any deviation from the pre - designated staging areas shall be cleared through the (ATCT). Incoming Fire and EMS units responding to airport emergencies shall report to vehicle Gate 3 to be escorted to their staging location. OPERATIONAL GUIDELINE Responding units should report to Vehicle Gate 3, unless otherwise directed. Units should be escorted by a PD unit, AP 21, or given other directions from a designated person on scene. If no escort is waiting at Vehicle Gate 6 when responding apparatus arrive, FFD units should contact an AR unit and inform them they are waiting f or an escort. EMS and other outside agencies are to contact the FFD Communication Center to request an escort. The Communications Center is to contact an AR unit. Once contacted, Section 202.015k Page 2 of 4 the AR unit should notify Control-2 and request an officer respond to Vehicle Gate 3 to escort personnel/equipment. PROCESS Transportation Security Administration (TSA) Restrictions for Airfield Access for Non-Emergency Operations: 1. Prior authorization from airport operations must be received before a vehicle may enter or operate in the movement areas or safety areas. All persons wanting to access the secure areas of the airport must clear screening and badging processes before being permitted to drive in the Secure Identification Display Area (SIDA). 2. As required by TSA, no vehicle is authorized to enter or operate in a movement area or safety area without complying with the following provisions: a. Driver’s designation. • All Airport Security Identification Badge holders who have occasion to operate vehicles in movement areas must first obtain a driver’s designation by attending a training session, with successful testing of compliance requirements, conducted by Airport Public Safety (APS) in the Airport Administration badging office. • Vehicle operators violating rules, regulations, and/or Fresno Municipal Code ordinances may be cited with the issuance of a Notice of Violation. Copies of the Notice of Violation are issued to the violator and his/her supervisor, and a copy is retained by APS. Serious violations require the vehic le operator to be retrained and recertified. Subsequent serious violations, or repeated willful infractions, can result in the revocation of the driver’s designation. b. Vehicle identification. Each vehicle authorized to enter and operate in movement areas or safety areas are to display in a visible manner. • Either a 3 feet x 3 feet orange and white checkered flag (daytime operations only), or a rotating 360 degree flashing amber light (daytime and nighttime operations) mounted on the highest point of the vehicle or its attachment (e.g., a crane). Section 202.015k Page 3 of 4 • A company name or logo on both sides of vehicles. Certain special purpose vehicles are exempt from compliance of this provision, as determined by the Airport Emergency Plan. • Approved vehicles can operate in the Secure Identification Display Area (SIDA) non movement area under the following conditions: o Drivers with appropriate Airport badge. o Clearly marked vehicle with company logo on both sides. o Vehicle headlights, trailer lights, and four-way emergency flasher are on. c. Radio communications: • No vehicle is authorized to enter or operate in the movement areas or safely areas without being equipped with a radio capable of two - way voice communications with (ATCT) on its ground control frequency, unless said vehicle is escorted by another vehicle so equipped. • The escorting vehicle must be identified per the Airport Certification Manual or Airport Emergency Plan and must stay with the escorted vehicle at all times within a movement area of safety area. • Upon arrival of airport operations and (ATCT), personnel equipped with a two-way radio positioned at the point of access into a movement or safety area may be substituted for the required vehicle radio equipment. • Non-badged driver are to follow an escort vehicle. Multiple non- badged drivers are to follow the escort vehicle in a single row until clear of the movement area. The escort vehicle is to notify the (ATCT) when all following vehicles are clear of the movement areas. INFORMATION This section intentionally left blank. DEFINITIONS 1.
