Badertscher, Management Analyst II PURPOSE To establish the number of trained members that are needed to perform certain rescue operations based on risk assessment of these emergencies and the Commission on Fire Service Accreditation, Creating and Evaluating Standards of Cover. APPLICATION To identify different types of technical rescue responses, how the Fresno Fire Department (FFD or Department) responds to these rescues, and the level of skill the Department responders should possess. OPERATIONAL POLICY This section intentionally left blank. OPERATIONAL GUIDELINE This is a reference identifying the critical tasks at typical technical rescue incidents, and the appropriate, minimum staffing and training requirements based on the risk assessment of these rescue emergencies. Section 202.014f Page 1 of 5 INFORMATION A summary of common Urban Search &Rescue (US&R) event types and their US&R staffing requirements are listed below: Type of Event Minimum US&R members required Comments Minor Building Collapse 6 Confined Space 7 Trench 7 Canal 7 River 7 MINOR BUILDING COLLAPSE The following table is based on a common vehicle versus building call or small scale structural collapse such as single story buildings, houses, and partial collapses due to fire. In the event of a major building collapse, such as a CBRNE bombing or fire structure collapse, a response of three (3) to four (4) teams such as the one outlined in the table below would be required: Critical Task Training level required Number of Members Comments Incident Command and size up Captain or above 1 Safety Officer - to maintain a safe operating incident US&R (RS1, RS2) 1 Due to limited resources this position is most often held by the Team Leader Shoring Team Leader - organizes and evaluates the shoring operation US&R (RS1, RS2) 1 Cutting Station - cuts shoring lumber as needed US&R (RS1, RS2) Truck Co. Supplies cutting station and shoring team US&R (RS1,RS2 and familiarity with R11) Truck/Engine Co. 1 1 This station needs at least one (1) US&R and one (1) First Responder level member Section 202.014f Page 2 of 5 Measuring of shores US&R (RS1,RS2) 1 All shoring lengths and materials for shore construction and assistance in shore construction Construction of shores US&R (RS1, RS2) Truck Co. (RS1) 1 1 This station needs at least one (1) US&R and one (1) First Responder level member Minimum members required US&R (RS1, RS2) Command Officer Truck/Engine Co. 6 1 3 CONFINED SPACE RESCUE These rescues would most commonly be one (1) to two (2) workers who collapse in a silo, tank, holding vessel or any confined area not designed for continuous occupancy. A larger scale incident such as freeway drain systems, high speed rail tunnels (especially those for utilities, mechanical equipment etc.) or the burning tunnel overhaul at Nisshimbo, requires a substantially larger commitment of resources (i.e., 16 companies throughout the event). This may also include a request for the Hazmat Team to respond. Supplies entry team and rope team US&R (CS Ops and familiarity with R11) Truck/Engine Co. 1 1 This station needs at least one (1) US&R and one (1) First Responder level members Section 202.014f Page 3 of 5 Entry Team US&R (CS Ops) 2 Backup Team US&R (CS Ops) 2 Exchange of air in the confined area Truck or Engine Co. 1 Initial set up of this operation requires a trained US&R member. Monitoring of entry teams air bottles US&R (CS Ops) or Hazmat Tech 1 1 Due to limited US&R members this spot is likely to filled by a Hazmat Tech Line monitor for entry personnel Truck or Engine Co. 4 Manages entry team ropes and hoses to minimize tangles and kinks. Rope Operation Rigger US&R (RS1, RS2, CS Ops) 1 Minimum members required US&R: (RS1, RS2, CS) Hazmat Tech Truck/Engine Co. 7 2 7 TRENCH RESCUE Trench rescues consist of removal of a partially buried person or person who has fallen into a deep stable trench. The skills involved in these calls are a combination of the shoring techniques combined with the confined space entry. In the event of a large trench or long/complicated victim removal from the trench, two (2) to three (3) times these numbers would be necessary.
