PURPOSE
To provide Fresno Fire Department (FFD or Department) staffing plans suitable for
situations when a State of Emergency exists within the City of Fresno (City) due to
civil disturbances, terrorism, man-made or natural disasters, to minimize injury or
loss to members and loss or damage to equipment and maximize operational
efficiency.

APPLICATION
STAFFING PLANS AVAILABLE FOR USE
Plan I: Normal Staffing Pattern
Augment with overtime hiring.
Augment with recall.
Plan II: 12-Hour Shift Rotation
Three platoon staffing (12/3 plan).
Plan III: 12-Hour Shift Rotation
Two platoon staffing (12/2 plan).

Note: The Fire Chief may suspend all leave time if conditions warrant.
The Task Force Operations Plan can be used with all three of the
patterns identified above.
OPERATIONAL POLICY

OPERATIONAL GUIDELINE
When the Mayor, City Manager, or City Council declares a state of emergency for
civil disturbance, terrorism, or natural disaster, or as a result of same, the Fire Chief
or designee may activate the deployment plan deemed appropriate.
PROCESS
Plan I: Normal Staffing Pattern
Augment with overtime hiring.
Augment with recall.
Plan II: 12-Hour Shift Rotation
Three Platoons (12/3) Plan.
This plan would be used with the expectation that work load and/or need for
constant vigilance would be high. The reduced shift allows for optimum operational
effectiveness while allowing adequate time for members to rehabilitate between
shifts.
Example:
Shifts: 0800 to 2000 and 2000 to 0800 hours
Start: Monday Tuesday Wednesday Thursday Friday

This plan will be initiated through Battalion Chief 3’s office. Battalion 3 will
coordinate the calling of off-duty members to inform them of their shift and duty
stations.
In addition, the City Emergency Operation Plan may be initiated including the
Department Operations Center (DOC).

Plan III: 12-Hour Shift Rotation
Two Platoons (12/2) Plan.
Same design as three-platoon plan with the addition of increased staffing for each
platoon. Members assigned to the C shift (change platoon) will be assigned evenly
to either the A or B platoon.
Example:
Shifts: A Shift = 0800 to 2000 hours
B Shift = 2000 to 0800 hours
Start: Monday Tuesday Wednesday Thursday Friday

This plan will be initiated through Battalion Chief 3’s office. Members will be
informed of their assignment.
In addition, the City of Fresno Emergency Operation Plan may be initiated including
the DOC.
Division of C Shift
A Platoon B Platoon
Engine Nos. 1 - 9 Engine Nos. 10 - 20
Truck Nos. 1, 3, and 9 Truck Nos. 11 and 14
Relief members will be assigned by Battalion Chief 3’s office.
